BREWER, Maine — A local Park Street resident with a protection order against a Bangor man called police on Tuesday evening when he showed up in Brewer and started removing items, Brewer police Capt. Jason Moffitt said.
Jacob Warman, 25, got upset when police arrived at around 6:20 p.m. and found him “trying to remove a trailer from the property,” the police captain said.
He was verbally abusive at first, but the situation quickly turned physical, Moffitt said.
The protection order bars Warman from being on the property or having contact with the complainant. When Officer Liz Kelley tried to arrest Warman he resisted and she and Cpl. Levi Sewall had to take him to the ground, the police captain said.
Warman kicked Sewall in the chest while the officers were taking him to the police cruiser and he was then placed in leg shackles for his trip to Penobscot County Jail in Bangor, Moffitt said.
He was charged with felony assault on a police officer, as well as violating a protection order, refusing to submit to arrest, refusing to sign a summons and two counts of violating his bail conditions.
Warman has been convicted of several crimes, including assault, criminal mischief and theft, during the last five years, according to prior court listings printed in the Bangor Daily News. (Nok-Noi Ricker, BDN)

Handsome fella, how could this happen?
One of these guys is scary enough. The Bangor Brewer area has an army of these habitual offenders. Seriously- if all of these guys got together in a parking lot and got organized they’d own the area. You’d have to call in the National Guard to get rid of them.
I hope they all do gather in a parking lot and a car “mistakenly” runs them all over.
Can I drive the car?
im suprised that liz kelly didnt smell mary j . she is famous for that
you mean liz kelly didnt smell pot. lol
Imagine being a cop and having to deal with this kind of trash all day every day. It is time that our legislature starts to make laws with some teeth. And it is time that our courts stopped treating these punks with kid gloves. We need to start putting these mutts in jail. Oh I know that will get the “oh my precious tax dollars” crowd all up in arms, but this has to stop. We often hear prosecutors talking about “sending a message”. How about this message, “BREAK THE LAW AND YOU GO TO JAIL”, do not pass go, do not collect $100, no warm and fuzzy treatment. Bring back real jail, the kind without 24/7 cable TV and gyms and instituting chain gangs. In Florida and other States County and State prisoners work. Some on prison farms growing food for use in the jails and prisons, others doing roadside maintenance. Maybe if these mutts had to spend all day every day shoveling snow, pushing a manually powered lawn mower or cutting brush along the sides of our roads for a few months they just might think twice before pulling their crap.
It’s not the legislature. It’s the local police who fail to enforce laws any more. It’ the namby pamby judges who are told not to put these people in jail because there is not enough room. Gee, most of them sleep together anyway so why not put 3 or 4 to a room and keep everyone happy.
Perhaps we could just incarcerate the entire population,
What’s your cure?
Mine would be to shut off his welfare check.
I’m opposed to welfare the way it is currently distributed, BUT I have to ask where in this story does it say ANYTHING about this guy or anyone else being on welfare?
One poster above said the guy has made $100 k selling bath salts, why bother with a $375 a month State check?
Odds are that this guy is on some sort of entitlement program.
…and if he’s not? The fact that you don’t know if he’s collecting checks, indicates to me that this is not relevant to this story.
Nearly every story of some poor derelict loser being arested (usually numerous times) for criminal activity can be tied to a lack of self worth.
That lack of self worth is incubated and fostered from childhood and beyond by a welfare system that allows people to survive without actually feeling the pride of doing it for themselves.
This welfare system also gives these poor souls the time to get themselves into trouble while the ones that do support themselves are far too busy working and trying to make something of themselves.
Restrict the ease of living on the dole, and you will see a drastic reduction in this type of crime, as well as the importation of criminals from other states.
Exactly…
I didnt see where the story said he was on welfare?? If you want to demonize people, at least be accurate. Please and thank you.
So he could rob you instead?
HELLO!!!! There is no cure for crime. Maybe you didnt know this but we do not live in a utopia. Crime is as old as humanity.
There is a cure for crime. We found it in Massachusetts in the late 1970’s when we dropped the crime rate in Worcester’s notorious Main South district by 50 % in three years. The cure is to saturate crime ridden neighborhoods with young compassionate child-care workers who keep children busy during the crime-prone years.
In 1979,we got a new governor who eliminated the program, and built more secure detention centers for children.
Read my post again. Unless you have been around for 235 years and are
the only person supporting our prison system I did not call YOU
anything. I do believe that our society (which includes me and all my friends and family) is somewhat off the sanity track.
We have allowed government to militarize our domestic police forces (I
believe in violation of constitutional law) fill our prisons with drug
users, and abolish the fourth amendment to our Federal Constitution. We
lock up more people than any other Nation, and still have more
incidences of reported crime that nations with fewer prisoners.
Almost half the prison population has had some out of home living
situation when they were children. The best predictor of adult
incarceration is a childhood spent in Foster care.
With over 7 Billion people on the planet, we are not going to be able to allow infinite, indiscriminate, procreation. At some point in time society will be forced to decide who can have children and who can not.
Yeah, this post will p!ss off the xtians, BUT it’s reality, and it’s coming to a neighborhood near you.
Well said.
We have more people in jail than any Nation on earth. The truth is that not only does jail not work, it creates better criminals.
The definition of insanity is doing the same thing over and over, and expecting different results.
Thank you Harry for basically calling me insane. What is your solution to the problem then?

Just being a resident of Bangor and trying to stay away from people like that is hard. On a daily basis. I no longer like Bangor.
They must have missed the bath salts
thats what i was thinking
yea i agree the guy was out of line but these cops should have a evaluation done on themselves it seems to me they overreact often and push peoples buttons then the people turn.. i have seen this first hand over the years.most brewer police are made up of unfit young men that i believe enjoy a four or more on one fight . and never do you hear how they talked something bad into something good because they overreact first .further more i believe the brewer police should have to summit to regular drug tests., many display symptoms of drug use the same symptoms they use on us for what they call probable cause
A lot of cops over react. You might even say assult some people that are not under arrest. I have seen it been thier but you never seem to see a cop get arrested for assault even off duty.
Police should have to take human relations 101 learn from some mental heath experts how to talk to people before they just forcefully retain someone.
Ya,The Police need to learn to spend some time finding out what the real reason for the misbehavior is, using a nice soothing voice, then a long hug. Works every time (before they taze the dirtbags and haul them off to where they belong).
Obviously the Bangor-Brewer area has a problem with delinquent police officers. They don’t have nearly enough to worry about in this area that they have to start beef with every innocent junky just trying to peacefully stroll the streets.
How about this guy broke the law and was arrested. Funny how we look to blame the cops, he wasn’t supposed to be on the property case closed
The thing about this guy is, he has been suspected of being one of the largest bath salts dealers in the area for the past year. He has bragged about making well over 100,000 dollars from it. He is a guy that belongs where he is… in jail.
yeah in jail while our dollars feed, clothe, and give shelter to this loser. Why not just pay for him to go to rehab
Better yet let’s just leave him out on the streets, where he can continue to victimize the public. He has been doing so since he was a child. Every dead beat that has already been let off the hook many times before and has never taken the blame for any of his numerous screw up deserves another chance.
how about you reread and see that i do not agree with what he did he did not need to get attacked by brewers finest
