A bill before the Legislature would prohibit smoking tobacco products in state parks. Is

this necessary? Is it an appropriate action by state government? Should people be able to

enjoy fresh-air activities without having to breathe in smoke? Or is this measure an

over-reaction, because there is enough fresh air blowing around to mitigate any health

effects from second-hand smoke?
