AUGUSTA, Maine — The Maine Attorney General’s Office is seeking an injunction under the state’s Civil Rights Act against a 27-year-old man it says beat up a woman and killed her kitten.
The complaint, filed on May 29 in Androscoggin County Superior Court in Auburn, alleges that Joshua Drew of Lewiston is biased against females as a gender.
The complaint includes information that Drew “has specifically expressed hatred against women generally, stating in writing at one of the jails in which he was incarcerated: ‘Is there really any question or wondering why I keep coming back to jail for the exact same thing? Domestic assault.’” the attorney general’s office said in a press release.
“‘Why is it that every woman that comes near me finds a way to [expletive] me over?’” Drew continued, according to the press release. “‘Every last one of you does nothing but fuel my hatred and anger towards women. I do not feel remorse and I am not sorry for the things I have done. My only regret is that I didn’t do worse to the women I assaulted.’”
Drew has a history of domestic violence assaults and acts of terrorizing against women, with convictions in Kennebec, Somerset and Androscoggin counties, according to the attorney general’s office.
He has been convicted four times for domestic violence assault, has violated conditional release five times and has twice violated protection from abuse orders, according to the Lewiston Sun Journal. He also has been convicted of cruelty to animals, the newspaper said.
He currently is being held at the Cumberland County Jail following a probation violation conviction in Androscoggin County, according to the Sun Journal. He is due to be released in the fall.
During his most recent domestic violence incident last year, Drew became enraged when told to leave the Livermore Falls home of a female victim, the press release said. He choked her from behind, kicked her in the back of the head, pulled her to the ground, then kicked her in the face. He also killed the victim’s kitten, the AG’s office said.
This is the third time since the law was passed in 1992 that the attorney general’s office has sought an injunction based on gender bias, Brenda Kielty, spokeswoman for the office, said Tuesday.
“It is rare to have evidence of a civil rights violation motivated purely by bias against all women,” Attorney General William Schneider said in the press release. “The Civil Rights Act is one tool to stop violence against women based on this kind of seething hatred of women as an entire class of people.”
In 2009, Anthony Cabana, 42, of Lyman was sentenced to year in jail for violating a 1998 consent agreement that he not assault women, according to the attorney general’s office. He admitted to threatening his live-in girlfriend with a chainsaw in June 2008, then choking her.
The attorney general’s office did not explain why Drew was not serving his sentence at the Androscoggin County Jail.
Under the Maine Civil Rights Act, the attorney general’s office may obtain injunctions against people who use physical force or violence or the threat of physical force or violence motivated by bias against race, color, religion, sex, ancestry, sexual orientation, national origin and physical or mental disability.
Since 1992, the attorney general’s office has obtained more than 200 civil rights injunctions on behalf of victims of hate crimes, the press release said. There have been nine criminal violations of these orders, all of which resulted in jail sentences.
If the injunction is granted and Drew were to violate it, he would face up to a year in prison and a fine of up to $2,000.

Sounds like a sick bas–rd… Yet there are women out there who think they can fix him.
He needs to keep away from the gender he hates so much….best solution of all would be to keep him incarcerated for life, but that won’t happen, of course, unless he kill someone & even then>>>> we really need a domestic violence conviction site, just as we have one for sex offenders. To warn women.
Don’t make new “Thought Crimes…” Give him a longer sentence for the assault.
I don’t get it. The state is filing an injunction, which would enjoin him from . . . what, exactly? And what’s the point of a consent agreement that specifies that he not assault women? That’s already a crime; the consent agreement is supererogatory.
I wondered that, too.
Only thing I see in the civil rights violiation is nothing against a white male lol. State has a lot to do I guess.
The protections against race and gender bias also apply to white men. “White” is a race; “men” refers to gender.
If this was a woman instead of a man the “DV experts” would say she was a victim of years of emotional abuse. He may have been abused by his mother and by emotionally abusive partners. Why does the system allow women to “snap” and murder their husbands and call them “victims”, but discriminates against men who are abused? This guy is clearly and openly stating that he has been victimized by females in his life, so why is he no getting “help” from the state and the “DV experts”?
Bill Schnieder seems to be pandering for votes. When was the last time Bill charged anyone from the domestic violence industry for discriminating and promoting hate against men and boys? Instead those freaks are allowed to go right in to elementary schools and teach girls that they are victims and teach boys that they are abusers.
It’s amazing how the public has been conditioned to hate and punish men for everything. Even BDN features a blog by a woman on its front page called “I’m gonna kill him”. The BDN blogger confidently states that her husband “has days I want to set his face on fire.”

Can anyone imagine BDN sponsoring a blog called “I’m gonna kill her?” where a man says that his wife “has days” where he wants to set her face on fire? Yet the radical manhating establishment approves of violance and criminalization against men, and messages such as “I’m gonna kill him” are spun as something funny and deserved against men and boys.
The real problem here is there are no reigns on our judicial branch of government. It was never meant for our judicial branch of government to do any more than to determine if a law that our executive and legislative branches of government approved is constitutional or not, besides their job of examining evidence of charges and the applicable law for such. But through the years, just as our constitution has been misinterpreted and twisted to remove conditions our forefathers guaranteed us, so has our judicial branch of government become creators of law by mismanagement and there acts of self-indulgence, supported by the people’s desire for democracy. Our forefathers truly believed that any member of the judicial branch, elected by the people, would be an honest and respected individual; not what it has turned out to be. So in response to your question ‘why’ stopabuseofpower, I ask, “Have you ever heard of the Violence Against Men Act?” No you have not, and what’s more is, you never will.
Stop it, men have been doing bad things to women since the beginning of humans. It was going to come back around sooner or later.
Apparently, stopabuseofpower, you really believe this (animal) murdering, woman beating, repeat offending scum has been “victimized by females in his life”. Your own pathology is on clear display. Sick and so very sad.
Women who “snap” are usually afraid for their life or the life of their children or family. I hardly think this man is or ever has been afraid for his life. It wouldn’t matter if a woman was abused her entire life, if she went around beating men, stating that she hated all men and only wished she had done more damage, that she would beat more men and she didn’t feel a bit of remorse, she would be in the same boat he is, but that isn’t usually how it happens. He sounds like a true sociopath ( in the real sense of the word, not being sarcastic), so it really has less to do with his being biased against women and more to do with the fact that he a completely violent, dangerous sociopath who will more than likely kill someone…..he is all BUT telling us he will. SO even though I see this as something much different than a “bias against women”, I am very thankful that they are doing anything in their power to keep him locked up, even if that involves manipulating the system to get what is needed to protect the public against him!!
Such a good reply- I so disagree with what “stopabuseofpower” said, can only say I agree with what you said & feel that “stopabuse” has some issues /anger, with women himself, he apparently can easily identify with the perp…..
What a poor excuse for a human being.
So now openly vying for the abuse and death of women is only a crime worth 1 year and $2000? Why is that not terrorizing? I agree this man needs help but the fact is he will probably not be able to change. You are saying it is ok for this man to be released in a year? That is disgusting.
Someone with a pound of pot would get 5 times that sentence.
He’s due to be released this fall?????? That is like randomly signing a death sentence for some unknowing young female in the area. How scary.
