For Mitt Romney, it was the number that proved everything. Since the very first speech of his campaign, the Republican candidate has used a simple figure to bolster his argument that President Barack Obama couldn’t fix the U.S. economy: 8 percent.
In this campaign, begun in the midst of a staggering downturn, monthly unemployment reports have been a running scorecard. They distill a vast and complicated economy down to terms simple enough for a stump speech: a number and a direction, up or down.
For Romney, any number above 8 percent proved he was right and Obama was wrong.
Obama had promised, Romney told audiences repeatedly, never to let unemployment get that high. Instead, Romney said, the jobless rate blew past 8 percent and got stuck there.
Until Friday.
The 0.3 percent dip in unemployment in September, from 8.1 to 7.8 percent, deprived Romney of one of his central campaign themes.
It was enough to put him on the defensive just as he was basking in the afterglow of his debate performance Wednesday, the best moment of his campaign against Obama so far. It wasn’t because the figures showed a healthy economy — they didn’t — but because the economy had crossed a threshold that Romney had implied it would never cross without him.
“We can do better,” Romney said Friday at a rally in the Virginia coal-country town of Abingdon. It was the same argument he has used throughout the campaign, but without the number he’d always used to hammer it home. “There were fewer new jobs created this month than last month. And the unemployment rate . . . has come down very, very slowly, but it’s come down nonetheless.”
The political importance of the 8 percent threshold was driven home, in a backhanded way, by a few conservatives who floated a conspiracy theory that Friday’s dip had been engineered to give Obama a boost.
Former General Electric chief executive Jack Welch wrote on Twitter: “these Chicago guys will do anything. can’t debate so change numbers.”
The Bureau of Labor Statistics said the data were worked out the same way as always, with no interference. And Welch later conceded that he had no evidence of a conspiracy.
There is no special economic magic to 8 percent. A truly healthy economy, experts say, would have a rate far lower.
“Eight is bad, 7.9 is bad, 8.1 is bad,” said Douglas Holtz-Eakin, a former director of the Congressional Budget Office and an adviser to GOP nominee John McCain in 2008. “We want to be at six.”
But the figure assumed its political significance in early 2009, before Obama had taken office, in a report written by a pair of his advisers, Christina Romer and Jared Bernstein. That report projected, with caveats, that if Congress passed a large stimulus package, unemployment would peak at 8 percent.
The stimulus passed. But the rate kept going up.
It reached 10 percent in October 2009 and then fell only slowly, despite the billions pouring in from the government. Before last month, the rate had hovered between 8.3 and 8.1 percent. Obama’s advisers later said they had not understood the depth of the country’s economic troubles when they made their projection.
The figure became one of the constants in Romney’s stump speeches and fundraising talks: It meant that Obama had failed, even by his own standards.
“We’ve had 43 straight months with unemployment above 8 percent,” Romney said in closing in the Denver debate.
Obama appeared Friday at campaign rallies in Cleveland and at George Mason University in Fairfax, Va., evidently still smarting from his poor performance in Wednesday’s debate. He seemed to be throwing out comebacks to Romney that he wished he’d thought of on the debate stage back in Denver.
“Someone is finally getting tough on Big Bird!” Obama said, responding a day and a half later to Romney’s promise to take federal funding from PBS.
But he was clearly heartened by the job numbers, citing them as proof that he is the right leader to guide the economy.
“Today’s news should give us some encouragement. It shouldn’t be an excuse for the other side to try to talk down the economy just to try to score a few political points,” Obama said in Cleveland. “It’s a reminder that this country has come too far to turn back now.”
The dip in the jobless number was caused, in part, by a surprising jump in one measure of employment.
The Bureau of Labor Statistics, a branch of the Labor Department, uses two main sources. One is a survey of 141,000 businesses. The other looks at 60,000 households, asking if the people in those households were working or looking for work in the last month. The household survey captures data that the business survey doesn’t, such as people who are self-employed or who work on farms.
The September survey of businesses indicated a relatively modest gain in hiring: Payrolls rose by about 114,000. But the household survey indicated a much greater boost in hiring, with about 456,000 people no longer unemployed.
The number of newly employed people in that survey jumped by the largest amount in nearly three decades. On Friday, economists said that it was probably an exaggeration, an outlier made possible by a relatively small sample.
“The numbers just seem too big to be real real. But everything moved in the right direction,” said Chad Stone of the Center for Budget and Policy Priorities, a liberal think tank. “These numbers really do jump around a lot. You never want to read too much into one month’s unemployment data, because the next month could look really different.”
The data for October will be released Nov. 2, four days before Election Day.
On Friday, Welch’s suggestion that the numbers were fixed was picked up by a few conservatives. The most prominent was Rep. Allen B. West, R-Fla., who posted on his Facebook page: “Somehow by manipulation of data, we are all of a sudden below 8 percent unemployment, a month from the presidential election.”
That assertion was denied by the Bureau of Labor Statistics, which compiles its reports in an intense and highly secretive process,carefully guarding access to the data before the official release. The bureau currently has no political appointees; its interim director is a career civil service employee.
On CNBC on Friday morning, Labor Secretary Hilda L. Solis said it was “ludicrous” to suggest that the data have been manipulated to boost Obama.
“I’m insulted when I hear that, because we have a very professional civil service organization where you have top, top economists that work at the BLS,” Solis said. “They’ve been doing these calculations. These are our best-trained and best-skilled individuals working in the BLS, and it’s really ludicrous to hear that kind of statement.”
Later in the day, Welch told MSNBC’s Chris Matthews that he had no hard evidence that the data had been fudged.
But he said he stood by his suspicions.
“I don’t want to take back one word in that tweet,” Welch said. “These numbers defy logic.”

You missed the point 7.8% was the unemployment rate when Obama took office. Next month Obama will move into truely positive job growth, even with all the blocking and obstruction of the Republican Party, and nothing you or other conservatives can say will mean anything.
I’m curious to know what the civilian labor force numbers have been month over month. I know this data includes a boatload of “part time” jobs, but people whose unemployment benefits have run out and those that have just given up looking for work are not included in these numbers. If the labor force shrank by 1% during this time period, for example, then the unemployment rate would have gone down even if no new jobs were added. I know that’s not the case, but I am curious about the data we have not yet been given in these articles and releases.
This was determined by calling 60,000 households and asking about the employment status of all the occupants of the household. It would even include peopel who have given up the job search.
99% of the population would not be able to understand the data. It requires a real good understanding of math, mainly advanced statistical analysis.

Your statement makes no sense. Most of the “recently created” jobs are government jobs. Government jobs produce nothing, and are a drag on the economy BECAUSE they create nothing. Reagan cut government jobs and regulations, then the economy recovered at a rate of over 11%. Todays recovery IS the slowest “recovery” of any recession in the history of this Once Great Nation.
Totally wrong, Public sector jobs are down by about 600,000 while private sector jobs are up by over 5 million.
Government jobs create many things, teachers educate, police and fire provide safety, inspectors make our lives safer… etc. There are plenty of private sector jobs that create nothing, like bankers and wall street greedmeisters.

When you have multiple debates against an opponent, it’s not a bad strategy at all to use the first one to let your opponent talk and talk so you can plan rebuttals and attacks for later on. The first debate is almost meaningless. Voters will forget about it if the “losing” candidate comes back in the end. After all, in a short series of items to remember, the last thing you hear tends to be what resonates most with you.
I agree, that’s why I’ve felt the Republicans should tone down the celebrating. It’s one night. If things don’t go as well next time they’re going to be eating crow.

Well it is Bush’s fault, he was in charge when the economy tanked because of his policies. He is the one who cut taxes on the rich (which did not help the economy), he is the one who started 2 unfunded wars (1 of which was a pure oil grab), he is the one who passed the biggest giveaway to corporate America with Medicare Part D (making it illegal for the government to negotiate cheaper prices on drugs).

Here’s a little analysis.
We have been told over and over by a variety of economists (CNN, MSNBC, FOX, left and right) that we need to have at least 125 thousand jobs just to keep pace with new people entering the workforce So how does 114 thousand lower the unemployment rate by 3 points? The only reasonable explanation is that Just THAT MANY people left the workforce. In other words they’ve stopped looking. I’m not sure this new rate is really anything to celebrate. Not combined with this few new jobs created.
It’s obvious that breaking the number 8 is significant psychologically for most of us but it really doesn’t mean much.

What does that even mean? That all speculation is always going to be right because someone predicted it? Or is that limited to “Trends” that make you feel good?
The numbers just don’t add up and I can’t get anyone to address this.
When the weekly jobs report comes out,the numbers are estimates based on a small sample size. The government does not call every employer and ask if they hired anyone. Do you thing every business reports every single hiring to the Dept. of Labor within the first week? No they don’t that is why the employment numbers get revised every month. This report attempts to fix the numbers to more accurately report the correct employment numbers.
A 0.3 percent coorection has happened 12 times in the past 10 years, or approxiamately every 10 months. The last time this happend was 20 months ago so it is not unexpected for this to happen. No unbiased economist even blinked when the numbers came out because it is not that unsual.

I guess Romney thinks that if you can’t win on truth – lies might just work! I mean they already have, haven’t they? I mean really…who knows more about this than Mitt Romney? This is what this man has been doing his entire life… it’s how he makes a living… bluffing and convincing businesses/business leaders that without him and Bain Capital they are doomed, therefore they must sell now to him, now before the dire thing happens! What is President Obama’s plan to improve the economy?

A tax holiday and education will not create private sector jobs. The government paying for a 100 thousand new teachers. sounds great but what happens the following year when those communities have to pay for those teachers themselves?
The president actually said that we’d have extra money from ending the two UNFUNDED wars for infrastructure. THERE IS NO EXTRA MONEY FROM ENDING UNFUNDED WARS. Just less money we’ll have to borrow. WE WANT TO BORROW LESS not keep borrowing more.
It’s not my job to defend a contender. My job is to question the validity of what the President says. And frankly what he says just doesn’t add up.

It was calculated by the same formula that the Department of Labor always uses and they did not fudge the numbers for any politician. All this talk about manipulating numbers for political reasons is nothing more than fear mongering and presenting doom and gloom, conspiracy theories and dire predictions. This is beginning to sound like a sermon from Heaven’s Gate. Some things just don’t need any more drama… politics has enough and no one is doing anything different to calculate the unemployment rate.
It’s good news that the unemployment rate went down, but is it truly down or temporary. It is that time of year when holiday seasonals are hired on.
Look at the 3 year trend. It has been improving gradually for a long time and the 7.8% is almost exactly where the trend would predict we would be right now.

The “run along child” bit was precious. I’m in my eighties and very, very likely YOU are the child here.
They adjust every month, that is why it is called the Monthly Jobs Report. This report is adjusting Septembers job numbers, just like the August Jobs Report adjusted August’s numbers. It has been done this way since 1915.
And by the way, CNN reported that 59 % of these jobs created under this administration pay less then 11 dollars an hour. Everybody living a life of luxury are they?
That is better than McDonalds……But the left will complain that it isnt a LIVING wage, their latest buzz word…
And that trend is the same as it was under GW Bush, or was it ok when the President is a Republican. Republican’s do not seem to want to create good paying jobs, in fact I believe they would like to see wages drop more (see how Republican’s have tried to lower or get rid of the Minimum Wage laws and Overtime laws)
How can Obama make business pay more? Tell business to pay more, sign legislation requiring that employers pay more? You can’t blame any president for the low wages businesses pay their employees. That is on the businesses themselves, no one else.
The whole thing is a lie and will be ajusted after the elections.. I cannot imagine anyone believes this..take your heads out of the sand please

It must be getting close to election time. All my recent comments are gone from here. I had to sign in new because they stopped me from commenting..no notice as to why and I can’t figure out what I could have done that was so wrong. Never had a comment flagged or removed before either. I sure hope it is some glitch and not because they don’t like people not being sheep and drinking the koolaid.
They have been doing pretty good lately, I just think it depends on the moderator and what kind of mood they are in..
