ORONO, Maine — Multiple police agencies descended on a brand new apartment complex in Orono on Saturday and Sunday nights to break up parties that drew at least 300-400 people to a single parking lot. State police later said in a website posting that the party created “near riot conditions.”
The Grove, owned by North Carolina-based Campus Crest Communities Inc., opened this past weekend, welcoming its first batch of University of Maine students. The facility, located a half-mile from the Rangeley Road entrance to the university, has room for 620 tenants.
Just hours after The Grove residents began moving in, police were called to the area around Building 12 about 11 p.m. Saturday in response to a series of noise complaints made by other Grove tenants and residents on Park Street.
Police arrived to find between 300 and 400 men and women crowded together in the parking lot around Building 12, Orono police Capt. Josh Ewing said Tuesday afternoon.
Ewing said police arrived to find hundreds of people “drinking, yelling and listening to music.”
The Grove’s management wasn’t able to break up the crowd and “they wanted these people moved along and dispersed,” the captain said.
Orono police called in other officers from Old Town, Veazie, Hampden, Maine State Police and the Penobscot County Sheriff’s Office, “just because of the potential of having to arrest people and for our own safety,” Ewing said. In all, 20 police officers arrived and the crowd began to disperse after seeing the cruisers.
Police waited at the 21-apartment-building complex for a couple of hours after the party broke up to make sure people didn’t come back, Ewing said.
The scene was more chaotic — and more dangerous — when police were called back to the apartments after more noise complaints 24 hours later. Police arrived Sunday night to find an even larger, rowdier gathering, according to Ewing.
Attendees, many of whom recorded the scene with their smartphones and later posted videos and pictures to social media websites, urged people to jump from or skateboard off the entryway roof. People shouted, “Do it, do it,” as the jumpers weighed whether to take the leap.
“Our goal here is to ensure people’s safety,” Ewing said, “and when we see that many people together and some jumping off roofs … we need to mitigate that.”
The Orono police captain said he didn’t think the party was “near a riot.”
Again, about 20 officers from several police agencies arrived, but this time the crowd didn’t disperse on its own, Ewing said.
The captain took out his bullhorn and told the partygoers that if they didn’t leave the scene, then police would start making arrests. After the warning, people then began leaving, Ewing said.
A spokesman for the public relations firm that represents Campus Crest Communities said Wednesday that The Grove’s management and staff were taking the incidents seriously and that the complex planned to crack down.
“The safety and well-being of our residents is our top priority and concern,” Jason Chudoba said. “We have increased security presence, implemented stricter facility access controls and are coordinating with the Orono police and residents in order to maintain an extraordinary student lifestyle experience.”
“Residents who compromise the safety and security of The Grove community will not be tolerated,” Chudoba added.
Ewing said Veazie police made the only arrest in connection with the party.
After the bullhorn warning broke up Sunday’s party, which police said drew about 500 people to the parking lot, Veazie police Sgt. Keith Emery and two other officers, along with other groups of police from the responding departments, began walking the property and telling stragglers to go home.
Police spotted Robert Neal, 18, of Monmouth walking toward the center of the complex and asked him where he was going. Neal said he was going to meet some friends in a different building, according to the police report.
When Emery found out Neal wasn’t a resident of The Grove, the sergeant told him to go home. Neal “stood his ground and began to question the order,” according to Emery’s report, adding that the man was warned at least six times that he would be arrested if he didn’t leave.
Neal eventually agreed to leave and police moved on to check other areas of the complex.
The same group of officers eventually came upon a gathering of people near the pool in the middle of the complex. The officers spotted Neal in that group and asked him why he was still on the property. Neal told police he had tried to leave but was blocked by a gate or fence so he turned back, according to the police report.
Neal was arrested and charged with criminal trespass and failure to disperse, both Class E offenses.
“He stiffened up and was not cooperating,” but soon submitted to arrest, Emery said.
“While walking, he apologized over and over and admitted he had enough chances [to leave],” the sergeant said.
Police said they weren’t aware of any injuries resulting from the party, but did field reports of a dented car and a broken window in one of the apartments.
“I think there’s going to be a larger police presence for the foreseeable future so this doesn’t occur [again],” Ewing said, adding that police would be on the lookout for underage drinking and parties that might get out of hand.
A representative from The Grove did not return a call requesting comment Tuesday afternoon.



This is what college students do, they party. Get it out of your system. They were probably celebrating they are attending one of the top party schools in the country.
They haven’t accomplished anything worth celebrating yet and if they do much of this, they never will. Yes, I “partied” more than I should have in college too, but in today’s super competitive environment, they’d be much better advised to pick a major that leads to employment, and then get the best grades they possibly can…..if they want to get a job someday. If not, party on!

Growing up in The County years ago, it was illegal to drink on your front porch if you could be seen from the road. Has that changed, or is it now a forgotten and unenforced law?
Probably tough to check at a party that large. I think when things are that out of hand, the best thing they can do is break it up and send people away. I’m sure most were underage, but it’s much easier to fine/arrest people at smaller parties, and I’m sure there will be plenty of those over the course of the school year :)

Good old Orono off campus student housing. There is no “old port” equivalent in town for the kids to cut loose in so it’s house party city. These new student complexes are highly concentrated party zones. Check out the Groves official website, it’s an eye opener. They make it sound like a rock band tour and resort combined into what they call the Grovenation. Yo Bro! Gimme another beer, I’m so stoked. Party!!

Sounds like you have a chip on your shoulder when it comes to college kids. I work at UMaine (not UMO), live in a neighborhood near downtown Orono, and rent to college students. While I believe that there are people out there like you describe, the bitter tone and angry words make you appear simply jealous of those kids who were more fortunate than you. Sorry you feel that way, but the majority of college kids I see are completely not like those you describe. It’s unfortunate that this rant, after 8 years have passed, appears to be written by someone who has yet to attain the maturity that many of the college students I see at UMaine have.

As a recent UMaine student I can tell you that you are completely wrong about one thing…just because someone drinks a lot of alcohol or smokes a lot of pot does not mean they will become a slack jawed substance abusing loser. Many of the smartest students at the University do both, and end up with very successful careers. Personally, I was able to do both nearly every day, graduate in less than 4 years, and get a good job straight out of college. Your prejudice against college students is extremely flawed, and it doesn’t do anybody any good.

Why else take so many cops from their own responsibilities and tax payers to stand behind you and your bullhorn while you faced a couple hundred rowdy college kids? At least Orono PD should be prepared for any college foolery at the complex this weekend, and not need back up from other towns/departments.

I got my two kids out of Skowhegan 54 without being a drunk or druggie or a pothead.
I made sure they went to out of state colleges to avoid becoming a drunk or druggies or pothead , if they went to a Colby or a Maine University. They are both in their mid 20s now, employed in professional careers,out of state….and they hate booze,drugs and pot.

Out of State College/Universities usually have areas for studious students. Students that want to excel in college and or go on to med school. That is where my kids stayed. I am aware UMaine Orono has ‘quiet ,no booze dorms’, but they are not, are they.

I don’t think that is the key at all, I think the key to success is more on the individual. There are plenty of people from Maine and went to higher education here in Maine that are successful. Granted more opportunity exists else where but it is possible to succeed. Becoming a drunk or a druggie is entirely on the individual as well. You will have a greater chance of success elsewhere due to just the number of options available to you, but you can be a success in Maine if you keep at it.
Maine is thee worse place in the country,especially for young people who want to make something out of themselves. Some new public service ad on Maine radio and TV is saying, something like 50% of all Maine’s young people have drug problems,higher than any other state.
Maine is not the worse place in the country, that is your opinion and not mine nor is it an opinion many of us in Maine would agree with. I also doubt the validity of the ad you saw, all to often those statistics are skewed, you can make statistics say anything you want if you play with the numbers the right way (95% of statistics are made up any way). I’m not saying Maine is free of problems but it is by far better than many places in the country. You can become a success in Maine, but if your idea of success is making large sums of money, and working at multi-billion dollar corporations than it’s not just Maine where 90% of the population won’t be a success.

My son goes to the University of Maine and we’re from New Jersey. He graduated fifth in his class and got a pretty good SAT score, he could have gone to any number of colleges, but he chose the University of Maine. It’s a good school with a beautiful campus, but like all schools you get out it what you put into it. Going to Harvard or Yale doesn’t make you a genius and doesn’t guarantee success. My wife and I plan to retire to Maine, we love the state and have meet some very nice people. So I guess my question is, if you hate Maine so much why are you still there?
It’s a good thing I got out of Maine! I’m now 19 and in Quebec where I just had a single beer with my friends after my first day of classes in our school’s open air pub. I’m such a failure!

Well, your way would make sense if there were indeed 21 buildings. If there are 21 apartments, then their way makes sense. It could be 21 apartments in 3 buildings, 21 apartments in 4 buildings or any combination really. However, I doubt it is 21 apartments in 21 buildings.

If you actually lived here, you would know that The Grove campus is now dead silent all day, with people studying, and going to class, and concentrating on what we spend thousands of dollars on every year. So please, don’t say we are all “druggie college kids, spending mommy and daddies money to have a good time “. I happen to buy all my beer, and bottles, with my own hard earned money. And it’s funny, all of you people commenting seem to be from the “baby boom” era. Don’t even start to tell me that you never smoked pot, or drank, or tripped on anything when you were this age, seem’s how most of the alcoholics these days are from your age group. Trust me, I know plenty of them. So lay off, and let us party on.

Ok, so this is what the “modern-day youth” do for fun … grab a skateboard and jump off roofs? Since when do you need a college education for that? I don’t recall having that class back then. But then again, once these kids break their necks in a fatal jump it’ll give BDN a few extra headlines I guess. I can remember jumping off just one roof when I was a teen. It was about 10 feet high. I jumped (after careful consideration), landed on a metal rake that just happened to have it’s spikes pointed up and yes, you guess it, I got 7 of those spikes through my foot, three of them made it from the bottom and all the way through to the top! Then finally I managed to get all the spikes out and set my foot free and stupid me steps on it with my other foot and gets the handle in my face. True story folks! If they only had camcorders back then!
Just arrrest them/fine them if they don’t listen the first time…put them in jail over night and if they get kicked out of School and or the Apartment complex…so what…time to grow up and join the real world.
How do you arrest almost 500 college students with 20 cops? Shy of hurting a lot of college kids and getting a nice fat lawsuit on the police department you might get about 10 arrests or 20 seriously injured cops.

what amazes me here is that people are actually defending this kind of numb behavior.
Just to clarify for all the people that think the cops tried to do anything at all until they walked down the road saying they were going to arrest them if they didn’t disperse, the cops (all of them) had their cruisers lined up on the side of the road and watched for about 3 hours then when 1 am rolled around they finally tried to break it up.
So, these kids had plenty of time to play before the cops stepped in.
There’s really no need to carry on the loud, obnoxious behaviour after “last call” – no matter what age we are. I was a party animal myself but knew better than to attract unfavorable attention and always tried to be considerate of the neighbors which worked to my benefit when throwing parties. I’m still considerate of my neighbors and still throw a good party.
Just my opinion, but I think many in this generation of kids WANT to be captured on film and put out on YouTube. Many of them WANT the attention regardless of the negative repercussions it might bring – never thinking of the fact that once on the internet always on the internet somewhere – never thinking that someday their actions will come back to haunt or embarrass them and it will all be on “tape” and won’t be able to be denied.
Some companies, firms, etc. ARE doing serious and deep background checks on potential hires so, yes kids, have your fun but leave stupid at home.

Last year we had four students from Husson live right next door. I will admit that when they first moved in, we had troubles. They liked to party every night of the week and we sometimes have to be up to work at 5am or even earlier. We had words a couple of times and I even had to talk to the landlord and police. After that we finally talked to all of them one night, explained that the walls were thin, the running in and out and slamming doors were knocking things off our walls and that we would like to see things change before they ended up getting evicted. Ya know what…they were really courteous from that point on, only having parties on the weekends, partying Out more than In, and always willing to turn the music down if it got a little out of hand. Just becuase we are older than some of these young adults doesnt mean we cant communicate with them. At least its worth a try. We were all young once, we all enjoyed having friends to our apartments and kicking a few back, so try to talk on their level, it will get you much further than talking down to someone just because they are younger than you are.

You were lucky. Many of the kids today just tell you to f**k off and actually increase their antisocial behavior on purpose to tick you off even more.
When I was a landlord I had terms written into the lease about parties. Anything that got police involved could get them evicted. Never rented to first time renters and in the case of students I required their legal guardians to be the actual lease signers. Saved me a lot of trouble. Usually only 1 warning and they knew I meant business about evicting them.

In my generation, we were grateful to have the chance to go to college. We didn’t have time to waste staging mass drunkfests and jumping off of buildings. I wonder how the parents of these “students” feel about bankrolling this nonsense? Had we behaved this way, our parents would have turned off the money faucet, and the college would have expelled us. How times have changed.
Should the police wait until someone gets killed.. I think that is the issue.

Is there any place that college kids can gather to have a good time? This is the time to socialize and enjoy life before they join the rat race.
I really do not care what anyone thinks of my comment here. I will only say this.When you get in a vehicle after drinking.You can kill someone in a split second.If you need to drink to be cool you have a serious mental problem. Go to college and learn all you can,so you can have an enjoyable life ahead of you.All people deserve to have the best in life.

Well that is why the police need to lock them all up.If they had any common sense they would not have to party all the time. I lost both of my parents when I was very young. I will only say this,I miss them so much,wish they where here to show them my respect.Hardly any kids respect there parents anymore. If they did they would make alot better choices than the party thing and doing drugs.

well, i WAS present at this party, and let me tell you it was damn fun. yeah there were stupid kids doing stupid stuff, but you’re going to find that anywhere you go. we’re only young once…. let us have our fun. we are adults making our own choices. the majority of the people at that party, myself included I can tell you for a fact were being responsible. Parties are going to happen at UMO alllll the time…. and the Grove is a sick place to hang out.
let it be. let US be.. we’re not hurting anything by drinking in a parking lot. as long as we’re not drinking and driving…. there is no reason to break up our fun

More faulty reporting by BDN staff. I can’t say I’m surprised, honestly. I was at the Grove on Sunday (sober, believe it or not) and I did not hear any blow horn telling us to disperse. The cops had formed a line about 60-70 yards away from the thick of the party, and stood there for an hour before suddenly retreating. After we thought they were gone for good, they came back in greater numbers and reformed the line, waiting another half hour or so before marching on the party.
My group of friends were some of the first to see them advancing on us, and so we began to run in the opposite direction while shouting warnings to the rest of the party. Two or three belligerent party goers threw their drinks (some in glass bottles) toward the group of officers, probably making the rest of us look bad and inciting the “near riot conditions” commentary.
The truth is, it was a crazy party; however I do not approve of the way it was dealt with. The volume of officers that arrived blew the party completely out of proportion. I estimate that 5 cops, 1 with a blow horn, could have easily dealt with the “riot.” Although I did not witness this myself, I have heard rumors of some officers brandishing billy clubs as they descended on the group. Although these weapons weren’t used physically, it is a shame that any officer would resort to such a brutal form of intimidation on college students at a party. I’m glad that nobody got hurt, and I hope that any future gatherings are handled more delicately or not intruded upon at all, if that is possible.
