Town suspends contract with Island Falls


E. Millinocket officials cite ‘personnel issues’ after arrest

EAST MILLINOCKET, Maine — The Fire Department has at least temporarily suspended its contract to receive paramedic ambulance service from the Island Falls Fire Department after that department’s assistant fire chief was charged last week with theft, officials said Thursday.

The arrest of Paul Breton II, 26, of Oakfield is partially why the Board of Selectman decided Monday to wait 30 to 60 days before deciding whether to renew the contract, board Chairman Mark Scally said.

East Millinocket Fire Chief Les Brown told selectmen during their meeting on Monday that he recommended the delay because Island Falls had “personnel issues,” town administrative assistant Shirley Tapley said.

“It hinges on whether Island Falls has the personnel to offer the paramedic service to the town,” Tapley said Thursday.

Breton was arrested and charged Friday with Class B theft in connection with what state police describe as the misappropriation of about $10,000 in Island Falls funds, possibly since 2007.

Breton also is a paramedic with the Island Falls Ambulance Department and as such was among two paramedics who served East Millinocket’s ambulance service through the contract. As part of the contract, Island Falls personnel would man ambulance shifts at the town public safety building, usually in their Island Falls uni-forms.

Breton is on administrative leave with Island Falls pending the outcome of the investigation, town officials said Thursday.

Due to his arrest, Breton no longer will serve in East Millinocket, Scally said.

Brown is on vacation and did not return a page seeking comment on Thursday. Other East Millinocket firefighters declined to comment or referred comment to Brown.

Maine State Police Lt. Darrell Ouellette said Wednesday that police were made aware of Breton’s alleged activities by the Island Falls Board of Selectmen almost a month ago.

“[Breton] presented receipts for purchases he had made from various businesses for reimbursement from the town, and they were not related to the department,” Ouellette said Wednesday. “They had nothing to do with the department.”

Ouellette said investigators believe that some of the invoices in question may date to 2007. He added that Breton has been cooperating with investigators and has said he misappropriated funds. Ouellette could not be reached for comment on Thursday.

Good Thinking MRH, I wouldnt want that Creep Near any hospital. PAUL BREATON CAN NOT BE TRUSTED....

I think suspending and not canceling the contract is a wise and prudent move on East Mill's part. Give Mr. McNally a little time, he will find personnel to fulfill obligations and be back to working. Anyone who knows Josh, knows that he is a hard working, great person.

I speak as a concerned citizen who pays taxes, if MIllinocket backs out who will be the back up for Island falls. Island fall emt's have gone to town

meetings and promised things that I wonder if they can keep. They told Oakfield that Millinocket would be there back up service.

I feel bad for the residents effected by this. Island Falls was already dealing with the closing of the Starch Factory and now this. But I also feel for the residents of the towns Island Falls Ambulance made too many fake promises to. Many Oakfield residents did not want to lose the service they got from Houlton but in the end Island Falls sold a "free" package to the Oakfield Town Manager. This just goes to show you nothing is free and now the residents safety is at stake. I feel Island Falls Ambulance lost sight of why they were in the EMT business to begin with. It was to help people, not see how much money they can make by "whoring" themselves out as an ambulance service.

Island Falls tired to sell the free package to the town of Sherman also. I was glad to hear that they didn't fall into the same trap that Oakfield did.

Giving up Houlton as our ambulance service is a terrible loss. Never thought of it as whoring out themselves but it fits.

I would not call it a trap.. any one call Oakfield to see how happy with the service they are getting from Island Falls? Have they missed any calls? Or had to refuse any? They are doing the best they can with what they have to work with.

I have to say if I lived that far north, I would volunteer my services to Island Falls. What happened to treating others the say you want to be treated? I guess out the window when you can bask a person for making decisions based on poor judgment. that is why it is called a mistake... sympathy and a little kindness

i have a relative that lives in oakfield and she said what ambulane...... island falls calls out oakfield for first responders to the scene to see whats happening and lets the so called ambulance crew know the update of whats going on......they quoted that there was a person who had passed out and the crown ambulance had to come in for the rescue island falls had no help or ambulamce personnel ......so what i say for the town of oakfield see if you can cancel island falls and go back with houlton you always had a terrific ambulance crew on and someone you can count on and can trust....

I work with the oakfield fire dept and also as one of the first responders who work with the Island falls ambulance. I would like to clear up a few things. Island falls does not call the oakfield responders to see what is happening before they roll. Island falls calls oakfield while they are in route to oakfield. This allows oakfield to get there asses the scene and start some treatment. Crown ambulance did not respond to oakfield, One of the island falls paramedics and a driver were returning from houlton and stopped to see if they could assist the other paramedic and emt that were already on the scene. Island falls has a loaner ambulance while one of there vehicles is being repaired. I believe if you look at the voting numbers at the town meeting for oakfield there were far more votes to go with IF ambulance than not to, so I guess the majority of the town people did want Island falls. Please don't punish the whole Island Falls fire/ambulance for the mistake of one person. I am also very happy to see oakfield and Island falls emergency services work together so well, It is a real benefit to alll towns covered by the two services.

I think crimefghtr needs a lesson in civics. First of all nothing was sold to the Oakfield Town Manager, he was the contact person between Island Falls and the board of selectmen. In the Town of Oakfield there is an article passed every year which gives the selectmen the right to enter into contracts. The board decided to forego that right and to bring the decision before the people at Town Meeting, where the voters who were present voted to go with Island Falls. I wish that the Many Oakfield residents who did not want the Island Falls ambulance would get off their couches and come to the Town meetings instead of just sitting home and complaing about the decisions that are made by the people who do bother to come out to vote and find out what the issues are.
