AUGUSTA, Maine — Maine is now one of a growing list of states that could feature a third-party presidential candidate on the November 2012 ballot.

Americans Elect is a national nonprofit organization that is trying to change the way presidential elections are held, particularly when it comes to picking candidates.

The group has been gathering signatures since last year to ensure a place on the ballot in as many states as possible come November. Last week, Maine’s Secretary of State Charlie Summers certified the signatures for Maine.

But who will this third-party option be to challenge President Barack Obama, the incumbent Democrat, and the winner of a now four-way Republican primary?

Former Maine gubernatorial candidate Eliot Culter, who is a member of the Americans Elect board of directors, addressed that question and others at an announcement Monday in Augusta.

“You can’t start with a candidate and build a movement around them,” Cutler said Monday from the State House visitors center. “Moreover, there is a reasonable argument to be made that people’s decision about who they want to run is a decision better made once they know who their other choices are.”

Maine is the 15th state to certify Americans Elect’s signatures, but Cutler said the goal is to be on the ballot in every state.

“We’re basically keeping up with the calendar. States have different deadlines for ballot access,” he explained.

Cutler said getting the signatures was no easy feat because they had to come from unenrolled voters.

“We were able to collect those signatures in a fairly short time and I think the fact that we’ve been able to do so demonstrates two things: one is that the people of Maine, like people all across America, want more choice in the presidential and vice presidential election, and secondly, they want to participate in the process in ways that are not now possible,” he said.

A similar initiative was launched four years ago called Unity 08 that sought to pair a Republican presidential candidate with a Democratic vice president or vice versa. Former Maine Gov. Angus King was among those who supported the idea.

Americans Elect grew out of the Unity 08 concept, Cutler said, but added that the previous attempt was flawed because it failed to address the issue of ballot access.

Cutler said he thinks there are a growing number of disenfranchised Americans looking for other political options. He pointed out that the number of people who signed the Americans Elect initiative in Iowa, New Hampshire and South Carolina, for instance, has matched participation in those state’s GOP primaries or caucuses.

Still, it’s hard for anyone to rally behind a nominee until there’s a nominee, although that problem will be put to rest soon, according to Cutler.

Later this year, likely by April, Americans Elect will hold an online convention during which delegates will nominate a president and vice president. The only rule is that the ticket include either one Republican and one Democrat or at least one unenrolled candidate.

“You’ll start seeing names in a few weeks when the ‘primary’ process opens up,” Cutler predicted, although he quickly added that he will not be one of those names.

There has been some criticism of Americans Elect, particularly around its funding. Because it’s a registered 501 C4, the nonprofit group is not required to disclose its donors.

Another federal group, Democracy 21, recently challenged American Elect’s nonprofit status with the Federal Elections Commission.

Cutler addressed that concern on Monday.

“If this was money to support a candidate or issue, I would be concerned,” he said. “In this case, money is being used to support a reform in the process.”

Cutler also said the only way some people agreed to contribute was anonymously because they “were afraid of retribution by either the Democrat or Republican party.”

Once a nominee is chosen from the Americans Elect process, that candidate would be subject to the same financial disclosure laws as any major party candidate.

    1. I don’t think there’s any question that Maine would be better off if Cutler had won the election. I think it’s great that instead of skulking off to lick his wounds, he is still working to try to improve our political climate, governor or not. Partisan politics is severely impeding the progress that our country so desperately needs right now. Kudos to Cutler for trying to do something about it.

Eliot Cutler is a flaming liberal Democrat who pretended to shed his stripes to win the governorship.  Fortunately his deceit didn’t work.  Don’t be fooled.  If it’s coming from Cutler, it’s really about “Americans Electing a Liberal,” and preferably a Democrat. As for me, the Democrats have done enough damage and I’m voting Republican next time.

Eliot is a socialist liberal who was scared to run against Liberal Mitchell in the Democrat Primary.  As an Independent it angers me folks like Angus King, Cutler and the Late Jim Longley claim they are independents.  When they are nothing but Liberals who don’t run in the Dem Primary because they knew they had zero chance of winning.  The sad fact this drama queen won’t leave he is thinking about running again in 2014 against LePage do us a favor Eliot go away please.

            recognized parties and insist that they not be described as a party.

            Power is to be in the hands of individual Americans just as
            the founders gifted us. Individual tea partiers now assert their individual
            voices, in whatever way they choose, refusing to be identified by any group
            unless if by their own choice.

            Any politician in this environment who chooses to create a
            party with the stinking political purpose of ring-leading warm bodies they can
            bus to voting booths reeks of transparent power mongering.

He is no Independent he is a Liberal Democrat who runs away from being a Democrat because he couldn’t beat Liberal Mitchell in the Democrat Primary.  If you scared and know that you can’t beat Libby Mitchell for crying out loud in a primary you have no business being in politics period.   Eliot Cutler has had his time in the spotlight and he failed.   Barbara Merrill and Rosa Scarcelli are the ones that Liberals, Blue Dog Dems, Moderate Republicans , Greens and some Independents who don’t like LePage should be pressing to run in 2014.  Bringing back old Democrats like Cutler, Mitchell who are both old , stale and has  personalities that is like watching paint dry LePage will win hands down.  That is the problem with Liberals they think continuing the same old failed agenda and with the old guard is going to regain the Blaine House  nearly 3 years from now they are fooling themselves.  They need to do a 360 and start with new fresh younger faces that energize people, they need to have a more conservative agenda fiscally, and socially as well if they are going to attract voters who are Independent, Moderate Republicans etc..  Because they will lose each and every time if they just attract their base of Democrats.

    2. Why can’t we just have a candidate who always acts in what they honestly believe is the best interest of the constituents and not put a label on EVERYTHING? I understand that the human mind likes classification, but the idea of Democrat/Republican and liberal/conservative is something that we have created ourselves. By the way, IT IS NOT WORKING. Maybe if these candidates were marketed as hybrids they would be able to get elected, that’s a hot buzz word right now.

    1. I would like to see a worthy candidate. I don’t really like any of the ones in the running so far. Can’t we be presented with someone who supports gay rights AND is fiscally responsible? I used to call myself a republican, but I can’t stand the way they put down gays, as though they aren’t human and don’t deserve the same rights as everyone else. I served in the military, and I didn’t take an oath to put my life on the line for a country that treats some citizens like they aren’t as worthy as others. Also, when my income went down and debt went up, our household had to cut back on the spending. Simple as that. Why can’t our elected leaders figure that one out?

      I hear you – part of me is overwhelmed with the candidates who have been presented. I am also disappointed that I don’t think any of them are suitable for the position. We need fewer candidates of higher quality (I know, I know, and unicorns farting rainbows, but one can hope…).

No actually it’s because the Liberals thought Liberal Mitchell was the best candidate.  Independents got stuck with the wrong people like Cutler, Shawn Moody, Kevin Scott who were all awful candidates.  If Barbara Merrill ran again or even Rosa Scarcelli ran as an Independent I think they would have had the best shot to beat LePage.  Why because it would be hard to run against them and their records.   They have energy to attract young voters , they are beautiful women which could be hard to run against, both have a business background also good fiscal policy backgrounds too , which attracts conservatives and independents.  If folks like you want to defeat LePage you definitely need to have Merrill and Scarcelli get in as Independents.  Because the Democrats are going to nominate someone like  Emily Cain, Cynthia Dill,  Justin Alfond next time which will turn off alot of folks..

She was one of the folks who ran against Baldacci during his re-election in 2006 and she got 21% of the vote and was rising  late in the election.  Most feel if the election would have occured a couple of weeks later than when it did Baldacci would have lost.  Most wanted her to run 2 years ago, and Scarcelli as Independents (after Scarcelli lost in the primary)  because they felt they both would have beaten LePage easily.   She or Scarcelli either one or if not both of them should run in 2014 . They have better chance to energize the people especially younger voters, they also have better economic policies than Cutler.  Cutler has had his time it’s time for him to go back to being a lobbyist.

  5. Maine Liepage supporters will probably nominate him for president.. Imagine the turmoil the country would be in then..
     I can hear him now telling the other nations to kiss his butt and we getting bombed..

    1. I love it… too funny!  But really… you call these people supporters? I think the word  disciples better describes them.  I can honestly say that LePage’s legacy for me will be quite a few real firsts… he was the first to shock me with his casual use of inappropriate profanity, he was the first to shock me with his childish, bullying behaviors – like snatching the mural in the middle of the night and hiding it… yeah, there is a lot to remember LePage for but unfortunately for him this country does not need a comedy act for President – we need a real person, with real common sense, real ability to comprehend, willing to accept that listening when wiser people speak might have it’s virtues rather than taking a teen-age attitude of “my way or the highway” etc… 

      I’m not so sure more options is the answer – that is how we ended up with LePage.  The vote became so divided so and so diluted that a small percentage of citizens were able to elect a totally incompetent Governor.  That’s always the problem with too many choices so I don’t think this group has thought this out very well because electing leaders by a small percentage can get this country into real trouble… worse than it already has been.  There is no better example than LePage… a national embarrassment.

  7. When I was approached to sign Americans Elect’s petition, they lost me when they said that whoever the candidate was, the running mate would have to be from another party. Where is the choice in that?

  8. Cutler, in case anyone has forgotten the recent Kathadin Loghome deal, is pushing more economic development thru China. Yeah, real smart. They have the bond’s and the Treasury debt for the foreseeable future, they are sucking every dollar of business R&D money right outta’ the country, they manipiulate their currency to a ridiculously low level to keep their exports cheaper than our’s and are, as we speak, buying every drop of Iranian oil they can get their hands, using our loan interest money no less. Now I may not be the sharpest pencil in the box but am I the only one that see’s something fundamentally wrong here ? And Cutler espouses himself ad ‘An Independent’. Independent of what, common sense ? Where is Barbara Merrill ?

Not to be rude, but we the people of the United States of America hold over half of our own debt.  China happens to be the largest country holder.  I am not a big China fan, but they have raised the value of their currency in the past few years, albeit not a ton but they are making progress.  Last I checked they also agreed to buy less oil from Iran, but they are still buying a lot from them.

      Yes, Elliot Cutler does do business in China….not sure who you support, but if it is Lepage, where did he get all of his money from for his candidacy, oh wait, the Koch brothers, and wait where did they just get ALOT of money from, wait for it….wait for it…..IRAN!!!

      1. Sir, the Chinese are buying oil from Iran, Venezuela, Indonesia and any other country that will take their money. And Iran is so short of refined product that they are IMPORTING GASOLINE BY THE TANKERLOAD. The Chinese are running their refinery’s 24/7 and they don’t give a hoot who’s raw crude they refine. Start reading the out-of-country media and see just what shape Iran’s economy is in. Ammeny’ is sitting on a time bomb and is running around trying to find a way to keep it from going off. Given his recent trip to Caracas and Havana, it’s not too tough to see where he’s looking.

        The only real question is a simple one. Who get’s him first; The religious mullah’s, if he starts going Western to keep the oil going for his country’s economy and political stability, or , the up and coming middle class, who are sick of Ammeny and the mullah’s running Iran into the ground simply because Tehran wants a ‘pooping’ contest with Washington. Either way, Tehran is fast running out of time to make a decision and let everyone in on it. The sooner, the better, for everyone. Oh, and the currency manipulation ? They are using the interest we pay on the Treasury bill’s they hold as leverage when it comes time to negotiate currency value’s. Everytime those T-Bill’s come around for renewal, watch the Chinese Yuan’s value move aganist the US Dollar. An at the same time, check on their gold reserves and their value against other country’s. A dirty little secret is brewing. And the sooner the currency manipulation is put to a stop the better. Of course the whole thing could be settled in 60 days. Just have Obama announce that the US Treasury is going to go back on the fixed gold standard. Watch the fireworks, the panic and then the sudden slowdown and stability of the world’s economy’s as sanity reasserts itself. Long overdue and way past time to be done, and I’m not even a Ron Paul guy !

        1. The gold standard is such a joke.  We had to leave in almost a half a decade ago because we don’t have enough gold reserve.  Going off the gold standard was one of the keys to having such a productive economy, that was such a financially constraining system.  

          Beyond that gold is just another metal, the only value it has is what traders deem it to be, it has no “real” value, it has very little production value anymore because the price went so high and they found other metals that do just as well or good enough, sometimes better.

  9. Everybody has always claimed anecdotally that there is no difference between the Republican and Democrat parties, right? Why is that different now? Could it possibly be that Cutler now believes he can ride a non-existant two party political system to a virtuous third party win? Can’t wait for Presidential Idol to be dumped every Friday news night.

    Just what we need…more now-you-see-it, now-you-don’t-sons -of spam politians claiming the distinction of an a-political platform that everybody will know doesn’t exist.
