HOWLAND, Maine — Frustrated, angry and sometimes fearful residents turned out in force Tuesday night to air concerns about the recent vicious assault, burglaries, drug activity and juvenile problems in Howland.
About 200 residents packed into the Hichborn Middle School gymnasium for a meeting that had to be moved from the town office because there wasn’t enough room.
The meeting was scheduled in response to local outrage over a brutal Aug. 17 assault that left two men, ages 30 and 31, with facial fractures, broken ribs and missing teeth.
Brandon T. Summerson, 21, of Enfield; Howland brothers John T. McKinnon, 21, and Henry R. McKinnon, 27; and Charles W. Gardner, 20, also of Howland, each were charged with two counts of aggravated assault in connection with the incident.
State police said in an affidavit that the fight started over money used to buy beer instead of drugs.
The Bangor Daily News is not identifying the injured men because they are apparent victims in the assault and have not been charged with any crimes.
But on Tuesday, few residents talked directly about the assault. Most were concerned about the apparent drug activity that led up to the attack, protecting their properties, and the behavior of juveniles in town.
Early in the meeting, Penobscot County Sheriff Glenn Ross clarified situations in which use of deadly force by a resident would be considered legal. Ross said he had received several questions from people in town about when it would be OK to shoot an intruder in their home or garage.
Ross said deadly force is allowed when the individual’s life is threatened or an intruder enters the home and the person has been warned to leave, but garages don’t count as living quarters.
Some residents said they wouldn’t hesitate to defend their property if it was threatened.
Resident Jay Nadeau said deadly force rules might not prevent him from putting a “slug of birdshot into someone’s leg” if they were doing damage to his property.
“I think part of the problem is that everybody feels afraid,” Howland resident Marisa LeBlanc said.
Many residents said they were “fed up” with individuals like those involved in the assault, who they say have caused drug and crime problems in the community for years.
Others were frustrated with youths who ride skateboards recklessly in the streets, staying out late and making noise late into the night and early in the morning. The youths and individuals residents blame for drug problems and disturbances in town were frequently referred to as “little punks” during the meeting.
Some locals criticized police for not patrolling frequently enough in the area and not taking action when crimes are reported. State police and the Sheriff’s Department share coverage of the area.
Ross said that Penobscot County is divided into six zones from Patten to Dixmont. Coverage of those zones is split evenly between the Sheriff’s Department and state police, who rotate which three zones they cover periodically.
Maine State Police Lt. Wesley D. Hussey, commander of the Orono barracks, also attended the meeting.
State police and Sheriff’s Department personnel have checked in on the two brothers involved in the fight at least three times since they posted $10,000 cash bail on Aug. 20, according to Ross and Hussey. Under the terms of their release, the brothers must submit to random searches and police checks.
Police said they had received tips that the brothers might have been together or been out past their curfew, both of which are violations of their bail conditions. Police followed up on those tips and found that the brothers were in compliance with the terms of their release.
“We are going to keep up the pressure on them to make sure they stay that way,” Hussey said.
Several residents, including LeBlanc, said they understood it was difficult for the state police and Sheriff’s Department to cover such a large area with limited resources and that it was up to people in town to do their part to find solutions.
“You obviously can’t be in every place at every time,” LeBlanc said to Ross and Hussey. “It takes us as citizens to work together to get these punks under control.”
Locals offered several possible solutions to the problems with crime, including starting a neighborhood watch, hiring a part-time constable and even establishing a curfew or starting community programs to give children something to do.
One message that was repeated frequently: If a resident sees a crime or problem, they should report it.
The town will discuss the potential for establishing a curfew, as well as other options, during the next selectmen’s meeting.

I’ve always heard Howland referred to as Howlin Howland, not from drugs but from alcohol.
This issue is about alcohol and theft of money and a brutal assult. there were no drugs this time.
Punks are developed by poor parenting more often than not. They are allowed to behave badly not just by the parents but EVERYONE (including the cops and courts) making lame excuses and letting them get away with it…this time and next time oh and the time after that and least we forget every time.
There is nothing to do in this town, there are few businesses, The town has been dying for decades. I think it’s time for people to put their heads together and donate time teaching these kids something else to do.

If it were me and I almost killed 2 guys cause I was a drunk redneck I’d say the same thing knowing about the drug problem of late (not really new there’s always been drugs, but they didn’t use to be made of arsenic or other rat posion), makes people think I was “protecting them from those awful drug user, yeah I was justified.”

have you tried to hire a kid? they don’t want to work, they don’t need to work, their parents hand them what ever they want, and if that’s not enough they just steal what they need. the drugs are an issue but nothing like the poor parenting issue. these kids have phones that are worth more then any other item they have, who’s paying for the plan? who bought the phone? who comes up with excuses and reasons why they aren’t working or earning anything at all? i’ve said all along,, the parents of these punks are just as guilty and they should be charged as well. that’s how you fix it, it’s basically pretty simple.

It is not the responsibility of the Town to keep these “kids” busy it is the parents job. I remember even though its a long time ago we I was a kid I did not have the time or energy to stay out till the wee hours. By the time chores where done and some hard outside playing was done I was ready for bed, not to mention if I didn’t tow the line there would be you know what to pay—. Times have changed for sure, but lets not pass the buck to the town or government more likely than not the parents are themselves contributing to the problem by not parenting. Children learn what they live and the parents before them its a spiral and it started quite a long time ago.

This community, like so many others, ignored its problems until they had no choice but to have this meeting. As is typical, there will be a lot of complaining and very little action. Why? Because these people don’t care about these kids, they care that they couldn’t hear 2 seconds of Jeopardy due to a squeeling tire, which they automatically blamed on a teenager.
P.S. To the old people, Skateboarders are not little demons. Think about it this way, the way your parent reacted to Elvis is the same way you are reacting to skateboarders. Yes, you have turned into your parents. Shame on you, most of you are former hippies and should know better.

Ya know, after watching this video and reading some of these comments, I like the way people think in Howland. I am sad to say that I don’t think I have ever been to this town. Based on this video and comments I really think I am missing out. These people in the video and posting on this site ( for the most part) seem like good, hard working Mainers with pride and integrity. They seem to really want to keep their town safe which is more than I can say for many. I think I will grab the wife and head up there this weekend for a little stroll, maybe check out some real estate. Anybody suggest a good place to grab a bite to eat while there?

i was at this meeting and there were too many complaints about petty things such as people squealing tires and skateboarding in the roads and such. people complaining about the police not doing enough and how kids are out too late at night . well the police cant be in howland 24 hours a day. they do have other areas to cover. howland isnt the only town in the area with crime, i just personally felt like this meeting was just a complaint session. a few people did have some good ideas, but ubtil everyone gets proactive nothing will change. but to slam the police who were there to listen and help was ridiculous. the sherriff stated at the beginning that they would discuss statistics of different crime activity in the area but never even got to state any of it because people wouldnt stop talking about the same things over and over again. this is just how i felt about how the meeting went. it was at least a first step and i hope the next one is a little more productive.
Hopefully cooler heads will prevail in the long run. The town leaders need to step in and address these concerns. I wish the best for the towns people and hope they can set a example for others to follow. Good first step though.

Right on Oliver…you said it correctly, too many petty complaints. It is impossible to have police on each street. I understand people are frustrated, scared and upset. Parents are not always to blame. Many cases, yes. They enable their kids day after day. You have to start at home making an example of yourself. You have to be firm, tough, communicate. When the going gets tough then the parents get tougher. My son threatened to move out during his senior year because he was sick and tired of the rules and regulations. We as parents didn’t know anything, we were bad people. The last argument we had he threatened again. I grabbed two suit cases packed his clothes and through them on the front lawn. I told him he was free to go and maybe he could find a better place to live. Guess what….he hung his head, sat on the suit case for a long time before he came back in and apologized. No one should take abuse from your children.
I don’t have all the answers. It is going to take time. Life is what you make it. This will eventually all blow over but the problem will still exist.

Well the system is working, they are surely getting plenty to eat up there. They always did say, you could always tell a Mainer, he would be leaning on something, got a new twist here leaning and talking, hand signals, all working fine. Praising law enforcement, this is not my usual stance, but somehow they seemed genuine here. Winter is coming, it will be alright up there, learn to shoot.

For reasons I can no longer remember, nocturnal prowling until the battery died or we ran out of gas and had to walk home was de rigueur at one time.

Community watches are a good idea (not Zimmerman style). Grab your camcorder and get the offensive one along with a plate# if possible, and upload it to the police or maybe even to a ‘wall of shame’ site.
A number of years ago, I think Diane Sawyer did a story on a neighborhood being over run by criminal activity. The local police wouldn’t or couldn’t follow up on complaints. A fed-up group of people in the neighborhood gathered with camcorders and a bull horn, walked through the streets confronting people and recording them. The police showed up to tell the citizens that they were endangering themselves and to stop. They persisted and the police would show up. The more the police were in the area, the more crime decreased. Just sayin’.
Good for them! There was a guy that got so fed up with hookers taking their johns to his neighborhood that he would sneak up on them and aim his camcorder at them. It took awhile, but they got the message! Citizens have much more effective tools than guns at their disposal to lose the undesirables…

Caps lock abuse is a growing problem in today’s society. When will this failing government take notice and step in to regulate usage!
I think the problems stem from a multiple number of things… When children are 4 and 5 years old they should get their kids involved in everything going!! If you are productive at a young age you grow up to learn to love after school activities.. My kids will be forced to participate! There will not be a quarter of the school year they aren’t involved in something.
Another problem is DHS! If a child gets a spank on the rear at a young age, often times they don’t need one when they are older. If you call the police because you have an unruly teen they often times tell you there is nothing they can do to help because of the loop holes in the system. They must commit the crime before anything can be done. Parents need to care where their kids are in order for anything to ever be peaceful! Talking to other parents etc when kids are going off with their friends.
If they would stop cutting sports etc. perhaps kids would be a little more productive. Instead they cut programs and kids have nothing more to do. Some parents can’t afford for their children to be involved. They should make it more affordable!
How many kids today have chores?? Kids used to have to help tend the gardens and mow the lawns and do dishes! Now it seems to be more the parents job in many homes! Teach kids what life is about at a young age and perhaps their wouldn’t be so many out of control! Teasing and bullying as well lead to drugs, alcohol and etc for acceptance. I for one have gone to school to preach my issues with bullying and the teachers all look at me like I have 6 heads! A problem?? Really? We don’t see that they are being teased… And when a child acts poorly what are the consequences? They are not bad enough so the kids never want to do what they did wrong again… Instead its cool to be the bad kid… Parents need to wake up and government needs to back away. Punish your children people! Make it bad enough so they suffer the consequences and want to be productive instead of unruly! Give them tasks which they must complete every day! Make a child busy so there is no time for negative behavior! I’m sorry but I don’t feel a skate park is the answer. It just gives teens a place to gather to be unproductive! There wouldn’t be adult supervision at these parks… When I was a teen it would have been the perfect place to get away from all adults and to get high!
I also think that parents working is a problem… When you bring a child into this world you must understand they are your top priority! Yes you have to work to support them but there has to be a balance. My husband works days I work nights. There are no babysitters involved. They will be taught our way and not taught in a daycare babysitter type of setting! Now a days kids go to daycare and are taught how society thinks they should be taught. Parents need to be involved in their kids lives for the kids to care about their lives….
Children do not need to be involved in every activity going to be happy and well behaved. In fact, there are plenty of studies that show that kids need downtime, time to play and time to relax at home. They do, however, need parental involvement and loving guidance. Also, I don’t understand how playing sports is “productive”. Character influencing and time consuming, yes, but being an athlete doesn’t create/produce anything. If you want your kids to be productive, teach them how to garden or encourage them to be young entrepreneurs.
Teasing and bullying doesn’t always lead to drugs. I know from experience.
I am not an athlete but sports can provide a positive outlet. Exercise releases neurochemicals
in the brain, such as endorphins and serotonin. Most (good) psychiatrists will recommend exercise before resorting to medications when treating depression and anxiety. Granted most athletes will never perform at a level that will support them financially but sports teaches people responsiblity, leaderships skills, team work……. It seems at one time Howland was well known for its athletes. When I was a kid the gym was open on the weekends. It was a tiny town but we had several vollyball and basketball teams. Neighborhood watches and increased patrols are good but that is not getting to the root of the problem. Keep the kids busy so they don’t
have time or energy to mess around. Find a way to motivate them. Start w/chores when they are young and compensate them – teach them that hard work pays off. PS. I know several young adults from Howland and they are very pleasant, trustworthy and hard working.
I agree. Howland was once well-known for athletics and it was a place people wanted to live. I used to spend summers in Howland with family sometimes and loved going to open gym. It gave us something positive to do during the summer when there wasn’t a lot going on. As I got older, I played against PVHS in sports and we always had a good time.
It’s sad to see how things decline, but I think that is the story everywhere and it’s great if the people that were at the meetings truly look for ways to change. The idea of keeping the gym open is great in my opinion. Maybe sports aren’t the answer for every kid, but hey you have to start somewhere!
Sorry, I didn’t mean to imply that sports weren’t a good outlet. For many, they are, but I disagree with forcing kids to be involved in every activity going. I only enjoyed one sport and am grateful my parents didn’t require that I participate in more. I chose to be in the band and do some other “geeky” things. I’m also glad that I had time to read, run, swim, garden and hangout with friends.

I lived, at one time, near Howland. One night, I was just about to go to bed when I noticed a bunch of these local punks approacing my property. My lights had just been turned off, but I watched through a window as they came onto my property and approached my truck. When they got near my truck and started to get ready to tip it over, I burst onto my deck with a baseball bat in hand, thumped it hard on the railing and shouted, “You m__ f___ers want to mess.” They took off in all directions and I gave chase, swinging my bat over my head and screaming at them some more. This incident never had to be repeated.

Personally it has nothing to do with being bored. It has to do with having respect for others and their things. We grew up in a small town, and there wasn’t anything to do, but let me tell you if we were caught stealing, smoking, drinking, our butts would have been handed to us. We knew it and we didn’t cross the line. Sure we had fun and we did things we weren’t supposed to, but we always lived with the “fear” that if we got caught no police or court was going to give us anything compared to what my father was going to give us. I agree with a lot of these comments. Parents have become friends.. That doesn’t work. Sorry. Kids need structure, guidance, and discipline. We have been victim to these hoodlums. Our camp very near Howland has been broken into and everything of value stolen. I am sure it was to support someones habit. We will never see that stuff back, but I can guarantee you.. Yup…I was lucky to grow up in a small town in NH in the 1940s and 1950s….Little kids could walk across town without fear…We knew the teachers and they all worked hard for us…I remember going into a variety store and the clerk wanted to know who I was taking to the prom…LOL….Everyone knew and cared about each other…..Those were good days..Nothing is perfect..But those were good days.

What good is a curfew is there is nobody there to enforce it? Then, will the authorities actually push it to the DA to bring it to court.
As the police informed the town last night, a curfew is an ordinence (sp?) not a law… apparently the DA doesn’t pursue these things, it is up to the town to hire lawyers and go after the people themselves… lots of pieces to the puzzle and lots of money to make it all work.
To all who say “lock up the drug dealers”: We’ve been trying that for almost a century. We escalated the effort to a “war” almost a half century ago. By any objective measure the effort has failed – drugs are cheaper, purer and more readily available than when we started. Oh, and in the process, we’ve hypocritically turned the world’s Beacon of Freedom into the world’s Largest Prison Nation. America now has more people in prison than the world’s most populated nation – totalitarian China.

Out of wedlock births near 50% of the white population. The rate for minorities is catastrophic—in the 70’s. In Maine, over 60 percent of the children are born into poverty–often with AWOL fathers and mothers who present numerous dependency issues–addiction, illiteracy, etc. Our high school dropout rate is over 20%, while a significant portion of graduates are functionally illiterate. Somehow, as a culture, we need to talk about the benefits of marriage and commitment–for straight and gay couples, alike. Common courtesy, respect for others and developing a sense of individual responsibility must be folded into the school curricula. Our present path of absent parents and “do your own thing” relativism is sure to cause us to cleave further into the haves and have nots, forcing us to bolt our doors in gated communites.

As a resident of Maine…. I find it disturbing that with
all the current news and events about
the crime that is going on threw out the state that these good citizens in
these good towns blame an individual family for the problems at hand when in
reality it us as a society that voted for the children today to be protected
from discipline. 30 years ago you were allowed to discipline your children…
children today threaten us today with DHS also threaten us with the police and
how do they believe the children with the corruption of law enforcement and DHS
their children get away with a lot of stuff… this is short but sweet these
are your tax dollars that protect these children that allow them to do what
they want so don’t point the finger to just one family without looking at your
wallet and purse and look into the mirror when you point the finger you are
blaming yourself….

I think the Town of Howland should put up SURVEILLANCE CAMERAS , locating them places the the kids hang out at. Perhaps having a neighbor hood watch program would be good , I like that idea.My most concern is listening to the residents they complain about the kids , we were once a kid our self, If we want respect form them we should give them respect , work with them , ask them what their needs are. Maybe if they were given a chance in life, things might just change for the better.
I know there isn’t much to do in Howland, it’s up to you folks that lives there to help make a better community .
The bottom line is if the Town works together ! maybe , just maybe someone will bring in industry and jobs.

Give the kids something to do and alleviate that problem then hire a constable to police the town and the crime will go down, not disappear but go down.

Sounds like time to get rid of or replace their “do nothing” police dept. to put the fear of “The Man” into the “punks”.
They don’t have a PD. Call sharing between the state police and sheriffs patrol likely means there’s literally only 1 or 2 cops in the whole county on any given evening. You think they have time to be chasing curfews, loud kids in the street or squealing tires? It appears Howland needs a Howland based solution, how much they want to be directly involved or pay is up to them.
Congratulations to the Howland community for trying to take some postive actions in their lovely town…And parents have to supervise their kids.
