Tom Luttrell, the city’s finance director, will serve as the new city manager.

Luttrell, of South Thomaston, was appointed unanimously Wednesday evening by the City Council. His contract is for five years, and his starting annual salary will be $105,000.

“After a somewhat long and somewhat tumultuous process, we have come to a great conclusion,” Councilor Adam Ackor said at the July 19 meeting. “I’m really honored to be part of the council [that] brings Tom on as the manager.”

Luttrell thanked councilors and city staff for their support during the process.

“I’m looking forward to working with you all, and I’m sure we can move things forward and get along and do things great for the city,” Luttrell said.

“We’ve got a great staff here, and I’m not worried about anything.”

Initially hired as the finance director in 2007, Luttrell worked for the city until 2015, twice serving as interim city manager. He resigned in August 2015 under former City Manager James Chaousis for a job at Rockland Savings Bank. He has previously worked as business manager for the SAD 5 school district.

Since 2012, Rockland has had four different city managers, including Luttrell.

Luttrell returned as finance director in December of last year. He replaces longtime interim manager Audra Caler-Bell, who started as the permanent town manager for Camden earlier this month.

He will start immediately.
