DA reviewing alleged 'Tasering' of Millinocket officer


MILLINOCKET, Maine — The Penobscot County District Attorney’s Office is reviewing whether criminal charges are warranted in an incident allegedly involving a town police officer’s “Tasering” of another officer, possibly last spring, officials said Wednesday.

Police Chief Donald Bolduc contacted the Maine Attorney General’s Office and the DA’s office as precautionary measures after receiving a copy Tuesday of an unsigned letter complaining about the alleged incident, Town Manager Eugene Conlogue said.

“Apparently, the chief has already taken disciplinary action in connection with the incident,” Penobscot County District Attorney R. Christopher Almy said Tuesday, “and with an abundance of caution he said he wanted us to review it.”

Almy said he was awaiting investigative reports from Bolduc. He declined to comment further. Bolduc was off Wednesday and could not be reached for comment. Conlogue declined to comment on the allegations in the letter except to say that they were part of a personnel matter and an ongoing investigation.

The letter refers to a new town police officer getting stunned with a Taser gun by a veteran as part of a hazing incident while a sergeant watched but took no action. The letter says that the incident occurred last spring, 10 months ago.

It says that a fourth officer, also a sergeant, later heard of the incident and alerted Bolduc, which resulted in the Taser-firing veteran officer getting suspended for a day. The letter calls the punishment “unacceptable” and implies that more severe discipline was warranted.

The letter names the officers allegedly involved in the incident, but Almy and Conlogue would not confirm their identities because of the investigation.

Postmarked Feb. 13, the letter was addressed to “Attorney General MacMaster,” a possible reference to Brian MacMaster, head of investigations for the Maine Attorney General’s Office. It has carbon-copy listings for John Rogers, director of the Maine Criminal Justice Academy, and three newspaper reporters.

A Taser, or stun gun, is intended to be a defensive weapon police use to protect themselves or restrain others. It employs electrical current to produce neuromuscular incapacitation or powerful muscle contractions to subdue suspects.

According to an Amnesty International report issued in December, 334 people shocked with Tasers by law enforcement died in the United States between June 2001 and August 2008.

The officer who allegedly was Tasered apparently did not suffer severe injury.

OK people who do you think it would be ? I know the 2 Sgts, Sgt Brooker and Sgt Cox and I know Sgt Cox would not stand buy and watch this type of thing happen. As for Sgt Brooker well if you people only knew. It's ok for his whife to asult someone and getaway with it !!!! I guess when you get that badge it's a holw new life, on where you do what you want and when you want and everyone looks the other way !!!!!!!!

This seems to be so "childish". A day without pay is certainly not punishment. It's a laughing joke. People in this town are tying so hard to find jobs, when the Police Dept. of all places, are getting away with childish and what could be "harmful" behavior.

Actually, patrickhartley, I believe it was the young officer (not going to use your choice of words here and call him a punk) that was tased, and by a veteran officer.

Congrats Sgt Brooker and Officer Ingersol, looks like the years of bending rules and creating reasons to pull people over have finally caught up with you. Anyone from millinocket can see the situation, Sgt Brooker and officer Ingersol used the taser on the new officer. These two problems have been running the police department for years and now its gone public. Mr. Bolduc, you finally going to grow some you know what and get rid of these two problems or just let the problem continue?????? Lete remember the law is the law and even if you are a cop like mr. brooker and mr. ingersol you still must follow them. This is just one more example of the inexperience in leadership we have within the millinocket police department. As millinocket was and still is, the good ole boys stay, nothing will happen from this and the slap on the wrist with stay. Kevin will continue to patrol the town, pull over who he wants, make up an excuse and lose the case in court, Aaron will still arrest who he wants and decided which case he wants to actually spend the time on to do the paper work. Ever heard of someone getting OUI from either one of these cops and have the case dropped or have your attorney win in court from their lack luster police work?????? The problem begins and ends with thiese two cops, give them a lilttle power and they think they run the town...

These guys make lots of dollars for the court and enjoy a closer than close working relationship with the DA contemplating charges, as well as Judge deciding a punishment. Until there is a public outcry about, or a police oversight board with enough teeth for real enforcement the Officers like the ones in Millinocket all the rest of them into their same light. This is mild compared to what this force is really guilty of. If they treat their fellow recruits with this kind of disrespect, what do you think have been doing to the people in Millinocket and those who visit the area. Do you think anyone will speak out when they can make up reasons to pull you over, tie you up in court, and take away your freedoms. Lawyers are expensive, and most can't or won't pay lawyers more per hour than most of us can make in an entire day when the police, DA, and Judges all work together. They bring in lots of dollars through fines, lawyer fees, favors, bribes, forced community service, fear, and retraining classes. They're all in cahoots with one anotherl, make too much money for one another, cover each other's jobs and rear end, and work like they're above the law. Somehow I don't think that Tubby Montgomery, McVey, Picard, Reid and Wayne would have been tasering each other if they existed back then. Too much class. I know, I had enough run-ins with them back in the day. Some (not all) of this current crew make Barney Fife look like Elliot Ness.

Ingersoll and Brooker are power hungry PUNKS!!! They both deserve to lose their jobs, but Millinocket is a good ol' boys town and they will get away with it. What does that say for the town? It's time for Bolduc to take a stand, but he I doubt that he will.

It seems a little too convenient that Bolduc was off and couldn't be reached for comment...more like he didn't want to be reached for comment. And Bolduc already dealt with this incident...since when is 1 day off without pay a punishment?!?! This is OUTRAGEOUS!!!!!!!!!!!!

Seems to me if Millinocket had a chief with a spine, then none of this would have ever happened. You never heard of things like this happen back in the day!!! Remember the days of Scarano, Nelson, Jones, etc. those were times when MPD officers had someone they could look up to and actually respect. This current chief loves to have his name clean with the press and town officials. As long as the people think he's great, then all is well and ta hell with everyone else. That's a politician not a police officer. If he could actually back his officers and talk to them face to face when there are problems and actually gain their respect, then we wouldn't be reading about dumb stuff like this. Is it too late to nominate Glidden?

A sergeant watched but took no action? Was he given a day off too? What the heck is wrong with these guys anyway? A veteran who obviously should NOT have a taser or a gun and a sergeant who won't speak up on behalf of a young officer? The veteran officer should have had a more severe punishment but the sergeant should have been punished as well for not speaking up. Nice way to show leadership huh? I'd be real impressed with this bunch of clowns if I was the town manager! And what's up with a Chief who couldn't be bothered to do the right thing here? Like I said leadership is obviously sadly lacking in this department. I hope the town of Millinocket gets rid of the police farce and ends up with a police FORCE it can be proud of cause this group sadly isn't it!

I recently have been informed that the article was misleading. In defense of the police officers involved with this matter i would like to stat what i have recently been told. It was the SGT that tasered the new officer while another officer stood by and watched.

It's time for the town to clean house. The taxpayers should get what they pay for.

Maybe they thought the rookie was a "sick moose"?
