Senator: Plan is likely part of the solution

ELLSWORTH, Maine — The $787 billion economic stimulus package is a necessary first step in addressing the country’s economic woes, but according to Sen. Susan Collins, it was just the first step in what will be a more comprehensive approach.

“This is likely to be part of the solution,” Collins told a breakfast meeting of the Ellsworth Area Chamber of Commerce on Thursday. “There’s still work to be done in the financial sector and housing. We’re not out of the woods yet.”

Collins criticized proposals from former Treasury Secretary Henry Paulson to address the problems in the financial sector as being so vague that “no one can understand what the proposal is.” She said she expected Congress to tackle that issue once it is back in session.

Although she said she has not reviewed President Obama’s $75 billion aid package for homeowners unveiled on Wednesday, Collins said any housing package would have to help homeowners whose properties have dropped in value to renegotiate their mortgages.

“I’m not talking about helping speculators or people who went out and bought several properties,” she said. “I’m talking about helping homeowners who need assistance in refinancing their mortgages.”

Although she acknowledged the economic stimulus package was not perfect, Collins said she is hopeful it will help to turn the economy around.

“The bill obviously is not what I would have written if I could have drafted the bill myself,” she said. “Although far from perfect, the bill we produced will provide tax relief, help create jobs and address the dire economic crisis our nation faces.”

Collins worked with a bipartisan group of senators to develop what became known as the Collins-Nelson Bill, which cut approximately $110 billion from the original House proposal. That effort included a one-on-one meeting with the president.

Collins and Sens. Olympia Snowe and Arlen Specter were the only three Republican senators to vote in favor of the stimulus package.

Collins said the final package was a major improvement over the initial House bill, which she likened to “Christmas trees upon which members hung their favorite programs without regard to whether or not the spending belonged in an economic stimulus bill.” And she defended the role she played in crafting the stimulus bill.

“I felt, however, that Congress had a responsibility to work together to achieve the right balance, the right size and the right mix of tax relief and spending programs,” she said.

She said she has been criticized by the left for cutting spending she felt did not belong in an economic stimulus bill; and by the right for working with the president rather than voting no so that a filibuster could kill the bill.

“‘Just say no’ is a wonderful slogan when it comes to using drugs,” the senator said, “but it falls far short of being a solution to our current crisis. I don’t believe the people of Maine sent me to Washington to sit on the sidelines. I believe that they want me to work across the aisle and try to solve problems. In the midst of the worst economic crisis since the Great Depression, doing nothing is not an option.”

She stressed the bill is expected to create 3.5 million jobs over the next few years. She outlined Maine’s share of the stimulus package, which will include $133 million for highway investments and another $50 million for water and sewer infrastructure improvements.

Collins said the Maine funds target “shovel-ready” projects that will put people to work immediately. According to the senator, the Associated Contractors of Maine estimates that projects funded through the stimulus package could create more than 3,800 new jobs in the state.

Maine also will receive: a $470 million increase in federal Medicaid funds; $196 million in state stabilization funds; $43 million for the Weatherization Assistance Program; $27.5 million for the State Energy Efficiency Program; and $53 million in special education funding. The package also includes funding for Pell Grants for low-income college students, as well as the tax relief component.

Collins also noted the federal government’s substantial investment would require oversight to ensure that taxpayer’s money is spent properly. She said that she and Sen. Joseph Lieberman soon would hold the first hearings on safeguards to protect against waste, fraud and mismanagement of the stimulus funds, and to ensure accountability and transparency.

Oh cut it out! Now those responsible with their debts can pay for the less responsible????

"I don’t believe the people of Maine sent me to Washington to sit on the sidelines." That doesn't mean we wanted Mrs. Collins to vote yes on every terrible bill brought before her. Apparently Mrs. Collins is just another senator with no real clue about economics or the fundamental problems of our current money system. Where is this money coming from? Are they stealing it from the taxpayer to give it back to us (by us i mean some might, just might 'trickle down' to us) or are they just making a run over to the old federal reserve and printing it up, OR are they just borrowing more from China and Japan? Either way shows a fundamental problem with a bailout that brings us no nearer to a solution but only seperates the classes by imposing higher taxes in various forms on working class americans.

Enjoy your last term as a Republican, Senator Collins.

Now the CYA begins, how many out there understand that in this bill was language that allows the states to refuse to hire companies that are non-union??? How many union construction companies are based in Maine? Do you really think this is going to help the residents and workers of Maine? Any money that is spent here can now be paid to out of state union construction companies while the Maine worker remains in the unemployment line - for those of you who have never read it, look up The Jefferson Prophecy, written by Thomas Jefferson himself - It is time for Senator Collins to leave the senate - remember her actions at the ballot next time.

A lot of you must not represent a lot of the voters here in Maine. Susan Collins was re-elected handily and Maine went for Obama. So just so you know...a lot of people in Maine agree with how you feel.....but a lot do not, or McCain/Palin would now be in office.

Political Leadership is compromising, and if the rest of her Republicans colleagues had made the effort they would have gotten a better stimulus package. Maybe a 11% corporate tax rate from 35%, repatriation of outstanding oversea profits by American companies at 6% (600 million dollars toward the spending part in the stimulus), a 5-10% limit on capital gains taxes, a six-nine month personal income tax holiday, better tax breaks for businesses that create jobs and buy new equipment purchases over $2500, then the Republican party would get what it needs right now with the American people--better press. Both Collins and Snowe went to bat for their constituents and the rest of America; which was better than the House Republicans and their "Audacity of Nope".

The banks are the problem. They won't lend money or negotiate mortgage loans unless you have a 720+ credit score, they take TARP money and continue to charge 29% interest rates on credit cards, they are now charging fees for unemployment debit cards, they shamefully paid out big bonuses claiming that you have to retain the best people, and yet they were the ones that got the economy in this mess by playing fast and loose with mortgage derivatives. The President and the Treasury Secretary should do the "solvency stress test" on every bank that comes looking for a hand out. Or, just flat out nationalize the banks, resetting mortgage loans to 4% at 30 year fixed, clearing out the bad loans, re-establishing the usury laws that were repealed in 1980, and cap credit card interest rates to 10% with $10.00 late charges and $10.00 overdraft fees. This administration needs to show the banks who is in charge of the American economy.

Sen. Collins never questioned the billions "lost" in the Bush administration. She was co-chair of Homeland Security which "lost" billions. ...but that was o.k. because it was a republican administration. So she wanted money taken out of the stimulus package to build schools, education and head start. I am glad she voted for it but ME needs money for schools desperately. That hurt. We know that entire communities are helped economically by higher salaries and more people working, don't we?

Maine needs to find a Bobby Jindal of our own! There has to be one somewhere in this state! Someone that can lead the party here in Maine and get rid of the RINO's in the party and replace them with CONSERVATIVES!

furyguy...Don't believe the propaganda. The lending practices of banks had a lot to do with all the forclosures. 50 state attorney generals wanted to investigate unfair lending practices. Elliot Spitzer was about to blow the whistle . He was outed for going to prostitues the day before. Patriot Act at work ..listening in on his conversations. Gov. Blago stopped Bank of America from being used by Ill. after they were responsible for the sudden closing of a plant without notice to workers. The next day Patrick Fitzgerald revealed information obtained by listening in on his telephone conversations. Bill Clinton repealed the Glass/Stegall Act. FDR put it into place so that banks couldn't invest in REAL ESTATE and WALL STREET. Didn't want another Great Depression. Do you see a pattern? It is not republican or democratic ..it is corrupt politicians and the banking industry.

In new england collins and snowe are the only republicans in dc. Snowe has been warning republicans that they need to get more to center and work more deals like this or risk further losses in next elections. Snowe said again to critics of her and collins that the voters are moving away from the conservative rep movement.

Isn't it funny that the day after this monster passes, the Fed's come out and basically say they were wrong, we are going to continue to go down hill for the rest of this year and next year. This will turn around in time with out the Dem's help to put our great grandchildren in the poor house. It did before and it will again.

As though that's the only reason any young American would travel. While lack of interest in the rest of the world might be an asset in Alaska, it's pretty damn dangerous in Washington. Notice how Sen Collins always jumps on whatever bandwagon is popular at the time, regardless of how it effects the country? This plan will turn out to be the biggest welfare bill. Gotta wonder whether Susan and how many of her colleagues will show up on the list of UBS customers that were stashing money in Swiss bank accounts -- not that THOSE names will ever be made public.

I have supported Susan for several years, but she lost my vote when she voted for the stimulus package. The federal government is handing out money insanely, and most of Congress doesn't even know where it's going. Somebody should put together a list of all the bailout programs so we can get a grip on the real amount involved. The estimates are staggering - between $3 trillion and $8 trillion dollars. The stimulus package was $787 billion. CNN reported February 18th that the total auto bailout could top $130 billion. Obama's mortgage foreclosure prevention program starts at $75 billion. The Troubled Asset Relief Program (TARP) was $700 billion. And the list goes on. AP reported February 19th that the Federal Reserve programs to guarantee loans or buy debt went from $900 billiion in September to just under $2 trillion in February.

There's no such thing as free money. It has to come from somewhere. These bailout programs mean that a) your dollar is going to buy a lot less than it used to; b) you and your children and grandchildren are going to be paying off this massive debt for decades to come; c) there's not going to be any money left to fix other things like Social Security; and d) countries like China are going to own a big chunk of the U.S. economy.

The sad thing is that even Congress and the administration admit they don't know if this will work (and a large number of experts don't think it will). And an enormous amount of this money goes to reward predatory lenders, auto companies who are hopelessly out of touch, greedy investment bankers, CEOs who make hundreds of millions while their shareholders go bankrupt, and people who can't control their own spending. We would have been better off just fixing what we know will help: Provide expanded unemployment and health benefits for workers who are laid off through no fault of their own. Force banks and mortgage companies to restructure mortgages to the way they used to be - reasonable fixed rates for 10 to 30 years. And fix the broken financial system and oversight bodies that got us into this mess in the first place.

Senior Collins is quoted as saying, "In the midst of the worst economic crisis since the Great Depression, doing nothing is not an option."

Here's the truth - Our current economic woes don't come close to those of the 1930s. At worst, a comparison to the 1981-82 recession might be appropriate. Consider the job losses cited. In the last year, the U.S. economy shed 3.4 million jobs, which represents 2.2% of the labor force. From November 1981 to October 1982, 2.4 million jobs were lost, this is fewer than today, but the labor force was smaller. So 1981-82 job losses totaled 2.2% of the labor force, the same as now. In 1930, the economy shed 4.8% of the labor force. In 1931, 6.5%. And then in 1932, another 7.1%. Jobs were being lost at double or triple the rate of 2008-09 or 1981-82.

This was reflected in unemployment rates. The latest survey pegs U.S. unemployment at 7.6%. That's more than three percentage points below the 1982 peak (10.8%) and not even a third of the peak in 1932 (25.2%). You simply can't equate 7.6% unemployment with the Great Depression.

Auto production last year declined by roughly 25%. That looks good compared to 1932, when production shriveled by 90%. The failure of a couple of dozen banks in 2008 just doesn't compare to over 10,000 bank failures in 1933, or even the 3,000-plus bank (Savings & Loan) failures in 1987-88. Stockholders can take some solace from the fact that the recent stock market debacle doesn't come close to the 90% devaluation of the early 1930s.

Jennifer please re-read your link. The numbers are posted in freaking thousands. Maine gets 138,685,000 in highway dollars. That's a lot of potholes even if it takes three Mainers to fill them.

Maybe the house would have done that if they had been allowed to participate. Peter King of NY, last week on the show This Week said that they were NOT invited. Ted Poe of Texas said that when Obama met with the House Republicans AFTER the initial House bill was introduced and was asked why they were not allowed to participate he said, "Because I won." That's not exactly what we would have expected after all of the promises we heard from him about "change" is it?

Finally - it is a myth to think that in the name of doing something one supports a bad bill. Doing nothing would have been better than supporting a spending bill and the markets are speaking loud and clear to that end. Snowe and Collins should be ashamed of themselves.

And I predict that the 2 remaining Republicans from New England will not have that difficult a time being re-elected. Sure there are a lot who post here who will hope they get booted out, but I think it is unlikely. There will be too many who still want those moderate Republicans around.

I never had the opportunity to travel there, but know of tons of people who have (and many at a young age) who were not trust fund babies! Many go there through educational groups and a whole manner of ways. Unreal.

I don't see "money to help bail out some dummy who took out a bad mortgage" as qualifying in the Preamble to the Constitution under the "promote the general welfare" section.

All of us that work for a living are not getting "stimulated" with any of this program.

I guess our democratic lawmakers feel that repairing all of the broken elevators in public housing in the State of New York....which is where some of the stimulus money is going.....may be more important than the defense of our nation.

Make no mistake. The new regime in D.C. will cut defense and intelligence spending to help finance the greatest government giveaway since the Great Depression. Leon Panetta? Are you serious?

"Providing for the common defense" looks like it is about to take a hit by our newly elected officials that rule both houses and the executive branch to help pay for the administration's massive give away...oh, excuse me.....stimulus program. Weakening defense and intelligence is the wrong thing to do but it has always been very popular with the democratic party as a way to finance their programs for people on the public dole.

There should be a safety net for those in need. The mesh in that net should be loose enough to allow those second, third and fourth generation welfare individuals, able bodied people who refuse to work, those who live together unmarried with children born out of wedlock so as to recieve increased benefits and all of the illegals in the country to slip right through it and not get a red cent of money they do not deserve.

I know many of you reading this had nothing to do with the economic mess the country is now in. But sadly, the working stiffs are going to pay for it and some of us are going to pay dearly. This is patently unfair and wrong.

More money for food stamps, unemployment, pell grants and mortgage bailouts isn't "stimulus".

It is "giveaway".

Snowe and Collins have both lost my vote forever. When they support a bill to stimulate the economy which only one third of the bill is stimulative in nature it shows that their ability to think reasonably has been greatly diminished or corupted by Washington politics. I hope some real conservatives run in the future.

Stop it if you all were soooo smart why are you not in DC, because you couldn't do what this woman has, and that is to listen to people say dumb things. She has the nerve to stand up and do what was needed to help good people get through hard times. Most of you talk about bailing out the poor, but let me say the ones that are hurt the most are the people that made this country what it is, they are the ones over 65 years of age that are trying to live off SS and their 401k that has bottomed out, so stop you crying about what you have or don't have, lets all try to work together to help the ones that need it. Before you ask or state what you don't know about Me, let me say I make a good living and yes, the down market has hurt me also, but I don't live off the markets I have more than most, but I see the need to help others get out of poverty.

"Collins earlier Friday circulated a roster proposing $88 billion worth of net cuts from the measure. She proposed eliminating money in the bill for K-12 education while boosting funding for Pentagon operations, facilities and procurement by $13 billion."

These are very harsh comments for an admirable decision by Ms. Collins. People object to bailing out those who over-spent and this is understandable. However, it is no different than the socialism that occurs in every modern nation. Why should I pay for the healthcare of smokers who do this to themselves? Why should I pay for a person injured who wasn't wearing a seatbelt or helmet, as they did this to themselves? Why should I pay for someone's social security when it is their own fault they didn't develop their own retirement portfolio? Why do I have to pay for my child's college and someone else gets a free ride?

Wake up people- this is what modern governments do. Kudos to Susan for trying to at least be partisan. I have never voted for her as I have felt she was too much of a social liberal, but guarantee I will now. Imagine, someone who is willing to think for herself adn now bow to peer pressure- Good for her- Even if its a bad policy, she deserves credit for doing something.

"She single-handedly axed the House-backed provision to include whistleblower protection in the stimulus package--and with it, prevented a key means of making sure taxpayer funds were spent wisely.

I guess that about sums up the state of Republican approaches to both Homeland Security and Appropriations that they would work hard to deprive taxpayers of the protection from fraud and wrong-doing they need. "

Just another thought- the economy is going to continue to get worse. We have too many older people dependent on teh government and a small group of tax payers. The baby boomers now need more medical care and we have to pay their SS. Fewer people working, more people needing help- The stimulus package is a bandaid on an amputation... soon, we will be like a third world country- there is something to be said for making everyone fend for themselves- Survival of the fittest may work.

Does anybody remember when first term Senator Collins held hearings investigating Publisher's Clearing House? A guy got some junk mail from PCH telling him that he had won 10 million dollars - if he had the winning number. So he bought a plane ticket and flew to PCH's headquarters to claim his prize. You can't make this stuff up. So, Senator Collins thought convening hearings to investigate PCH and protect people who can't be trusted with sharp objects was a worthwhile expenditure of your tax dollars. That's right, she thinks you're stupid. And if you keep re-electing her and others like her - SHE'S RIGHT!!!!! George Bush and the Republicans were wrong to engage in deficit spending and Obama and the Democrats doing the same thing on steroids is even more wrong. Wise up voters, the Professional Political Class is ruining this great country.

Well, duh! The older people and baby boomers who have paid social security their whole lives are entitled to collect it, aren't they? They paid SS for the people who retired before them just as people will pay into the pool for you when you retire.

If it wasn't for our illustrious politicians attaching so many give aways for people who don't work, aid to their dependent children and allowing immigrants who worked very little or not at all in this country to get social security benefits the system would be in much better shape than the way it is today.

I believe any American who worked and payed taxes and social security their whole life in this country should be entitled to collect it and should get FREE medical care over the age of 65. This could be easily provided if left wing liberals did not give away the store to able bodied Americans who are on the dole and provide health care and educational benefits to people in this country illegally.

Social Security was never intended to be the sole means by which one existed upon retirement. It was meant to augment their pension and/or retirement investments and savings. Unfortunately, many people do not have a pension, investments or retirement savings and look to SS to see them through their senior years.

Its just not enough.

Bush, to his credit, tried in a small way to wean us off Social Security dependance and people had a cow - even the "Greatest Generation" - who would NOT have been affected. You're been stealing from my children and grandchildren and you're still at it. Thomas Jefferson said - I'm paraphrasing here - that it is immoral to saddle future generations with debt for our own selfish convenience today. Hard to believe that he is the father of the Democrat party! Not that the Republicans are much better. Example: Snow and Collins :-(

I don't believe the people of Maine sent Sens Collins and Snow to Washington to help the Democrats fund all of their pet projects. There is about 30% stimulus and 70% pork in this bill and these to Senators knew it when they voted for it. Somebody explain to me how $300M to educate people about sexually transmitted diseases is going to produce jobs. And how can millions of dollars spent to save a mouse in California create jobs. After Harry Reid's light rail system between Los Angeles and Las Vegas is built, we will be paying for decades just to keep this money pit afloat. We are going to be suffering the consequences of this bill for the next hundred years and we have Sens Collins and Snow to thank. Way to go ladies!

Cudos to both Collins and Snow! I am pleased that they are at least attempting to solve some of our problems instead of being on the outside whining. The problems we face today are complex and there are far too many fingers to point to. We have Republican's blaming the Clinton administration....the Democrats blaming Bush....it really doesn't matter who did what when or why...we are in a complete mess!! It makes me sick that the Republican leadership is choosing to do nothing but pray that Obama will fail and wait for the next election. They obviously do not care what happens to we the people in the next 4 years. At least the State of Maine Leadership DID show concern and has made an effort to MAKE a difference.

The conservative movement is gone, vanished, fini.

Snow and collins, though moderate republicans, are the ONLY TWO republicans from the northeast in DC.

This is a total joke! A 787 BILLION dollar stimulus package, and Maine's take is only 900 million???? Not even 1 billion??? Our senior senators were so busy working for Obama, they forgot they were in an ideal situation to negotiate big bucks for Maine!!

If all of our leaders had been doing their jobs in the first place we would not be in this problem.

Henry Paulson was vauge with regard to how his policies will work for the Financial Sector, and that's why our Senetor Susan can't support them... Hmmm Susan are his policies about as vauge as the 787 Billion dollar bill you voted for? It must have been Susan, because you never read it before you voted for it.

The bill isn't what you would have drafted???? Did you realize this before or after you voted for it Susan? Oh that's right, it was after, because you didn't know what it said before you voted for it.

A face to face meeting with the President. I'm going to go out on a limb and guess that Susan, Olympia and Arlen were present for that meeting... Mr. President you're a charmer, I'm guessing you knew you had them at hello though...

3,800 new jobs in the state as a result of this bill... Who will get the jobs, What will the jobs pay and what will the benefits be, When will these jobs become available, Where will the jobs be located, Why don't we know the details. I'm thinking we'd better quickly close the Mexican borders, if we let all the illegals back into Mexico no one will apply for the 3,800 new jobs Susan is working hard to get.

Yes Susan the voters in Maine sent you to DC... It's possible we will make other mistakes in the future also.
