WARREN, Maine — The planning board held off a decision Thursday on whether to approve a plan for a methadone clinic off Route 1.

The attorney for CRC Health Group, which has been working since the fall of 2010 to place a methadone clinic in Warren, pointed out after the board meeting that CRC must decide by Feb. 13 whether to accept a negotiated settlement with the town or to pursue a federal civil rights lawsuit.

“It’s a continual moving target,” CRC attorney Walter McKee said about what the town is seeking from the company.

The board agreed to continue the meeting until 7 p.m. Thursday, March 1, at the Warren Baptist Church on Main Street to allow time to get more information on a traffic impact study for the proposed clinic that would be located at a building owned by Robert Emery at 1767 Atlantic Highway (Route 1) near the intersection with Short Street.

The planning board also noted that it must wait for a resolution of CRC’s application with the Warren Sanitary District. The district has asked for an engineering study to determine the impact on its lagoon sewer system.

The town reached a tentative settlement with CRC last year in which the insurance company would pay CRC $320,000. CRC had claimed that the town’s refusal to approve the project and imposition of a moratorium violated the Americans With Disabilities Act by discriminating against people with addictions.

The settlement called for the town to act on the application within 90 days of the completed application being filed. The application was filed Dec. 15. But McKeen noted there is also a deadline by the federal court on whether the settlement will be accepted.

McKee said he would consult with CRC before Monday, when that deadline arrives.

  2. So not approving an application for a methadone clinic to be put in your town can somehow lead to the town being sued for civil rights violations? Really?
     
    Warren already has a prison. Maybe they will have a methadone clinic. After that they only need a full nudity strip club along with half a dozen liqour stores.  Otherwise peoples civil rights to the pursuit of happiness might be infringed upon.

    Was the Americans with Disabilities Act created with the idea that people who abuse illegal drugs like heroin have the Civil Right to access a convenient methadone clinic?

  3. Methadone clinics are so corrupt they get paid more money for higher doses. They have no real desire to get people off methadone because they would loose thier paychecks. Drug addiction is bad but have you ever seen what methadone does to people. Its like Having a guy drink a 12 pack a beer a day taking it away and giving him a half gallon a vodka day and say drink it all up next week we will give you a whole gallon a day. It destroys people lives and families. How good a worker or parent can you be when you take a 160 milligrams a day. At least when someone is taking street drugs they get chances to sober up(times they can not find drugs). Does it help some people? maybe. Does it hurt some people a lot more? Yes.

  4. The thing is that the federal law is on the clinic’s side and this is going to cost the taxpayers more money most can’t afford. Sad day for America when people with Cancer, heart diseaqse and diabetes can’t get help, yet drug addicts can :( What about our civil rights? How much would closing the clinics close the gap at DHHS?  Show us the numbers.

Somebody was going to have to pay for it.  Did you imagine the tooth fairy would foot the bill.  The reason the State and Federal government are involved is because it was felt they had the resources to deal with the problem and the clout to make sure local authorities didn’t evade a share of the responsibility in the effort.  Good thing huh?  What I’m hearing from you is a statement that your civil rights to turn your back on your brothers and sisters, sons and daughters,  spouses, and friends is what makes this country great and to do otherwise is a “sad day”  You need to trot down to your local elementary school and address the civics class with that. Be sure to complain that you can’t seem to ignore drug addiction like you can all the other diseases and disease ridden of America.   This country is supposed to be better than “show us the numbers.”

    Its a sad day for America when you  wrap yourself in a flag composed of disease suffered by Americans without specific intervention, to cure or alleviate, and then decry the fact that drug addicts can get some measure of help.  This addiction strikes your fellow citizens  from Maine not  Mars.  Is less help better than more?  Are you opposed to all clinics or just clinics in Warren? For sure, in this instance, the martyr  complex of a nimby can never be mistaken for the golden rule.
