Lincoln police officer resigns


LINCOLN, Maine — Sgt. Kevin Giberson resigned his job this week, joining two other officers who have left the Police Department abruptly since the summer, town officials said Friday.

Giberson, 38, of East Millinocket, gave no reason for his departure. Other officers, full- and part-timers, will fill in for Giberson until he is replaced, Town Manager Lisa Goodwin said.

Giberson’s telephone number was listed Friday as temporarily disconnected. He did not immediately respond to an e-mail requesting comment.

Giberson’s last official day is Monday, Goodwin said. Workers who answered the telephone Friday at the Public Safety Building indicated that Giberson’s last day was Thursday and that he would not be returning to work, indicating that Giberson might be using his last vacation days now.

Giberson joined the Police Department in February 2008 after 17 years in the East Millinocket and Millinocket police departments, in the latter as a sergeant for much of his time.

As Lincoln’s patrol sergeant and the second-highest-ranking officer in the department, he assisted the police chief with day-to-day operations. He also served as the department’s training officer.

Giberson received a special assignment from Police Chief William Flagg in the summer of 2008: to review the department’s burglary cases and seek connections that might have been missed, a move Goodwin applauded. The investigation led to a few arrests.

Then Flagg resigned his position on Aug. 25 to eventually pursue a teaching career, and Officer Chad Chubbuck was fired in late October for what he said was a violation of the town’s policy requiring officers to live within 15 miles of town. Chubbuck described the parting as amicable.

The Town Council appointed Fire Chief Phil Dawson, a retired state trooper, as interim police chief in late August. An initial search for a new chief produced only six candidates and forced Goodwin to reopen the search a second time.

On Friday, Goodwin said she closed the police chief search last week and was set to interview finalists.

“I hope to have a recommendation [for the council] in January,” she said.

Ha [neighbor]... Well Mr.Confucious - I am very interested in finding out what has happened to make several decide to leave. It will all come out in the wash, Wonder if something internal was going on that wasn't taken care of...

Several of us in Brewer have noticed a resident in Brewer having a Lincoln Police cruiser in his driveway. He is not listed as being an officer in Lincoln but has told several people he is employed by the town as a reserve officer and the Lincoln websites claimed him as a reserve .He has been seen wearing the uniform. However, after research and after reading the Bangor Daily articles, we were very interested in how he could be employed there an reside in Brewer since that far exceeds the residency requirement. He is claiming residence in a Brewer Housing Authority unit. He has also attended a meeting in full uniform at a Brewer Housing Authority meeting. If he is, we feel that he should have to follow residency requirements and move to withn 15 miles of Lincoln or resign. We wish nothing but good things for him, but if he is exceeding the law in anyway we feel that it should be corrected since a fellow officer was dismissed for the same occurance.

I am not entirely positive, but I believe that the policy for "residency requirements" is only for full time officers. I dont think reserve "part-time" officers have to live in town, so they are exluded from that particular policy. What I find a little bit strange is that he has a cruiser in brewer! The town only has two or three cruisers and they are supposed to stay at the station for the person on duty to use, it isnt like the state police where each officer is issued their own cruiser. I find that a bit interesting... Hope this helps, like I said I am not entirely sure, but that is what I was told by a LPD officer.

I over heard a conversation yesterday , and they were saying it has something to do with the fire chief/interim police chief is the reason, cant say who said it but it was an interesting conversation

First former Millinocket cop Kevin Giberson, and now Chief Don Bolduc, his formwe boss, resigns in Millinocket. Things that make youi go "hrmmm..."

For all The officer is employed with the Lincoln Police Department. The officer apparently picked up the cruiser from being lettered in Hermon. The cruiser was at the residence one time, for that reason.There is NO residency requirement for part time officers. If people are concerned there is a officer living in the park, I'd be curious to know why! Usually people that complain about police are ones that don't abide by the lawand dislike police for some reason. It's really disturbing because every day many officers put thier life on the line to keep citizens safe and do the best to keep property safe as well. More importantly, I will tell you it is by far not the pay, beacuse it's not anywhere near enough for what they go through! It's because they enjoy doing what they do because it is in thier heart and deteremination and each and every one is proud of what they do, whether people like them or not. Because there are many out there that appreciate having them around! It's funny how quick these people call when they need help, but also slam law enforcement at the same time. Sorry, if he offends you sjdemmons.

sjdemmons - what is that "15 miles" law for anyway? Do you know the full wording of the law? Maybe it does not apply to reserves? The 15 mile rule sounds more like a rule than a law anyway. I am assuming sjdemmons does not live in Lincoln. If you don't live in Lincoln, then maybe you should leave it (and this officer) alone.

hardworkerx2 - I know exactly what I'm talking about, and I know first hand just how corrupt Kevin Giberson is. How much he shows favoritism when his Chief friend tells him to. I know how close these people work with Crooked Chris Almy, and how Judge "Friend Killer" Stitham helps cover for these men on the bench by flagrantly violating peoples civil rights. If he remains within 50 miles of the area I just hope this resignation tactic still allows for him to be called as a witness when the State is finally forced to stop violating my rights so he can be called as a witness in a real court, with an unbiased Judge, and have to answer for his actions. http://www.fbi.gov/hq/cid/civilrights/color.htm

Usually the people that complain about corruption or favoritism in law enforcement are the ones in trouble with the law.

Say you see a police officer give a warning for speeding to a friend of his, but you get a speeding ticket. Guess what, there person that got the speeding ticket is going to complain of favoritism. But you know what, YOU were still SPEEDING, so it is your problem.

If you are in trouble with these police officers, TUFF LUCK, that is your problem.

Very Sad to become aware of our local Law Enforement Officers resigning. I, myself have been helped by Mr. Ingersoll, Mr. McCarthy and Mr. Bolduc. I found that all men were extremely helpful - caring - and knowledgeable of facts and information. Never once did I feel like they were acting on their own behalf, nor did they make me believe or feel threatend or foolish for my complaint. We are small town U.S.A. here...growing up around here was a pleasure because we were safe. When one of these men drive by - they wave at you! Or when my truck stopped dead late at night...they pulled over tried to get it going and when they couldn't gave me a ride home! I love my Town and am very thankful for all that keep us safe.
