LEWISTON, Maine — U.S. Rep. Mike Michaud focuses on veterans and what his campaign calls his strong support of them in the first paid television advertisement of his effort to get re-elected in Maine’s 2nd Congressional District.

“The intent is going to be to run on Mike’s record. Mike has a good record in a lot of areas and certainly he does in the area of veterans,” Michaud campaign spokesman Dan Cashman said Tuesday. “This is something that we thought was an important story that should be told.”

Michaud’s Republican challenger, Maine Senate President Kevin Raye of Perry, unveiled his first TV ad of the campaign last week. Raye’s campaign consultant, Kathie Summers-Grice, said she believed that Michaud’s ad is a reaction to the success of Raye’s first television spot.

“I think this shows that they see this as a game changer. Kevin clearly has the momentum right now. They needed to get Mike up on the air and they have led with what they believe is Mike’s strongest point,” Summers-Grice said.

Michaud launched the ad on his own schedule, not in response to Raye’s, Cashman said. The 30-second spot features veterans praising the East Millinocket Democrat for working to establish or expand medical clinics in Houlton, Lincoln, Bangor and Lewiston-Auburn. The ad will run in all three Maine TV markets — Bangor, Presque Isle and Portland. It resembles but is not precisely the same as an ad that ran in 2010, Cashman said.

Lincoln’s clinic opened in 2007 and serves more than 1,000 veterans. The Lewiston-Auburn clinic was built this year. Bangor’s clinic was expanded in 2010. Houlton’s clinic is associated with a hospital there and is open one day a week

Besides directly addressing a large audience — among Maine counties, Washington County has the most veterans per capita — the advertisement underscores Michaud’s service as the ranking member on the health subcommittee of the House Veterans Affairs Committee. Michaud’s work for veterans goes far beyond the clinics, according to his campaign.

The U.S. House passed a series of veterans bills in July, including one sponsored by Michaud intended to at least partially plug a gap in medical care reimbursement rates that cost severely injured vets individually as much as $45,000 annually. The higher reimbursement rate goes to veterans homes that care for severely disabled and elderly veterans.

The National Association of State Veterans Homes named Michaud its legislator of the year for that effort. Michaud began working on the bill in 2009. He and U.S. Sens. Olympia Snowe and Susan Collins successfully pressed the Department of Veterans Affairs in May to keep open a mobile clinic in Bingham.

In 2008, Michaud helped pass legislation that created Project ARCH, or Access Received Closer to Home, which designated Cary Medical Center in Caribou as one of five ARCH sites nationwide. The site saved many veterans from having to drive hundreds of miles for care.

“The point of the ad is not to target one specific demographic, but to remind voters about some of the successes that Mike has had,” Cashman said, calling veterans issues “one of his major successes. He has been unwavering in his support.”

Raye’s first TV advertisement, Summers-Grice said, highlights Raye’s strongest point — his concerns for the state economy, his ownership of a small business, and the state senator’s economic initiatives that have helped create jobs in Maine.

“In an election that’s really all about jobs,” she said, the two advertisements “speak volumes about where the two campaigns are.”

Both candidates have dueled over campaign financing and have highlighted their support of Maine small businesses.

Raye has also worked for veterans, Summers-Grice said. A measure of the esteem veterans have for him is his being the only state legislative leader to address the American Legion State Convention three of the past four years, she said.

As Senate president, Raye offered legislation to create a special driver’s license for Maine veterans to help them prove eligibility for veterans privileges or services. He sponsored a law requiring the Maine Bureau of Veterans Services to plan for the inventory and proper care of veterans’ graves.

Raye also helped pass a supplementary budget that will exempt veterans from paying Maine income tax on active duty military pay earned outside of Maine. That will go into effect after Jan. 1, 2014, Summers-Grice said.

His assistance on veterans issues will be something the Raye campaign focuses on more as the campaign progresses, she said.

Confirmed bachelor, Michaud has made a pretty nice living for himself by deceiving veterans, working people (how’s those mill jobs working out since he’s been in?,) gun owners, etc., while always kowtowing to the hard left & turning his back onthe very core supporters he “represents.” He was in Maine 25 days last year.  What a “representative.” Fool me once, Mikey…

  2. Mike Michaud has been an advocate for veterans for as long as he as served in congress. As
    Chairman of the Health Subcommittee of the Veterans’ Affairs Committee, Michaud has advocated for more extensive healthcare benefits for veterans and also for more inclusive rural healthcare for veterans. In 2007 Michaud came close to being elected Chairman of the Veterans’ Affairs Committee. He has also called for lowering of the cost of prescription
    drugs. In addition, Michaud has worked to pass legislation providing scholarships for returning soldiers, and decreasing the rate of homelessness among veterans. Recently, Michaud became an original cosponsor of “Hiring our Veterans Act” which gives tax credits to employers who hire veterans. Michaud has worked with the US Department of Veteran Affairs (VA) on many projects. These include a scholarship foundation for children of soldiers killed in active duty, an expansion of VA care in rural Maine, and a major increase in VA funding.

    I am pleased to report that the full veterans committee has unanimously passed a
    bill that I have been working on for some time now. The Veterans’ Health Care
    Improvement Act of 2007 (H.R. 2874) would improve VA’s capacity in several
    areas, including mental health, access for rural veterans and addressing
    homelessness among veterans. Passing this bill through our committee means that
    it will be ready to pass the full House of Representatives this month.

    1.  This is the point. He has done a GREAT job for the veterans, but he’s done nothing else for the other people of Maine.

  3. Hmm, Let’s see what Mike has done for veterans lately. The last few times I was at Togus, I had to walk about 1/4 mile to get to the hospital. NO PARKING…EVEN FOR HANDICAPPED!! Saw the doc after waiting 1 1/2 hours. That was at 10:00 am. He must have had a busy time at Western View Golf Course. You have never been able to contact the pharmacy by phone and they never call back if you leave a message. Wander around Togus sometime and talk to the vets about what Mike has done for the vets here in Maine. Not a whole hell of a lot.

        1. The point is you get very reduced or free healthcare from the Veterans Admin. and still it’s not good enough for you.  You complain and complain, try going without ANY healthcare like millions of Americans in this country and then only then will you have something to complain about.

      1.  There is no simple answer to your question other than his service to his country.  As a vet you are required to file a financial statement with the VA annually.  Then your co pays are based on which tier you qualify to be a part of.  If you have been somewhat successful after your service, you pay more.  As pointed out there are some areas of VA Medical service that need work.  Currently you can see flu shot posters outside of Rite Aid and Walgreen’s (since August) but the Bangor VA clinic has yet to receive any seasonal flu vaccine. 

        1. I know how it works.  I just have a problem when people complain about their free health care when so many Americans have none.  How do you feel about that?

          1.  I guess it would depend on your definition of free! All US citizens have the opportunity to serve their country and earn that “free” health care benefit.

Mr. Michaud has done an honorable job representing and advocating for our veterans…..unfortunately, little effort to represent the working, economically poor, business interests, education, transportation & port issues, use of our natural resources, regulations that bind current and prospective business etc. have not been pursued and addressed appropriately by someone who had been elected to represent all…..for this reason time for him to go (IMHO)…..

  6. I will give credit where credit is due- Mike does what is expected of someone that sits on a veterans committee, but even most vets in Mikes own home town don’t even like him.

    Mikes inability do anything, or even care about small business, economic development and many other issues relating to Northern Maine borders on criminal neglect.

    We need someone that knows how to create paychecks, not someone that only knows how to cash them…!

As a veteran i can say that some of the things that he could do is give access to the VA instead of all the pre recorded messages and push this button then that.   And after all that find out you pushed the wrong one.  Or get the number you want only to find out you have to wait 40 minustes for the next available person.  And finally the opportunity to have someone to call you back another round of pushing buttons.  Just to find out the next available call back is next week someday and 1:00 pm.  I will be at an appointment that day and then it starts over.  yes we are making strides with service just don’t no in whicj direction

    So he should not be able to run for office in Maine.. He has found a new home an it’s in Washington.

  12. What Michaud doesn’t tell you is that at the same time he was voting on bills to improve these clinics he was also voting on bills to limit the medical coverage for active duty service members to pay for it.

    The fact of the matter is Michaud has done nothing to increase the quality or economic life of a single citizen in Maine.  Michaud is part of the broken Congress and needs to go, along with every other incumbent member of Congress who is running for re-election.

    Until we take back our Congress by replacing it with people who understand that they work for us and not themselves and special interest groups nothing is going to change.

  14. Mike Michaud’s recent ad concerning veterans is excellent and in good taste. The vets are not the only people he has helped in Maine. He has worked hard for the people of Maine. He does his job in Washington and Maine. Go Mike!

  17. Mike Michaud gives unbridled support to the Peace and Justice organization, which does not favor war veterans.  His is a convenient support for the right photo ops when it comes to the veterans’ organizations.
