ROCKLAND, Maine — A Republican candidate for the Maine House seat that includes Rockland was arrested in 2008 for assault against a family member and a young girl, charges that were later dismissed when he agreed with the prosecutor to a plea deal known as deferred disposition.

Multiple messages have been left with Gordon Mank Jr., 46, about the matter. He has not commented on the case.

Mank was arrested late in the evening on Feb. 23, 2008, in Farmington, according to Farmington Police Department records filed in Farmington District Court. He initially was charged with domestic violence assault for intentionally, knowingly or recklessly causing bodily injury or offensive physical contact to a 15-year-old male relative. Mank also was charged with assault for offensive physical contact with a girl who was 14 years old at the time.

In April 2008, Mank pleaded guilty to the assault against the teen girl in exchange for dismissal of the domestic violence charge. Under the agreement known as a deferred disposition, Mank was allowed to withdraw his guilty plea to the assault charge if he adhered to special conditions over the next six months.

Those conditions included that he not use or possess alcohol or illegal drugs, that he not be present in an establishment that is primarily a place that serves liquor, and that he undergo a substance abuse evaluation and complete any counseling if so indicated.

Court papers show that on Oct. 9, 2008, Mank had met the terms and the assault charge was dismissed.

Police reports filed with the court outline what led to the initial charges against Mank. According to the documents, the Farmington police department had received a report of an intoxicated man hitting a car window at a McDonald’s restaurant at about 10 p.m. on Saturday, Feb. 23, 2008. When officers arrived they could not locate the person that made the initial complaint but came upon the 15-year-old male relative of Mank. The teen told officers that Mank had been drinking and had been bothering him and hit him twice as he was driving the truck in which Mank and the 14-year-old girl were passengers.

The teen female said Mank had been bothering her too, by kissing her cheek and hand and rubbing her shoulders, head and neck despite telling him numerous times to leave her alone, according to the police report. The male youth stopped at the McDonald’s so that Mank could use the bathroom. The two juveniles, however, drove to the adjacent Irving station, not knowing how to handle Mank. He then came out of the restaurant and located the vehicle and began pounding on the window of the locked vehicle.

As officers interviewed the teens, police told Mank to stand near a fence at the business. Mank ran from the scene, according to the police report. Officers called in a tracking dog because it was 9 degrees outside and Mank was dressed in light clothing. An officer located Mank about 30 minutes later inside an automatic teller machine lobby.

Mank was arrested. At the jail, Mank mentioned the name of a deputy and told the arresting officer that he had attended the police academy with that deputy. Mank served as a police officer in Rockland from late 1989 until mid-1990 but did not complete his probationary period with the Rockland Police Department and was let go.

Mank also told the officer at the Franklin County Jail that he had not struck the 15-year-old boy.

An officer noted a small red mark on the cheek of the 15-year-old boy.

The Bangor Daily News requested criminal history records for both Mank and his Democratic opponent Elizabeth Dickerson of Rockland. The Maine State Bureau of Identification reported no record of any violations.

Maine Public Safety spokesman Stephen McCausland said that the criminal history records provided to the public only include convictions.

Mank also has been at the center of a recent controversy over the issue of his residency because he had listed an apartment in Rockland as his residence when he filed his nomination papers in the spring for the Maine House District 47 seat. That apartment, however, has been rented and Mank acknowledges he has lived with his family at the Mid-Coast Hospitality House in Rockport, a homeless shelter that he and his wife operate. House District 47 represents all of Rockland and part of Owls Head. Rockport is in House District 46.

The Maine Constitution states: “No person may be a candidate for election as a member of the House of Representatives unless, at the time of the nomination for placement on a primary, general or special election ballot, that person is a resident in the district which the candidate seeks to represent.”

Mank said he still considered Rockland his residence and bought a single-family house there last month. The Maine Republican Party issued a statement two weeks ago defending Mank on the residency matter.

The Maine Secretary of State has said that the deadline for challenging his ability to be on the ballot over the residency issue was shortly after he filed his papers.

Under State law, there is no reason why he should withdraw.  As to the question of morals and ethics of either Mank or the operation of Hospitality House — in all these years, it is only now, and with this targeted attack, that there is a demand for accountability.   And, is there a demand, will this result in a change, once Election Day has passed, or is this just ripe fodder.  Sadly, I think the latter.

      1. This is the state of running for office today. No wonder we don’t get better qualified candidates. Who wants to go through the scrutiny everyone; and their family; is subject to today?

        1. Note:  Not all candidates receive this type of “scrutiny.”

          Anyone with computer access can learn so much about an individual that these stories amount are anti-climactic for those who bothered to investigate on their own.

          We allow people who are viewed as being in “respected positions,” some kind of dignitarial immunit, and then everyone is so surprised that the individual was not quite pure.  The phrase “unmitigated gall” springs to mind, but the general public admires this trait.

          Most people can withstand public scrutiny.  That is not why there are so few candidates for public offices.

    1. Scandal tends to be bipartisan. So I would say yes. On the other hand, the GOP politicians often portray themselves as so much more moral than the other guys that it gives some of us Dems a laugh when the hypocrisy is exposed.

Seems to me that Geitner thing got plenty of coverage, that is if you are gullible and easily entertained enough to listen to tripe like Hannity, Rush, Beck, etc. Right wingers seem to always tilt at windmills like Don Quixote and talk about inconsequential, small, petty stuff “that the mainstream media just won’t report”. Why not whine about campaign finance reform, the filibuster rules or term limits instead of wasting everyone’s time on things that will have little impact on our problems? Don’t fall for the divisive, petty bait talk radio and Fox lay out for you. Use your own common sense. Turn off that TV shut off that radio and learn how things work yourself.

  2. I went to high school with this Mank fellow and I’ll tell you in my humble opinion, this man’s elevator does not always move vertically.  Kind of like the one in Disney’s Tower of Terror.

  3. Gordon Mank should be forced to step down from the election. He is making a mockery of this entire thing.

    I can speak personally to his unbecoming actions. I once had to deal with the shelter due to the type of clients that I work with in my profession (I am a case manager for the mentally ill) and the way they handle business is extremely inappropriate. Neither of the Mank’s (Gordon or his wife) ever answered a phone call or returned a phone call about people needing a bed at the shelter. The only way anyone ever even got placed there was if they were literally sitting on their doorstep begging for a place. Then you only got a bed IF you passed certain guidelines set forth by the Manks. If you had the wrong last name…forget it. Meaning if you came from a questionable family, then you were automatically out. I also had a client who used to donate a meal to the shelter once weekly through bottle donations and then we found out that the ones staying, were not getting the food. Instead it was going to feed Gordon’s family on the other side of the house. The shelter, for anyone not familiar, is designed to house a shelter one one side and a family on another.

    I could go on for days about the inappropriateness that goes on with the Manks.

I guess I wonder when all the comments about the running of the hospitiality house will finally get the notice of people who can do something about it.  Everyone living in knox county with reason to know people who might utilize these services have heard tales about the place that make me wonder, just who is being served?  I think the manks need to be scrutinized very carefully, and for way more than where he claims to live. 

    1. I’m more than willing to raise my concerns to whomever will listen and can force change. Knox county needs a shelter but not one that operates in the manner they run theirs. I know many more that would be more than happy to speak about their experiences with the Hospitality House.

      1. If all allegations are true, I do not understand how the churches and church boards involved in ‘Hospitality’ House can conscience the way it has been operated.  I sincerely do not.

        1.  My church long ago stopped donating items to Hospitality House as they were not, in the words of our pastor, unbiasedly serving the community.

    1. They had a better, far more qualified one in Jim Raye, its just Gordon won the primary. Now it will be up to people who vote to either vote for his opponent or write in another candidate. But as it stands Mank is the Republican candidate

As I have said in previous articles , I honestly believe that Mank’s opponent in the primary must hav run under the assumption that anybody who has lived in Rockland any length of time, probably knows something about Gordon Mank Jr,  and therefore didn’t take him seriously as an opponent and never bothered to check into his past or his residence or anything else that might disqualify him.

  6. you can bet he lives in rockport where the taxpayers pick up every dime of the tab for he and his families accomodations. why he is still eligible to run for this seat is what is questionable. his management of the hospitality house has always been an issue in the minds of anyone forced to go that route.
