BANGOR, Maine — The truck of a lawyer from Millinocket, who had at least three unpaid parking tickets, was “booted” on Tuesday by Bangor police, but that didn’t stop him from trying to drive away, Sgt. Paul Edwards said on Wednesday.

Michael Harman, 48, was charged with criminal mischief at around noon after he reportedly damaged the police department’s vehicle immobilization device, known as the “Denver Boot.”

“The metal device was found to be lodged under the vehicle’s wheel well when Mr. Harman tried to drive away, causing damage to his truck and the immobilization device,” Edwards said.

Harmon was attempting to leave a Middle Street parking spot in a 2000 GMC pickup, he said.

Whenever the orange colored Denver Boot is put into place to disable a vehicle, a bright orange notice also is placed in the front windshield, the sergeant said.

Two witnesses saw Harman attempting to leave and were interviewed by Bangor police Sgt. John Roach, the department’s parking supervisor, before Harman was charged.

Harman pulled out his checkbook and paid his unpaid parking tickets “and both he and his vehicle were released,” Edwards said.

How much damage was done to the truck is unknown, but “it’s going to cost us $480 to replace the boot,” Edwards said.

The Denver Boot, which is typically clasped onto the front driver’s side wheel preventing vehicles from being moved, is used only after the owner has failed to pay three or more outstanding parking tickets. Once parking tickets are more than 30 days overdue, Bangor code also allows the police department to tow the vehicle to an impound area until the outstanding tickets are paid.

The notice that was placed in the windshield warns the operator to contact the Parking Division before attempting to move the vehicle.

Ha Ha I wish I'd had a ring side seat for this monkey show.

In the state I now reside in, the suspend your lisence if you fail to pay parking tickets that add up to more than 100 dollars and issue a traffic warrant for your arrest.

What? 3 OR MORE? I just had ONE unpaid ticket and they had my license set for suspension! I paid it and kept my license. HOW do people accumulate 3 or more and still have a license?!?!?!?!?!

Maybe A&E should film the next season of "Parking Wars" in Bangor....you see a lot on that show, but I've never seen someone try to drive off with a boot atttached.

Maybe the bangor daily should do a report on the horrible inadequate parking that is available in downtown bangor. Anyone who has needed to park in that area knows how almost difficult it is to even find a place to park! I can't even believe the bangor daily ran such a story! Not to mention they reported only ONE side of the story, how fair is that? There are 2 sides to every story, but no surprise with how liberal the Bangor Daily is anyhow. And anyone who knows this attorney knows that he IS a nice guy and certainly wasn't trying to drive away with a boot on the truck! Had he realized there was one there to begin with he certainly wouldn't have tried to drive off! Finding a ticket/warning on your windshield is a pretty typical thing to find while parking in downtown bangor. How many of you actually walk around your vehicle to look to see if you have one of those "boots" on? I know I sure don't! Especially if I have a million things going on, that is the last thing I would be thinking about or looking for!!

I guess all these negative remarks about him are from those who were on the opposite side of the courtroom as he was! hah!

hey jat2007 have you ever seen that very large building downtown by pickering square park, it has a few different floors and is made from concrete....I believe it is called a parking garage and there are plenty of spots available to park your vehicle and then all you need to do is take a short walk to the courthouse or if you are really lazy or if you have a medical condition that prevents walking there are these large box shaped things that stop at the large concrete structure which are called busses and will take you for a ride to where you need to go for a small fee. You should check it out sometime.

who pays for the boot

Seriously, how long has jat2007 been on this guy's payroll? I've seen booted vehicles downtown and there's NO way you can get into your car and miss this gigantic orange blocks on your tire. Your driver side, no less. As well as the huge orange stickers in the middle of your window. What a joke. Helen Keller would see one of those things. Find another lost cause to support, jat2007.

Hey all I was trying to point out was that there are always 2 sides to every story, and the bangor daily failed here. They didn't get the other side!! Not right. And "backshore" sorry to dissapoint, but I'm not on his payroll nor am I trying to do any damage control, just simply stating my opinion, that this is a one sided story that wasted up space in this paper!

Thank you "dbaker", people assume that the boot is on the front drivers side, only because the article stated "that is typically is", no where did it say that it was in THIS case. I know since it was indeed on the rear passenger side, you aren't going to notice the boot, especially if the vehicle is parked across the street from where you are coming from, facing you. You would have to actually walk around the entire vehicle to see the boot. If it were me, I would just see the bright yellow ticket, and think that it is another ticket, and not think to do a "walk around" my vehicle. I think actually the city should pay for their own boot since they didn't place it where they are supposed to be placed!! that would have avoided all of this!!

I think in this case they booted the rear passenger side wheel because the truck was parked on the left hand side of the street as Middle St is a one way street and the drivers sides tires/rims were up against or to close to the curb. As far as what is left on the window...it is large enough to be noticed....I don't recall ever seeing one stuck to the glass, but it would be hard to miss.

If the boot was placed where the driver couldn't see it, it was the city's fault. They can place all the placards they want on the window, but they can't make a driver read them. And if was removable, as another reader has suggested, then all the more shame on the city. Boston thinks it's funny to put these things on 2AM and 3AM, then if you can't move it by 9AM, when the court opens, they tow it boot and all. So you get slammed twice. Happened to me right AFTER I paid all of that month's ticket. There everything is metered, but less than half of them worked on a given day. . .

It would seem from this article that Mr.Harman's vehicle may have been targeted by the city. If the vehicle was parked legally left wheels to the curb, and the proper place is on the driver's side, where the driver can see it, then Harman should take the city to court for improper fixation of the boot.

I have been to the courthouse in Bangor, and know that city not at all, and I do not know where the parking garage is located. I have handicapped plates but it is still a problem, since people will park in them without plates or tags. Sure, give them a ticket, that really helps me.

the boot has to go on a drivewheel... putting it on the front of a rear wheel drive truck would not necessarily immoibilize the vehicle

rblenkhorn- it is "supposed" to go on the drivewheel, however, in this case as well as others it was put on the "rear passenger wheel", something that was "conveniently" left out of this article!! Seems like all too often the bangor daily "conveniently" leaves some important facts out of articles!!

Jat2007 the rear passenger wheel IS the "drivewheel" on this vehicle....Drivewheel has absolutely nothing to do with what side of the vehicle it is placed, it has everything to do with what tires actually propel the vehicle down the road. You put this device on the front of a rear wheel drive or on the rear of a front wheel drive the vehicle may still be able to drive. Ever had a brake freeze up on a car, you can still move it. Mark Twain once said "It is better to keep your mouth shut and appear stupid than to open it and remove all doubt." this may be good advice for you

If the boot was indeed on the passenger rear wheel, and it was raining heavy...could the notice have washed/blown away? The police aren't/weren't actively seeking restitution for the boot at $500. I think they messed up and know it!

wow- must be slow news day in bangor. heard about rabid crowd & their posts. guess they really got their junk in a twist. people just love punishment- for others, that is. good thing you can no longer have mob lynchings or burn neighbors at stake. i seriously doubt this guy would want to deliberately jack his car up. if that's biggest problem in bangor- 3 freaking tickets, then they're doing okay. i don't know about that city, but i have yet to see any city with reasonable parking. but seriously, big freaking deal. mayberry with stephen king twist. people really hate lawyers, but not so much when they need one. kinda like doctors. but then i suppose lots of people from jayzussistan could just pray for mr h to get his whenever the next rapture is scheduled....

First of all jat, any boot on a vehcile can be seen dont be so stupid . I hope he paid you decent wages to tell his side.

These boots are really expensive , the cops should just tow the cars to impound. It would be cheaper and more effective.

With all the children in this country that have no shoes, the city gives boots to cars. It is my understanding, because of this, they now have contracted with David CopperField to simple make the car disappear. Lol They tested Copperfield’s powers on a Bangor patrol car and now it is unaccounted for. However they signed him up.

I have a one ton Chevy truck and I bet I could drive of without feeling it! That old truck would pound the daylights out of it and fling it in the ditch. LOL

I think it was improperly installed and against the manufactures suggested installation procedure. Therefore the manufacture should be sued for not properly labeling the installation procedure on the device itself.

Of course, all his critics have never once gotten ticketed, and never once spaced out when they could have been paying more attention.

Well if there is anyone out there who is still following this farcical story; there are new developments. The DA has declined to prosecute this case because the flatfoot booted the wrong wheel. He attached it to the passenger rear wheel which attorney Harman never saw. I believe it was a wet/blustery day and the notification was NOT on the windscreen.

I will bet a cops doughnut to your hard earned dollar that the Bangor Daily News does not retract or clarify the story. Rick Warren (Publisher) and the staff should be all over this. Mr. Harman was attacked and defamed on these pages because you all could hide behind a nick name. Why don't you say it to his face.

Thats right "caveman", Harman was totally blasted and defamed because of this story, it was even on "talk radio" due to the bDN's inadequate newsreporting, leaving out the FACTS in the case, instead reporting on assumptions! I hope they plan on making some serious apologies to Harman due to all the damage THEY have caused!! Of course they had to drop all charges, he did nothing wrong!!

Sorry Mike, but this is too beautiful not to share. While looking at a friend's Facebook page I noticed she had posted her entire high school class's senior pictures from Bucksport High School, class of '79. Mike happened to be a member of that class. Under Mike's picture it said, Mike "Boot" Harman!!!! Your reputation precedes you!!!
