A Island Falls selectmen forced to revamp fire, ambulance, paramedic hiring

ISLAND FALLS, Maine — Selectmen worked late into the night Thursday to cobble together high-level ambulance coverage for Island Falls and neighboring towns after a series of events left Island Falls without an ambulance director or paramedics.

The chain of events that crippled the ambulance department began when Paul Breton II, 26, then the deputy chief of the Island Falls Fire Department and a paramedic in the town’s ambulance department, resigned after being charged with felony theft.

Maine State Police allege that Breton misappropriated about $10,000 in town funds by presenting receipts for reimbursement to the town for purchases unrelated to the Fire Department he had made from various businesses.

Late last month, Joshua McNally, the town’s fire chief and ambulance director, informed selectmen that he would resign in 30 days. Town Clerk Cheryl McNally said at the time that Joshua McNally, who is not related to her, resigned in light of harassment he received in the aftermath of the incident with Breton.

Those who attended the meeting Thursday evening agreed with the town clerk, adding that the chief’s resignation occurred because of the lack of support he received from selectmen.

McNally also is a paramedic who oversaw an ambulance department that provides services to Island Falls, Dyer Brook, Crystal and Oakfield. The town’s ambulance service, under McNally’s direction, provided advanced life support services. It was staffed by paramedics who could perform numerous high-level procedures, including intubations, medication administration and other advanced life support procedures. The ambulance department also employs emergency medical technicians, who cannot perform as many procedures as paramedics.

Now that the ambulance service is staffed only by EMTs, it cannot provide the level of service it offered when paramedics were on board.

On Thursday evening, an angry audience blamed selectmen for the predicament. When an audience member called for the resignation of all of the selectmen, the gymnasium erupted in applause.

During Thursday’s meeting, selectmen said that McNally told them he would hire paramedics and complete all the necessary chores required to transition out of his job before his 30 days were up. In the meantime, selectmen said, each board member was talking individually with McNally in the hopes of getting him to rescind his resignation.

That did not happen. By Thursday evening, seven firefighters and ambulance personnel had resigned from their positions in solidarity. Some resigned as late as Thursday morning.

That left the town without any full-time paramedics on staff and without the ability to provide advanced life support services to its own town or those with which it has contracts.

The chief did not attend the meeting and could not be reached for further comment Friday.

Audience members fired questions at the selectmen throughout the three-hour meeting. Several people pointed out that the town had a month to find a replacement for McNally. Some attendees accused the board of not supporting McNally or helping him deal with the harassment. Others said selectmen did not do enough to get McNally to stay.

Representatives from the contracting towns also attended, reminding selectmen that under the terms of their towns’ contracts with the ambulance service, they were guaranteed that two paramedics would be on staff.

Audience members also wondered why none of the contracting towns was told until recently what was happening with Island Falls involving resignations and the loss of paramedics.

Selectmen stressed that McNally assured them he would take care of the staffing situation, telling the audience he was authorized to hire personnel. The selectmen reiterated they had worked until Wednesday evening to get McNally to rescind his resignation.

“We also never dreamed it would blow up like this,” Selectman Donald Hallett said. “We did not know that we would have all of these resignations come at us as well.”

The town’s Fire Department also was affected by the resignations. Personnel who are left will meet soon to choose someone to lead the crew.

An hour into the meeting, audience members urged selectmen to call McNally at home and ask him to stay on board another two weeks until new staff could be hired. Selectmen called McNally with the request, but he informed them he had accepted a full-time job in Lincoln earlier that day.

By the end of the meeting, all of the towns that contracted with Island Falls for ambulance service had found high-level temporary coverage through other ambulance departments. Selectmen were meeting with a potential paramedic to staff the department Friday and were going to advertise for personnel to rebuild the fire and ambulance departments.

Board of Selectmen members are Brady Hatch, Hallett, Lewis Conrad, George Clements and Jeff Brooks.

I grew up in Island Falls, what once was a great place to call home has quite frankly gone down the toilet. First the mill closes which was pretty much the only source of income for this small town, now they no longer have a great fire/ambulance crew. The town seemed to have plenty of time to find a paramedic to replace Mr.McNally, and chose to drag its feet. The Island Falls ambulance crew has personally saved a member of my family's lives, and I will forever be greatful to all of you. Its too bad you guys and gals don't have the support system that you need. As for Josh McNally, I am sorry to see you go, however you deserve better then to be backstabbed and treated unfairly because of events that took place that were not your fault. I have always known you to be an honest and great person, I wish you luck in Lincoln. I hope things clear up in Island Falls....for a small town it sure has plenty of a--holes.

The Town ran the innocent man out and kept the guilty one in. Hmmmmm. Maybe the whole town was in on it.

Well, just look at the names running the town; bunch of out-of-towners.

After doing a little research have a question. Was Josh harassed due to his his brother and sister in-law being crooks?

Just to make it clear to anyone not from the area such as myself. Paul Breton is Mr McNally's brother in law. Well Josh at least we know there is one honest upstanding person in Island Falls.

It's too bad.

Island Falls ambulance also helped my mother in the summer before she died. They were professional, caring, and we all had confidence in them and their abilities. Whenever I've had dealings with Josh he's been polite and seems to really know what he is doing. What a loss not just for Island Falls, but for the surrounding communities, too. That others would step down in a show of support for Josh is indicative of the poor treatment an innocent man received.

i am proud to say that my father is the gentleman who stood and and asked for the resignition of the selectmen. i totally agree with everything thibodeau9 wrote i also use to live there and it use to be a great place to live where u could go outside have fun and feel totally safe but now u can't. if it wasn't for the paramedics my uncle would be dead they saved his life numerous times. josh was always there to help anyone in need and for the town to run him out is stupid. good luck josh be praying for you and your family and thank you for everything you have done for our town hopefully the selectmen and manager get off their butts and start doing good for the town instead of covering up their own butts

On behalf of the EMS and Fire Crews-we still have real good, hard working, honest and CARING people to help take care of the town of Island Falls and others. People should not sell the ones short that stayed to help provide service. THEY do care.

I am also a Island Falls native and fully believe it is still a great place to call home. As far a the Starch Plant closing that had nothing to do with the town. The country is in a recession and the mills home office is in Indiana not Island Falls. I agree the fire crew and ambulance crew we had were amazing. I will be sorry to see them go. I respect the solidarity and unification they showed one other. I am in hopes that this town can pull together and be strong. Instead of complaining about our selectmen get out there and do something about it. People can say the town is being run by "out of towner's" but they didn't just walk into the position of selectman. They were voted in. I believe it was one of the "out of towner's" that found the illegal dealings going on. So for that I say thank you. The older generation has been running this town for years. We need younger working middle class adults that have made an investment in this town, buying homes, sending their children to school. We also need more information of what going on. I am tired of finding out the local gossip as well as when the meeting are being held, whats on the agenda etc. because I happened to go into Bishops that day. I for one am going to make a extra effort to be involved in this town and the happenings. I hope everyone does the same.

Mr and Mrs Breton are the ones who need to be run out of town. After stealing from both of their businesses of employment in Island Falls, who would want them to stay?? It is a shame that Mr McNally, his wife and three children have been forced out of town by the stupidity of their relatives.

We still have a good fire and ambulance team in place. Please quit talking like they are all gone. The ones that are still here do have an uphill climb ahead of them but it can be done. especially with a few words of encouragement

I agree excavator. I know most of them and consider them friends. I hope they don't feel my comment was taking away from what they are doing and the work they do. I have all the faith in the world they will overcome this.

I have a question for the town clerk and the two remaining old selectmen... Did Pj get charged for forgery for reviewing his own receipts and writing his own checks? Or did the town clerk and selectmen have something to do with it?

EMCC and NMCC both offer paramedic programs ...perhaps an EMT would be looking to upgrade his or her license?

This town is filled with people and their opions of how things should be this town is a nice place to live but it is full of gossip...I can see why Josh would feel the way he does and no I don't think we give enough support where needed... if the selectmen, the town clerk and anyone else envoled is not gotten rid of then there is no where to go for this town but down hill... I do agree with mainegrl35 the older generation has been running this town and I think that it is time that some of the middle class young adults step up to the plate and work on making a change in this town...there are a lot of unanswered questions...

It would be nice if the town clerk would notify all town residents of meetings. Not only a selected group .

YEAH I DIDN'T KNOW TIL IT WAS ALREADY GOING ON AND NO SITTER TO GOTO IT. there are alot of comments in here but i still think the ones that think they know what is going on don't have all the info. in my experience get all the info before you run your mouth. and instead of making the problem worse help resolve the issue. the town doesn't need anymore bad things we need some good things to happen if we are to succeed. the fire dept and ambulance is made of many people just because we lost an important person or persons don't mean we cannot replace them EVERYONE IS REPLACEABLE. just like IFcountygirl i will be trying to help anyway i can

The three Selectmen that were asked to resign have nothing to gain by being Selectmen other than they care about the town, They have fired no one , are open to meet with all EMS and Fire personal. Josh resigned , PJ stole from us all . The scare tactics from some fire and Ems did not work with these three Selectmen. All fire and ambulance personal deserve a comptent leader. we will have one i believe. It will take time to straighten out the mess our town is in. The two remaining old selectmen need to go. They are part of the problem. They signed to allow for the theft of our dollars. The new selectmen are causing a audit of all finincial records of the town.

They may have nothing to gain but I also don't see any great changes happening either... I think that they don't stand up for all things either or set ground "laws"/rules what have you... both Josh and PJ were making ALOT of money to do what they so called did...I remember when it use to be a volunteer Fire Dept and all the men still worked just as hard to save lives and or houses no one got paid except the $100.00 that they got at the end of the year...we do not live in New York City here those fire trucks sometimes run for hours on end and the amounts of water that they all use could give my family showers for months I think that they take full advantage of that place it's almost a hang out and whenever I drive by they are moving this truck here there and everywhere whom do you think is paying for all this gas water and whatever?

As a 26 year veteran of the Island Falls Ambulance Service and former director I can attest to the fact that the Selectmen just don't get it. This present problem is just the result of long term lack of support by those in power. I am not talking about just the sitting board but many boards in the past. The town of Island Falls has let no less than five paramedics ,who were home town young people, to move on and out of town. Those who worked their way from Basic EMT to Paramedic and were ready and willing to live and work in this town. However, they were never given any encouragment that they could ever make a living here. The mentality of the board seem to be that skilled professionals should work for little or nothing. Wait until they seem what this fiasco is going to cost us. I am proud to say I mentored Josh McNally when he first came to me to ask fo a job as a basic EMT. This young enthusiatic man had a desire to serve.Working two jobs, going to shcool and starting a family, he matured and became the great Paramedic, leader and father he is today. He had brought our Ambulance Service into the 21st century and was on his way to making this a self suficient entity.Then he was blindsided. The only thing Josh is guilty of is trusting his brother-in-law. We have all learned a hard lesson on that one. Josh will be fine. He has the skill and talent to work anywhere as a Paramedic/Firefighter. I hope the service survives. I dedicated 26 years of my life to it. I am weary of the figjht ,but there are young and enthusiatic people who are still willing to serve and I hope the Board will begin to see the light and encourage them , not just with lip service ,but action. We desperately need an ambulance in this town.

I believe good changes are comming . Audit to see if the town has any money left. a plan to be presented to the voters of the town to change to a Selectmen- Manager form of goverment. These Selectmen need the support of the people who elected them

by showing up at meetings ,or words of incourgement. The clerk and her buddies have run this town long enough, time for the silent majority to take control. I will be back later on my opinion of the reasons why the vol fire dept . no longer exists .

I just want to put it out there that in the rumur mill it was stated that WE NO LONGER HAVE A FIRE DEPT OR AMBULANCE SERVICE IN THE TOWN OF ISLAND FALLS so that is the first reason that everyone got so upset had we ALL known the truth that it was Josh that was the one getting done I think that would have changed the way people looked at the entire situation I think Josh worked hard at bringing us to the new generation and I think that yes he did have good intentions but he can not control what his brother in law did and I say shame on you for whomever gave him the grief for that it is just unreal and I hope that Jost moves on to bigger and better things and that this CRAP does not follow him...Good luck to you Josh

After re-reading over all of these comments I have a couple of questions if anyone can answer them... Which selectmen were asked to resign...who are the old remaining selectmen Hallet and Brooks? I agree with disappointment PJ couldn't have pulled that forgery off without someone with some authority approving all his reciepts ect. so who does approve that the town clerk or the selectmen? did Mrs Breton also steal from the One Stop? are they both stealer really? And when exactly does the Town meeting happen? Where do they post this information so that we all know? just trying to understand what is going on

IFcountygirl how would you like to work 138 hours a week to make a paycheck at 8.00 an hour? The schooling required to be a paramedic is not obtained overnight and the salary of 8.00 and hour is absurd for the training required. What do you make and hour? Firemen undergo constant training by state law and you think that 100.00 a year is the price a person should be paid for the risk of a life in burning house? Did you know that the firemen get paid zero for an entire year of non stop training and lives being risked for our residients and mutual aid to 5 surrounding towns? The water that is used is to do training so that when they get to a real fire, they are confident that all equipment is in top shape as well as the crew.

I agree that this incident is truly unfortunate for the town of Island Falls. But may I make a suggestion? Instead of trying to seek blame on the gentlemen who represent the board of selectmen, we should come together as a town and try to move forward. It is clear that Mr. McNally was an asset to this town for his paramedic capabilities but I have confidence that the Island Falls Ambulance and Fire services will prevail under other management. As someone said earlier, everyone is replaceable. I agree that there has been some mistakes made by the Island Falls selectman but what we have to remember is that three of these members, who were voted in by us citizens, are new to the board. And it was one of these new members that uncovered the illegal activities and misappropriation of funds. Thank You! And I have heard from many people, that what this town needs is a Town Manager - not a Town Clerk (again, she is replaceable), but a Town Manager who would be responsible to oversee all town businesses. Where was she when all this was taking place? And those checks don't write themselves. I think someone here also needs to take some accountability and possibly even step down from her position. So what I am saying is, these men do not deserve all the blame and bashings from those who are truly misinformed. These men need our support! Yes, Mr. McNally gave his resignation 30 days prior to Thursday's meeting but he also said that he would "hire paramedics and complete all the necessary chores required to transition out of his job before his 30 days were up". Great paramedic, yes, but if he were any type of leader, this wouldn't have occurred. I hope what everyone understands is that most of you are only hearing one side to the story. Every story has two sides. And it is unfortunate that this article was written only to represent one side of this story. I understand everyone is entitled to their own opinion. I attended the meeting on Thursday and was truly appalled by the behavior of some citizens and their blatant disrespect. I understand everyone is frustrated but their is a more positive way to get results. Get involved!

Excuse me ifresident but We have never paid people 30 or 40 thousand dollars a year to work at the fire dept before let alone 2 people...I understand that it takes alot of training and time out of your life especially being on call every minute some of us have been in a family of a firefighter before I was not saying that you only deserve $100.00 a year to risk you life but being a volunteer is different then hiring a chef and assistant cheif who make that kind of money that this town obvioulsly does not have to offer...

I owe my undying gratitude to the I.F. ambulance crew. On the day my sister died, they worked tirelessly trying to revive her. Before they arrived, they gave my then 11-year-old niece instructions over the phone to pass on to my Dad on how to perform CPR. My Dad said they got there so quickly, and rushed in and just went to work - it was amazing. An off-duty EMT thankfully arrived to pulled my niece out of the house before she had to witness any further horror from that day. It was too late for my sister, but my family will always be thankful for the effort that everyone put forth to save her life. I unfortunately have family members and friends on both sides of this issue. As the town works to clean up the mess and prevent this from happening again, let's also move forward and support those who are still on the team. Thanks.

michaelmacarthur...i think those who are blaming the Town Clerk and the Fire and Ambulance Chief have skewed thinking. There is only one person in this scenario that should be held responsible and hopefully he will. Strangely though some in town entertained the suggestion to bring him back "bail us out" of this situation. That thinking is skewed and could get us screwed!

Well following this whole story it put Island Falls on the map a big plus. This is not an issue about the fire department currently, it is an issue about one person who could not keep his hand out of the cookie jar. Paul Breton has turned the whole town into fools fighting each other. Granted it amuses the rest of the state. But use your energy and go after the Bad guy not each other. Shame Paul Breton, when ever you see him turn and walk the other way. Don't turn on each other turn on him.

Uallknownme should not be saying the clerk and her buddies have run this town, the clerk does not have any authority, is an employee only that takes direction from the selectmen, they are the ones to run this town. It is not fair that the people that have no knowledge of how a town is run should be commenting with words such as these. Get involved and get knowledge, and then you would be better informed just what does go on.

IFcountygirl........ the salary paid to the two paramedics are for just that, not for just a firefighter. It is for a director, a firechief, an emergency management director, and a paramedic. The town has never had this before, welcome to the twentieth century, this is no longer the 70's.

ifman463.......Place yourself as an employee of a convenience store, if you were an employee and a customer stole something from the store during your shift, would that make you responsible just because you were an employee and was working that day? Don't be so quick to judge and think you understand just how this whole thing happened, this was a calculated theft, not a one time occurance, this is a track record of this person, unfortunately not known until too late. A town manager could have just as easily been deceived as a town clerk or a selectman. A reminder that it was the responsibility of the board to ensure that a plan was in place by the end of the 30 day notice of resignation. Do you hire your own replacement, I think not, give blame where it is due, and not on the resigning chief, the board had a responsibility to the residents of the town and the 3 contracting towns, it is time they took responsibility instead of placing blame where it does not belong, that is a cop out.

I still think she should be gone just as much as i think the two old selectmen need to resign! The man that stood up that night and said the selectmen should resign should have said her too!

I agree that the blame should not reside on any single person for our current situation. In my comment earlier, I should have clarified that I believe that the incident with Mr. Breton should have and could have been identified much earlier. I can understand that Mr. McNally trusted him and probably never thought to question his loyalty and the clerk probably felt the same. However, with such a large sum of money being stolen, even over the course of time, someone should have been paying attention. Red flags should have been raised at some point...

At least she was being honest at the meeting and corrected the board, which is more than can be said for the board being honest, they just knew how to place blame, not be accountable.

I can't wait until this case goes to court and all will have an eye opener as to just how calculated this enitre theft issue was. I hope there are many that are embarrased by their accusations. Until you know, don't judge.

Just curious why PJ's wife and mother are going around getting signatures to get him back on the ambulance crew when he has already admitted that he is a crook and his wife was caught stealing from the One Stop?

Also, for those that had questions on how to keep informed about Island Falls, Polaris Cable has a channel that we are paying for to keep the towns people informed of all events. However, that channel has not been on air for a couple of years, since Cheryl Whitney left!

The way to keep informed is to look for postings of upcoming meetings and to ask the office. The public access channel is at no charge to the residents and was taken down with the ice from the roof, this has nothing to do with Cheryl Whitney.

I am curious as well why anyone would sign to have an admitted thief back in employment at the same place he stole taxpayers dollars.

I think that everyone is starting to get a little defensive with our comments and that is not really the best way to go about this we need to all attend the next town meeting and see what we can do about turning this town around there are several different issue going on on this page from the fire dept and the ambulance to PJ and his wife stealing to how much money the town has we all need to start getting out there and doing what is best for our town if we all want our children to grow in a town that is safe and friendly a place that we can call home if I have made any comment that has offended anyone I sincerely apologize

OMG I was thinkin that same thing...

A petition to keep Mr Breton on the ambulance service is ridiculous...but coming from his wife and mother whom are both known to be crooks...I am not surprised. It's too bad that this family is standing up for the crook and running their daughter and her family out of town. It's obvious that Mr Breton stole the money...as to whomever helped him we don't know for sure but we know that he received the money knowing that it wasn't his so why would anyone in Island Falls want to keep him on the the ambulance service?? There are some honest people in Island Falls, together the town can put together a good honest team for their services...without having to hire the dishonest back.

Just a thought for everyone. I know Mr. Breton has done wrong. With his court date coming, maybe the town should band together and go to the hearing. If Mr. Breton gets jail time what does that do? He gets free room and board, does not really have to worry about any thing. Maybe the town should ask that his sentence should be he works for the town for free until his bill is paid or at least a portion is paid. Otherwise every one is still paying with there taxes for him. Make him where a pink jump suit that says I stole from the town and clean the streets paint the municipal buildings help the elderly etc. Just a thought and that way it shows the children small towns can forgive and change people.

rmcmommy......Comments like these are exactly what has run some of the outstanding men and women off the department. Everyone is so sure they know just who the crooks are. Why don't you ask the police just how many are involved, I certainly will be. I have my own questions concerning this but don't put blame out in public without knowing facts first. Seems to me you are the judge and jury in this one, why does it even need to go to the court? Shame on you for lashing out at people without having facts first. This town has gone through a horrible event and needs a healing and is not going to happen with comments like this.

I am wondering why Island Falls is just now worrying about their ambulance service. They are the same today as they were twenty years ago when they left my son lying on the pavement with a back injury and took two hours to arrive. Yes, I said TWO Hours. Now the town has decided they need to do something??? Twenty years is a long time to come to that decision.

I think disappointed needs to get thier facts straight and know what they are talking about. Most of what they said is bogus. I saw all the meetings posted around town and heard the special meeting announced over the radio. I know for a fact any meetings have to be posted 7-10 days in advance and in regards to their other nasty comments. Get your facts straight and quit listening to stupid gossip. Seems to me the only person we should be looking at is the thief himself and only him. Thieves are very cagey as we all have seen over the last many years with all the CEO that have pilfierd money from clients. Think about it people. He's the quilty one not the Town Clerk, Selectmen, Fire/Ambulance Chief whoever you all want to blame!!
