WEST BATH, Maine — A sex offender from Massachusetts with a history of sexually assaulting children is behind bars after a student’s grandfather reported his car parked outside an elementary school.
The Sagadahoc County Sheriff’s Department says 58-year-old John Rosa, of Lexington, Mass., was arrested Thursday in West Bath on a fugitive from justice warrant and on suspicion of violating conditions of release.
Investigators tell The Portland Press Herald that Rosa was convicted in 1980, 1988 and 2002 of indecent assault and battery on a child under 14.
Officials say the grandfather called police after spotting and then questioning Rosa outside the West Bath Elementary School. The grandfather became suspicious when Rosa said he was looking for the local courthouse, which he had to have driven past to get to the school.

See, Sex offenders should never be released,He was convicted 3 times.Rehabilitation works good now doesn’t it?
Huge waste of tax payer money. Doesn’t work on sex offenders, doesn’t work on oxy heads. I’d much rather my money went to pay for jail instead of coddling these losers.
If Maine had volunteer civilian police review board with subpoena powers
the Maine criminal justice system would be monitored and held accountable, eh?
Prisons only benefit the people running them.
Prisons have a 75 % recidivism rate.
Is this why Maine taxpayers are spending $56,000.00 to keep 1
inmate in prison for 1 year?

OMG you can cut and paste! You seem to be doing better now. Anyway, what would you say about implementing a 3 Strikes and you’re Out Law to deal with offenders like this? I think it would at least end this ones continued crimes.
it would be another way to depopulate washington county ….heck milbridge would empty in 3 weeks
Hey! My Aunt lives in Washington County. She never commited a crime in her life. She is a sweet lady and would give the shirt off her back to anyone that asked for it.
As a Maine voter and taxpayer I am always concerned about how my tax dime is spent.
I see myself as the primary consumer of Maine’s criminal justice system.
My current energy is spent trying to implement the philosophy and practice of
Restorative Justice into our CJ system.
I am also active working to have Maine educators introduce a legal program into our
schools in grade 1-12 so that the curriculum taught would equip graduating seniors to pass the Maine Bar exam.
Another area of my time is spent making documentary films.
You can watch a recent film I helped shoot in 2002 8 months after 911
that details the evidence for the FBI and other government/corporate agencies
like Exxon Mobil creating 911 for the oil in Iraq. Google 911 PRESS FOR TRUTH YOUTUBE
watch the 84 minute version
We are currently working to bring Oklahoma City filmaker Chris Emory
to screen his new film A NOBLE LIE which convicts the FBI of creating the Oklahoma City bombing
In my best Adlai Stevenson voice “Don’t wait for the translator, Just answer the question!’
I asked for your thoughts about the “Three Strikes Law” (you can google it)
What if the kids do not want to take the Maine Bar Exam? Or do we not give them the choice, do we just make it mandatory?
Sounds like a good reason to bring back the death penalty to me.
Kudos and thanks for the granddad for getting involved!
Exactly what I was thinking. He sees something, he does something. Well done Sir!
Very astute grandfather. He saved a child or children from the hands of this molester.
I hope I can be that grandfather when the time comes…good for him!!!
Great Jub Grand dad! Now lets, the bail bond guy will let him go for $50.00 and a large bag of kettle chips with sea salt. But really, I hope he gets to stay in jail this time, and what was he doing at this school, it a little far away from his home. Should he take one of those children, there are a lot of miles between here and his home. Lets just keep him here………for ever!
send him back to Mass. he will only be doing this for the rest of his life. Great job by the grandfather. They need to keep these guys locked up after a VERY long sentence.
He is a repeat offender and the fact is that there are certain people who can’t be rehabilitated!! I would think even the idiots who keep setting him free could eventually figure that out!! Maybe not, because stupid can’t be fixed!!!
You might want to look at the people who are rehabilitating him as well as look at the electronic cesspool environment he is kept in 24/7 for years at a time where the only role models he has for dealing with stress are murderers, rapists, arsonists, bank robbers, pedophiles.etc
Yea I know you are going to say “what about Goldman Sachs perps?” any at the MSP?
Nope.
If you go to copwatchdotnet and check out their forums scroll down to law enforcement sex
offenders where there is a partial list of jail guards arrested for rape and dealing drugs over 300 pages long.
These are the people who are running our prison system funded by your tax dime at a cost of $56,000.00 for each inmate for 1 year.
An inmate who serves a 10 year sentence costs you $560,000.00
75 percent of inmates return to prison after they are released.
chump change for a chump Maine taxpayer,eh?
When it come to child molesters, rapist, drug dealers and violent offenders in general I believe in the three strike rule! Three strikes and you’re out of air to breathe!!
any reason you left out Goldman Sachs and Susan Collins?
Maybe because it’s not really pertinent to this story? Why is it every time BDN has a story about a criminal – in any form – someone tries to belittle the criminal activity by bringing up dirty LEOs? This story isn’t about Goldman Sachs, Susan Collins, or copwatchdotnet; it’s about one recidivist pedophile that has been caught once again.
Sounds like a good argument to bring back the death penalty to me.
Lol Never mind ….. I know you wouldn’t … But did you get to read my request of your thoughts on the 3Strike Law?
Yea- just what I expect from a perp like you to LOL
after reading about kids being sexually abused by FBI agents.
Get a life, eh?
Perp? Uh Ohh you caught me! I have a life and it’s congruent to, unlike some…
What about kids being sexually abused by clergy, doctors, teachers, youth counselors, parents, relatives, friends of the family, strangers, activists, mechanics, pizza delivery guys, babysitters, truck drivers and any other profession you can think of?
Great job by grandpa. I must admit, I would have just probably given the guy directions to the courthouse and walked away. But he is a perfect example of why the Registry is overloaded. This is a man who tuly needs to be on it, and monitored by the police. If they didn’t have to spend so much time and resources monitoring a guy who had sex with his 15 year old GF, or the guy who peed in the bushes, things like this wouldn’t happen.
I got news for ya..the system isnt monitoring anyone, its a song and dance..until the “system” can determine who needs a needle stuck in their arms and who doesnt? Consider them all dangerous and likely to re-offend. Liars can figure figures dont lie..Romeos are coming off the registry everyday..and we are no longer prosecuting for it. Wayno is attempting to “back-door” you into thinking the registry is loaded with Romeos, thats just not true.
It sounds like maybe you need a needle. Something full of valium might be helpful. And your right, figures don’t lie, which is why less than %5 of sex-offenders ever reoffend.
Please site your refrences….
“Incest offenders ranged between 4 and 10
percent.
Rapists ranged between 7 and 35
percent.
Child molesters with female victims ranged
between 10 and 29 percent.
Child molesters with male victims ranged
between 13 and 40 percent.
Exhibitionists ranged between 41 and 71
percent. ” taken from http://www.csom.org (center for sex offender management)
It’s not a stretch this freak was trolling for OUR KIDS, one more released freak out to victimize another child another family. We wake up everyday and read about these guys. At some point the public needs to wrap their head around the fact the Judical in this country reacts to budget, not the communitie’s safety. Take back our streets! Take them back anyway you need too!
$56,000.00 to keep 1 perp in the Maine State prison for 1 year. You can send a person to Harvard for $40,000,00 !
Sounds like Valerie works as a prison guard at the MSP workfare program for unemployable Iraq vets with PTSD.
The moonbats at the bat house in Augusta have sunk big bucks into the black hole called the criminal justice system without creating standards of performance for the Maine taxpayer to evaluate how their tax dime is spent.
I have no problem with Maine taxpayers taking back their streets. The problem is they have never owned the streets. The inmates have been running the asylum and owning our streets.
Time for us to take control of the CJ system away from the military .
There is a glaring map of his assaults, convictions and incarcerations. He stalks, steals and strikes at what is most dear to us all. It appears to me that he has singled out at least three children, stolen them away and attacks them. Isn’t there some kind of a 3 strikes your are out, or is that only for felonies? Please tell me what kind of a crime this is. I can’t believe the molestation of children is not a one strike crime!
(And grandparents sure do rock!)
Always good to hear your views on the treatment of sex offenders Dr Scratch I bet you worked at one of Sweden’s Treatment Centers for Sex Offenders I remember their naming several treatment milieu’s after you. One is called Scratch;s RACK and the other was Scratch’s HOT POKERS, eh?
see http://www.sexual-offender-treatment.org/88.html
I sorry mfresh but I’m not that guy. Not a doc, not a counselor nor am Ian employee at a spa. Finally you are so far away from what scratch really means. I just came to read comment and leave.
psst: she’s a little off kilter.
hey Grampy there’s a empty house across the street from my kid’s school, you feel like a move? I’ll help ya pack…..
I will say there are varied results for reoffending…..but I don’t think I saw any that were as low as 5% across the board…..You also have to remember, the perv only gets caught IF the victim talks, and considering that most estimates out there say that large numbers of rape/sexual assaults go unreported, it may be that these guys aren’t getting caught – not that they are not committing crimes….
Sorry this was in response to ‘Wayno’, for some reason it didn’t post in the right spot…
You are absolutely correct about that Amanada. see
http://www.rainn.org/get-information/statistics/reporting-rates
There is a reason the FBI Uniform Crime Reports are called the Uniform Crap Reports, eh?
Those rapes/pedophilia that do get reported and convictions are made
usually see the perp warehoused for a couple of years hitting the street
on parole as a more vicious and competent criminal.
Yea this is funded by your tax dime at a cost of $56,000.00
to house 1 rapist for 1 year in the Maine State Prison.
see http://www.vera.org/files/price-of-prisons-maine-fact-sheet.pdf
The moonbats in Augusta have 0 standards of performance to judge
Maine’s Criminal Justice system.
That is why I am suggesting we create a volunteer civilian review board
with subpoena powers to set and enforce standards upon the people running the
criminal justice system.
We own the system yet have no say in how it is run, absolutely unbelievable.
