REQUEST FOR QUALIFICATIONS (ARCHITECTS AND ENGINEERS) The Department of Defense, Veterans and Emergency Management is interested in procuring engineering services to design replacements for the EPDM and sloped metal roof systems at the following facilities: Solman Building, Caribou, Maine; Building 251, Bangor, Maine; Norway Armory, Norway, Maine; Lewiston Armory, Lewiston, Maine. This project will include a preliminary evaluation of the buildings for structural and hazardous materials issues. Project shall also determine expected lifespan of existing roof systems. The selected firm will then enter into a second contract to provide design, bid and construction administration issues. Owner reserves the right to advertise all or any part of the above referenced projects for construction. Anticipate design services to start 1 February 2010 with completed designs no later than 1 May 2010. Responding firms will be screened on the basis of the following weighed criteria: 1. Professional qualifications – 30%. 2. Specialized experience and technical competence in the type of work required – 10% 3. Capacity to accomplish the work in the required time – 10%. 4. Past performance – 35%. 5. Demonstrated ability to perform services throughout the State of Maine -5%. 6. Availability of Key Personnel – 5%. 7. Volume of work – 5% Short-listed firms will be notified and interviewed prior to final selection. No fee will be discussed during the selection process. Fee will be negotiated with the firm determined by the Selection Committee to be the number one choice for the project. Interested firms are requested to submit qualification packets containing profiles of key personnel, examples of relevant work completed within the last five years, references, and any other relevant material as appropriate.
