As part of his goals for his last year in office, the governor hopes to combine more government functions at the state level to save money. Is more such consolidation of departments and offices possible? Will it save money? Or will such consolidation result

in more poorly delivered services with only minor savings? How would you reorganize state government to save money and maintain services? Have state bureaucracies grown into little kingdoms with large staffs, or do most of state offices run “lean and mean”? Which state offices would you combine?
