Army Corps reviewing CMP upgrade application

ORRINGTON, Maine — Central Maine Power Co. wants to upgrade its power grid, something it hasn’t done in 38 years, and the U.S. Army Corps is reviewing the permit application and inviting the public to comment.

The proposed $1.5 billion upgrade would double the capacity of the electric grid’s approximately 500-mile backbone between Orrington and Eliot, where it connects to Newington, N.H.

The project would add a new 345-kilovolt transmission line stretching across 13 counties and 78 cities and towns, and almost all of the new construction — approximately 98 percent — would be adjacent to the current power grid, if approved.

“To compensate for the project’s projected unavoidable impacts to waterways and wetlands, the applicant is currently proposing wetland and upland habitat restoration, enhancement, and preservation measures on a total of 3,349 acres at 12 locations throughout the project corridor,” the Army Corps Web site states.

“The applicant also proposes $1,548,092 [in] contributions to the Maine Natural Resource Mitigation Fund … and has included approximately 1,420 acres of preservation in the Kennebec River Gorge in the compensation plan,” it states.

If approved, five new substations would be built and eight existing facilities would be see upgrades. Three other substations would be decommissioned.

The proposed project would take approximately four years to construct and would employ on average 2,100 construction workers.

The Army Corps Web site states the CMP project would affect essential fish habitat for Atlantic salmon, but added that “the Corps has made a preliminary determination that the site-specific adverse effect will be minimal.”

Public comments, which must include the reference number NAE-2008-03017, can be sent by mail or e-mail and must be submitted by Nov. 20. Its no wonder the cost of electricity is so high, All the costs associated with adding additional lines to existing right of ways. Don't we realize we are the ones to pay for all these enviromental upgrades. (its the Maine Way drive the cost of improvements up so the users have to pay the highest electric costs in the nation.)

And just how is the &1,548,092 grant/ bribe supposed to help ME? We would be left with huge ugly transmission lines going through the state. Huge ugly land based industrial wind farms all over ME. Tourism would be seriously affected.

Finally a wind farm developer at a hearing in Dixmont admitted the transmission lines can't get the energy to Mass. Why should our rates go up.....our state ruined to help out Central Maine Power ...owned by Iberdrola of Spain ...funded by Abu Dhabi Energy. No wonder there is so much money to offer grants/bribes to our politicians and newspapers to try to spin this into something good for Mainers.

The US govt sued FERC over the building of Stetson Mt windfarm. This document states that there is a bottleneck in Orrington keeping the energy from reaching the New England Grid. So where has the power from Stetson Mt wind farm been going? Someone has gotten the figures from FERC on energy sold to the New England Grid. Stated they are dubious. Might be something a reporter would do many years ago.

So all the criminals trying to pull off this massive con game have to worry ..will the information become public that there has never been room on the grid for Stetson or any of the other wind farms being permitted ? The transmission lines would come later with an insider in the Obama administration and gov baldaci all complicit.

If you don't like powerlines, transformers, and windmills, then please have your electric service shut off and go off the grid.

NY has a voluntary agreement with wind energy corporations. Not to be confused with laws like ordinary citizens have to abide by. Currently there is a list of town councilmen and planning board members taking money from Iberdrola in NY. Same thing goes on in ME . Gifts are given to those making decisions ...only in ME this information does not have to be disclosed.

So , if we had NY guidelines ...would the Maine Natural Resource litigation fund have to be disclosed? They have supported wind farms in the past. The Maine Natural Resources Council filed for intervenor status in the LURC hearing prior to the permitting of the Stetson MT windfarm. they were fighting for it. so why give them the $1.548,092 to help mitigate?

Dylan Voorhees represented the National Resource Council of Maine filing for intervenor status with LURC . to build the Stetson Mt windfarm. So how is the $1,548,092 going to an impartial party? So we can call this money bribery....no question about it. The transmission lines are solely for wind farm energy to go to the New England Grid.

Time our newspapers reflect the truth.

They were in this from the start advocating for the building of the Stetson Mt windfarm with no place for the power to go. Not surprising First Wind, builder of Stetson, is being investigated for bribery of public officals in NY.

They have stated the permitting process costs millions. Wonder how much goes to pay for votes.

Since when has ME state govt. protected real jobs . They are sacrificing, fishing , tourism and loggers. One bio mass plant that has more than likely closed to make room for wind farms..... Indeck, is renewable. They have very high standards using parts of trees that nothing can be used for..... No styrofoam cups etc mixed in.

How can the newspapers stay silent seeing ME destroyed for multi national corporations and crooked politicians. ..who are only interested in money.
