What is one new policy that the state should embrace to make housing easier to build and afford?
Maine should establish a statewide Land Bank Program that acquires vacant, underutilized, or tax-foreclosed properties and repurpose them for affordable housing. The Land Bank would partner with municipalities, nonprofits, and private developers to streamline zoning, reduce permitting delays, and offer financial incentives for mixed-income developments. By targeting areas with high housing demand, offering pre-approved sites, and subsidizing infrastructure costs, the program would lower barriers for builders and accelerate the creation of affordable workforce housing across the state.
Transmission lines, solar incentives and offshore wind development have been controversial over the past several years. What steps should Maine take to meet growing demand for electricity?
Maine should prioritize grid modernization to improve efficiency and integrate diverse renewable energy sources like wind, solar, and hydro. This includes investing in smart grid technologies to optimize energy distribution and storage, ensuring reliability, and minimizing waste. Expanding offshore wind development with strict environmental safeguards can provide significant clean energy while protecting marine life. Offering stronger incentives for residential and community solar projects will empower local energy generation. Maine should also collaborate regionally to share resources and lower energy costs while advancing toward its 100% renewable energy target.
Should the state make changes to its tax laws? If so, outline your priorities.
Maine should prioritize tax relief for middle- and low-income families by increasing tax credits, such as the Earned Income Tax Credit (EITC) and expanding property tax relief programs. Introducing a higher corporate tax rate for large corporations and closing tax loopholes could ensure businesses contribute their fair share. Additionally, implementing progressive sales tax exemptions on essential goods like prepared food items, clothing, and footware would reduce the burden on lower-income households. By focusing on a more equitable distribution of taxes, Maine can promote fairness while supporting those most in need.
We are closing in on the one-year anniversary of the Lewiston mass shooting. Are further legislative responses required around guns, mental health, supporting victims and families or other policy areas?
Maine should consider strengthening its Yellow Flag Law by streamlining the process for firearm removal when clear signs of mental health crises arise, ensuring better communication between law enforcement, military units, and mental health professionals. Implementing mandatory firearm safety training, expanding background checks to cover private sales, and banning high-capacity magazines could further enhance public safety. Additionally, funding mental health services and removing the stigma associated with seeking help can support a balanced approach that respects gun ownership while prioritizing community well-being.
Describe a unique attribute or area of focus that you will bring to the Legislature.
As a former USAF Hospital and Medical Group Commander, physician, and past President of the Maine Medical Association, I bring a lifetime of service and leadership to the Maine Legislature. My experience spans healthcare, advocacy, and public service, uniquely qualifying me to champion the uninsured, food insecure, and those struggling with housing or substance use disorders. I am a strong voice for Maine’s seniors and disabled populations who lack representation. My commitment to service was recently recognized with the national 2024 Award for Outstanding Government Service as a state legislator.
