spending is the use of emergency departments. The rate of use is 30 percent higher than

the national average. What can be done to reverse this? Should insurance companies be

required to push people toward having a primary care physician? Should physicians be

given financial incentives to expand their patient load? Would a public education

campaign help reduce the rate?
