Baileyville chief assaulted serving man protection order


BAILEYVILLE, Maine — A local man was arrested Wednesday in connection with an assault on Baileyville Police Chief Phil Harriman.

David Troy, 49, was charged with assault on an officer after an altercation just before 10 a.m. Wednesday as Harriman attempted to serve Troy with a protection from harassment order.

According to Washington County Sheriff’s Deputy Shawn Donahue, Harriman went to Troy’s home on Main Street in Baileyville to serve the protection order, which was filed on behalf of a local organization. Donahue did not know what organization had obtained the order.

When the assault began, Harriman called for assistance. Officers from the Maine State Police, Calais and Indian Township police departments, the U.S. Border Patrol and Washington County Sheriff’s Department, as well as security officers at the Domtar mill assisted.

Donahue arrested Troy at the scene.

During the altercation, Harriman suffered a large laceration on his face. He was treated for his injuries at Calais Regional Hospital and later released.

Troy was taken to Washington County Jail in Machias.

Deputy Donahue is conducting the investigation since it is normal protocol for an outside agency to investigate all incidents where a police officer is the victim.

Donahue is a former Baileyville police officer.

Wow...he's going to take HELL in jail...not to mention the judge is going to SLAM him with every count possible, LOL. Hopefully some anger management classes, LOL

This poor police officer couldn't even protect himself from this obviously very violent man. David Troy deserves to have the book thrown at him big time and if Mr. Troy has a woman in his life, she needs to run the other way and never look back!!

They needed ALL those LEO agencies AND security officers from the mill...for ONE guy?

I doubt they needed them, you just don't eff with the Chief of Police or you have the wrath of all law enforcement. Seems clear this dude isn't very smart. Especially when all he had to do was accept the paper.

If that was some one other a police officer getting their head kicked in you woukd not see six cops going 100 mph to the rescue.

This guy isn't to bright. A simple restraining order and he flips out on a cop.

I agree with amazed, I hope this guy gets every charge they can throw at him. Phil is a really fair guy, although I've never dealt with him as anything but my teacher I have alot of respect for him and I can't imagine him doing anything that would provoke this Troy guy.

I'm glad that he wasn't hurt any worse, and I hope he makes a speedy recovery from the injuries he did sustain.

How many they need isn't really the issue when an officer calls for back up.

They are going to send everyone because they don't know the details behind the call.

If the officer is lucky enough to get the call off it usually consists of 3 words in a hurry.

"Officer needs assistance"

Since you want help if you ever have to make that call you respond no matter where you are.

Question: how many law enforcement people does it take to arrest a domestic idiot who has a dangerous fist as a weapon in a backwoods ghost town that is barely on a Maine map? If they used six law enforcement agencies and who knows how many people because he used a fist on a cop how much of the tax payers money would be spent if he had a gun? Does Washington county have a National Guard unit or would they just send in the Marines? Granted this guy made a stupid decision and and all the law enforcement people involved are good people doing a dangerous job but isn't this a little overkill? I'm sure with all the drugs that can be found in Baileyville these people could find something more important to focus on. They didn't use six law enforcement agencies when they caught Jimmy Lee driving a grader and he was more dangerous>

ummm since when did the mill gaurds become involved in PD issues...kinda over steppin there limits....

This police officer needed help and when a call like this goes out, it goes out to all officers and those who aren't busy will go to the scene. They must protect one another. I don't care of it's a mill guard or or a cross walk guard, the officer needed help.

Often times when there is a domestic violence disturbance, many officers will show up... you never know who you're dealing with.

i agree amazed....why is everyone making such a big deal about all the officers responding? If someone in your family is hurt and needed hope i would hope that alot of your family would come to your aid...they heard one of their own was hurt and needed help and they responded! Hats off to the mill guard who stepped up when he didnt have to....he could of just as easily been hurt as well.

Agree, you never know what a suspect is capable of...but since the suspect was IN custody long before four of the 7 agencies arrived, I still do not understand their need to continue to respond.

Since you have such a clear understanding of what the dangers of being a Police Officer are, and what's needed and what's not needed when another Officer calls for help. Why don't you pin the badge on and give it a shot yourself. Who knows you might find out you don't know quite as much as you think you do...

First let me state the obvious to the idiots who have made dumb comments. When a Police officer calls for assistance it is most likely he called officer down, at which point anyone who would assault an officer is the most violent type of person and posses the greatest threat. These are the calls no officer ever wants to hear. As for Chief Harriman he isn’t just a great chief he is a great person to deal with, and he is the first person to try and help anyone. Troy Lee is a menace to society and needs to be placed somewhere far away from everyone, for the betterment of all.

The second thing most readers seem to not understand is the fact that Baileyville usually has only one officer on duty, and backup can be as far away as Calais, and they may not be able to respond so hence any police officer or civilian for that matter can help an officer of the law when the need arises.

I will end with one more thing, anyone who jokes about this, or makes comments about how many officers it takes to arrest this moron, remember it could have been you he assaulted and you wouldn’t find it funny, and if the only officer there is the one who needs help is incapacitated who is going to stop this man from hurting others.
