SOUTH PORTLAND, Maine — Police in Maine say a man is facing charges he tattooed two underage girls, including one under the age of 13, and he did it without a license.
South Portland Police say 23-year-old Rayvon Freeman of Sanford met the girls on the internet and drove to South Portland last week to give them tattoos.
WCSH-TV says Freeman is facing three charges, including assault.
