HAMPDEN, Maine — Residents in Newburgh and Hampden — two of the three towns that make up SAD 22 — approved a proposed $23.4 million school budget on Tuesday for fiscal year 2010.

The votes were 193-96 in Hampden and 37-23 in Newburgh, SAD 22 Superintendent Rick Lyons reported late Tuesday night.

Results for the third town in the district, Winterport, were not available late Tuesday. But because budget votes from all three towns are added together, it is unlikely that Winterport voters would reverse the outcome.

SAD 22 board members approved the budget last month. The total reflects a 1.7 percent reduction in expenditures but still will require an overall increase of 1.3 percent in local taxpayer share because of less state subsidy and mandated cost-of-living increases for teachers.

Funding for education is split between the SAD 22 communities based on a complex formula that considers the number of students and the valuation of property. The total local share of $8.1 million will increase by 1.8 percent in Hampden and by 3.6 percent in Newburgh. Winterport taxpayers actually will pay 0.9 percent less in 2010 than 2009.

The budget also reflects nearly $1 million in cuts from the current fiscal year, including elimination of four full-time and two part-time positions. Additionally, all administrators and central office staff members agreed to a salary freeze that will save more than $60,000.

Finally, several minor sports programs were defunded, including junior varsity hockey, freshman boys and girls basketball, freshman football and junior varsity winter cheering. Lyons said those programs can continue if parents or other supporters raise funds.
