Mitt Romney has done a heckuva job with his jobs plan.

At Tuesday night’s town-hall debate, the Republican presidential nominee replied with confidence when 20-year-old student Jeremy Epstein asked the candidates for reassurance that he’d be able to find work after graduation.

“I put out a five-point plan that gets America 12 million new jobs in four years,” Romney said. “It’s going to help Jeremy get a job when he comes out of school.”

The candidate’s statement, a version of a claim he has made for months on the stump and in a new ad, was bold, precise — and baseless.

Hours earlier, my Washington Post colleague Glenn Kessler had reported that the source the Romney campaign provided for the jobs figure was a trio of studies that either didn’t directly analyze Romney’s policies or were based on longer time horizons than four years.

Top Romney economist Glenn Hubbard acknowledged to Kessler that the three studies did “not make up the 12 million jobs in the first four years,” and the Romney campaign issued a statement minutes before the debate that expanded the jobs time frame to “the next four years and beyond.”

But the claim, though discredited, had become a key part of Romney’s message — and he went right ahead and repeated the falsehood during the debate.

Much of the burgeoning fact-check function in the news media is subjective; Romney’s tax cut claims, for example, are impossible to assess with certainty because he doesn’t say what deductions he would disallow and what other assumptions he makes. But the jobs claim is black and white: The evidence the Romney campaign furnished to support the claim did not do so.

Romney’s economists do think the economy would add 12 million jobs under his policies over the next four years, and they issued a white paper in August claiming that. But this paper is not based on Romney’s five-point plan, and elements of that plan, such as cracking down on China and consolidating job training, aren’t even mentioned in the paper. Rather, the 12 million figure is based on the economists’ assumptions that Romney’s policies would mean that “the current recovery will align with the average gains of similar past recoveries.”

This forecast is not terribly controversial, although claiming that Romney’s policies will cause this growth is equivalent to the rooster believing his crow causes the sun to rise. Several independent economists, and President Obama’s Council of Economic Advisers, project the economy will add 12 million jobs over the next four years without factoring in Romney’s policies.

More controversial is Romney’s linking of his five-point plan to the 12 million jobs.

“I have a plan,” he said in a recent stump speech, “that’s going to get this economy going and create jobs, jobs and more jobs — 12 million jobs.” He often says that his tax policies would create 7 million jobs and his energy policies would generate 3.5 million to 4 million positions.

In a recent ad, Romney, speaking to the camera from a factory floor, says his “energy independence policy means more than 3 million new jobs,” his tax plan “creates 7 million more,” and “expanding trade, cracking down on China and improving job training takes us to over 12 million new jobs.”

But when Kessler asked for substantiation, the campaign referred him to a Rice University professor’s study for evidence that Romney’s tax plan would generate 7 million jobs — which turned out to be a 10-year number. The evidence for the energy policy creating 3 million jobs comes from a Citigroup Global Markets study that did not analyze Romney’s plan and was assuming an eight-year horizon. The remaining 2 million jobs, Kessler wrote, were justified by a 2011 International Trade Commission report that also didn’t analyze Romney policies.

“The big point is the 3+7+2 does not make up the 12 million jobs in the first four years (different source of growth and different time period),” Hubbard acknowledged in an email to Kessler.

Kessler called Romney’s claim a bait-and-switch, a characterization Obama echoed when he spoke at a rally in Iowa on Wednesday afternoon. “Turns out his jobs math isn’t any better than his tax math,” Obama charged.

About the same time, Romney took the stage in Chesapeake, Va. This time, he dropped the reference to 12 million jobs. “I’m going to get this economy going,” was the extent of his vow. It wasn’t flashy, but it had the virtue of being honest.

    All those Trillions for nothing! Well maybe in yet another 4 years, and a half dozen more trillion, he could show some results! Maybe. We can all HOPE.

Romney has been responsible, likewise, for huge number s of hi-tech job’s and Company’s (Dell Computer being the most visible) leaving the US simply because Bain, who profited from this, advised these same Company’s that there were HUGE amount’s of immediate profit to be made. The fact that the same amount of profit could be made by simply staying put and investing in both their worker’s and their business is a FACT that Romney and Ryan have seemed to miss. The ‘why’ they missed that is a question that Mitt and Paul are both desperatley trying to avoid.
           
          Likewise in their opposition to health care in the Country, Romney, and Ryan with his health care plan, are not just in love with, but are now clearly in the pocket of the health insurance and health care industry. That FACT that so many of these company’s are now moving as much of their health care operations OFF-SHORE is another FACT. And the FACT that these same company’s, who are being advised by Bain to make these move’s, is another sign of just how ‘committed’ these company’s, and their adviser’s, are to working toward getting the Country’s economy working and recovering.

The Lilly Ledbetter act already passed.  And, as you know, Romney had lots of women on his staff, including his Lt Gov who wholeheartedly endorsed him.   As an aside note, alot of people thought the Lilly Ledbetter act was flawed – Two examples – 1)  what if a woman REALLY wanted a job and said she would take less money – she can’t do that with this law… 2), what if a male employee gets an offer to leave the company he works for but the boss doesn’t want to let him go because they are on a critical project and offers him a bonus to stay. Does he now have to give everyone else a bonus?  Those issues weren’t addressed with the law. 

            You can’t get fair pay if you’re unemployed though… Unemployment has gone up more for women under Obama than it
            has for Men. Look it up if you don’t believe me.

            Also, according to publically
            available salary data,  Nancy
            Pelosi paid her female staff less on average 27% less than her male staff in
            2011.   So much for fair pay in the WH

            I am a woman, and for me, the issue is the ECONOMY. That’s why I’m voting for Romney/Ryan 2012.

          3. Actually, with the unemployment rate so high (remember Obama complained about the high unemployment rate under Bush!) and  U6 Unemployment at 14.6%, we are already at that state of affairs… Alot of people are begging for work and end up having to take jobs that pay less.

        2. A 155 page plan is not a plan. It’s an Operations Manual, something that Romney had lots of practice with considering how he had to operate to close all of those plant’s and get those jobs shipped oversea’s. A plan, if it has any hope pf being believed, should be no more than 4 pages, and that’s by Harvard’s, Stanford’s and Wharton’s own Business School’s standard’s. That Romney has to go to such extreme length’s tells me that he’s running out of actual ideas and option’s, and is recycling what he’s done prior, to try to be believeable. With only 18 days to go, and the early voting has already started, you can bet that this 155 page plan is gonna be more dissected than a med school cadaver. God help Romney if he’s found to be plagerizing in it. The public’s wrath is not what what one need’s in this. Look at what happened to Clinton and the Monica problem. And the GOP really wants to roll those size dice ? Someone must think they have a bigger pair than the rest of us. Chop chop ………………….

            And, again, where is Obama’s 4 or 155 page plan? haven’t seen it… And this 155+ page plan has been out there a while and no one has complained… other than the ‘loophole’ question…  But again, i’ve seen more details from Romney than I have from Obama…

            I also would have like to have seen details on Obamacare before Obama got elected. We would have seen the 22 TAXES in it (12 of which affect the middle class) and called him on his campaign promise not to raise taxes on the middle class…. :)

Oh, yes, Mr. Milbank, let’s post an article about about economic theroies that are almost imporssible to prove or disprove.  The most important thing right now about that debate is that the president lied.  In his Rose Garden speech, he was clearly referencing acts of terrorism surrounding 9/11/01 – and Candy later admited that Romeny was right and but should have used a different word(whatever that means).  Let’s talk about our current President so glibly lying about the assasination of our Ambassador.  And if anyone thinks he truly meant to call Libya an act of terror, then please explain why the constant barage complaining of a video and how it was no way an attack on American Policies after that.  Why are we not talking more about this?  Why the HECK are we talking about BINDERS????? 

  3. I don’t care what numbers or language Romney use’s, he has yet to make or clearly state exactly what or how he’s going to move the economy forward. He hasn’t said 1 word about manufacturing besides some very vague assetions that it needs to come back (Gee, didn’t he send a majority of US manufacturing jobs to China and India when he headed Bain Capital ? ). He makes claims that he’s going to make the U.S. energy independent but has no workable plan besides the Keystone Pipeline. He cry’s in front of the entire Country about offshore drilling but makes no provision’s for preventing another BP DeepOcean nightmare. He calls for increased defense spending, on some system’s that even the DOD has openly said it DOES NOT WANT OR NEED, but has yet to say where the money for this is coming from. He blames the ACA for every healthcare problem in the Country since the opening of the 1st public hospital but has no concrete, rational, idea as to how to handle the problem beyond making reference’s to his MassCare solution. But then he goes out and admits that even MassCare isn’t  the solution. And when he’s pushed for his answer’s he just shut’s down or palm’s the problem off to Ryan. Right, the same guy that wants to eliminate Medicare and put us all under the thumb of the health insurance industry. If Ryan’s the answer then we had all better go back to our TV’s and start looking for the afternoon soap’s.

    But what’s going to get Romney in the end is his tax reform plan. Even a 5th grader can take the raw number’s that Romney put’s out and can tell you, in less than 5 minutes, that the math does not work. If Romney can’t get even simple math straight then I would suggest that the GOP start, right now, to realize that Nov 6th is going to be a very painful day and start to get it’s collectve menusha together and prepare for the 2016 election’s. Romney and Ryan may be all smiles and press release’s but they are coming up so short on their basic math that one really needs to ask them just where they went to school. Math this bad definitley requires a Charter School to correct.

      BUT,
      Obama gave stimulus money to a solar company to manufacture solar panels in
      Mexico. Also, Obama gave GE and GM a 0% tax rate and they are the masters of
      outsourcing.

          From FACT CHECK (“Obama’s ‘Outsourcer’ Overreach”)  – The “Come and Go” ad casts Romney as a “corporate raider,” but that term, loaded with negative connotations, is simply inaccurate. Bain didn’t engage in hostile takeovers when Romney was at the helm.

          Romney is NOT at Bain anymore. When he was, they helped LOTS of companies avoid bankruptcy, like Staples and Burger King.  

          Do you own an Cell Phone or a Car? Outsourcing happens… with or without Bain…  (hey, that could be a song..)

          And, it looks like you have a ‘perception’ of Romney being spoiled with no FACTS to back it up. So what, he has money.. he gave away his entire inheritance, didn’t take a salary as governor or at the Olympics, donated MORE than his fair share to charity (you should look up the percentage Joe Biden donates!) and once closed down his entire company to help an employee look for his missing daughter (thankfully she was found)

  5. One of the scariest things about the Romney/Ryan duo is the thought of Romney dying or becoming unable to perform the duties of the office. Ryan is extremism personified and not a good candidate for second in command. Romney’s lack of vision in this arena alone identifies his lack of good judgment.

His knowledge of the state of affairs in the middle east was so much better than Ryan’s, it was almost embarrassing. Poor Obama, he has done so much, blamed so many, accomplished nothing and has been able to really praise his facts and record…of which he has lied repeatedly and “left out” certain facts that are embarrassing. But what the heck, it is Obama so we don’t need to hear the truth…just accept it. It is a terrible thing that someone with the guts and brains to dare challenge this community organizer is run through a gauntlet. Obama’s “plan” has been so good that I agree with him, if he can’t change things after 3 years, get rid of him. He said it, now he wants us to let him go on for 4 more years with nothing to control him? No thanks, I will take my chances with a guy who has proven he KNOWS how to get things done and what BUSINESS is all about.     Quite frankly, no President is responsible for creating or losing jobs- not Bush, not Obama. The global market, panic, traders and other hidden forces all direct job creation AND the price of gas. The more we keep expecting a President to have even a slight effect on these global issues the dumber we sound. But we are all masterful and prolific critics and we all think our party would do better- shame it’s just not true.

            in his final year. It was 47th for the whole of his four-year tenure, but it
            was improving, not declining, when he left.

            Many economists believe we would have rock bottom on the job losses at the same time with or without Obama in the White House. It’s the recovery that has been the longest recovery ever. Longer than the Reagan recovery.

            are still fewer people working now than when Obama took office at the height of
            the recession.”

            Also, Obama’s job growth percentages trail far behind those of some other
            recent presidents, including Bill Clinton (+2.60 percent and +1.60 percent),
            Ronald Reagan (+1.75 percent and +2.53 percent) and even Jimmy Carter (+2.30
            percent).

  9. Economics is not rocket science in the USA. If you can get the corporations to “trust” the government, which might include tax breaks credits etc, it might help with keeping jobs in the USA. That means Joe Six pack spends a little more dough at Target, Best Buy, hardware store and as he spends a little more dough the ripple effect continues through and other things start picking up, soon the economy is expanding, companies are hiring, people are spending, taking out loans and on and on. The entitlement crowd benefits too because when companies make more money they also get taxed more and the entitlement sector  can increase their spending other peoples dime budget. With Barack Obama, we are all taking what little amount of dough we have and stashing it under the mattress. 4 more years of BO will get you the latter and that is certain.

      You should be more concerned about what Obama is doing to YOUR taxes than what Mitt is doing with his.  There are a BUNCH of taxes in Obamacare that affect the middle class. The child tax credit will be reduced on 1/1/13, payroll taxes are going up etc. Google ‘taxmageddon’ for more info.

      Alot of polls show Romney in the lead.

        1. Again, can you post Obama’s detailed economic plan?  Liberals seem to complain about Romney’s lack of details, but can’t point me to a more detailed plan from Obama.

          And, if you’re pro-tax,  you’re gonna love taxmageddon.. A BUNCH of new Obamacare taxes go into effect on 1/1/13 (a broken campaign promise btw!), the Child tax credit is reduced, increased payroll tax, etc (google ‘taxmageddon’ for more info – you’ll just love it).

          Eliminating (or lowering) taxes on small businesses gives them extra money to HIRE people with. Also, alot of small businesses are going to be hit hard by Obamacare.  One example: Fines imposed on companies that have fewer than 50 employees that don’t provide “qualifying health insurance” (which is defined by Obama-appointed bureaucrats at the Department of Health and Human Services). These employers will have to pay a per-employee excise tax fine of $2000 per employee. This could cause businesses to decide not to expand, or lay off employees to get to under 50 employees. FYI: all politicians flip-flop. I seriously doubt Mitt can count on a single vote from them. I do not like either candidate, so I guess you could say that I have no skin in the game. Due to the electoral college and the fact that both parties have made a mess of a once great country, I think I will save my gas on November 6th. But, please feel free to join the rest of the sheep down at the polls. You know, the ones who are still convinced that it does make a difference which party occupies the White House. Our politics are controlled by big money and special interest groups, not you and I. 

        1. It does matter who controls the White House because of the Supreme Court appointments. If for no other reason you should vote your conscience because that stuff will affect all of us like it or not.

    Robme finally released more details on HOW, his plan works. 1: He will fast track students passports so these eligible students can get the job of their dreams in China or Mexico. 2: He will encourage students to apply early for passports and work visas while still in school. 3: He will set up a voucher system so these students can pay for their passports early  (’cause Gawd knows they won’t be able to afford it in those low income jobs Robme has in store for them). 4: He will institute a tax break for overseas workers in these sweatshops so they will at least be able to keep more of their extremely generous $50.00 a week paycheck, offered by their formerly American….. now foreign company. 5: There will be (for those that end up in China) a chance to sell their organs to gain more income, a kidney could bring you $800 in real cash and without taxes on it, hey, imagine what a heart could bring in. Ryan did not completely agree with this plan and thought it a bit too generous.

  12. I’m still afraid Romney might win.  Am I the only one out there who believes what his “gut” is telling him?  I know that’s not something to base an election on, but that man flat out scares me.

        1.  He had a Dem congress for 2 years and all he did was pass a piece of legislation that no one had read.

      1. Suppose we had continued 4 more years of Bush’s policies by electing McCain back in 2008.  Now THAT’S scary.

      2. The Republican Do Nothing House Of Representatives have been holding Obama back for the last 4 years.  The House Of Representatives are suppose to represent the people of this country,  instead they represent the corporations and special interests.

    1. Don’t worry. There are still 53% of us left and it is starting to look like a landslide for Romney. The only polls showing Obama close are those that sample heavily Dem. This is why you are seeing a more confident Romney. His knows from his own polls that he is way up.

  15. 12 million jobs may be a “conservative” number. Romney doesn’t need to enact any tax policy to get job creators, like me, to start hiring again. All he needs to do is be elected. The fear created by the policies and promises of the Obama administration is causing intelligent business to rethink whether it is wise to expand or invest in the US. 

    All we need is a president who supports business instead of demonizing it. Why is this so hard for some people to understand?

    1. So simply by Romney being so amazing and awesome, jobs will magically create themselves? That’s essentially what you just said. 

  16. The Republicans are so desperate to have the Presidency after the Bush debacle that they are willing to put someone up for election who they don’t even like. They are so desperate they are willing to run a guy who has embraced the same polices and surround himself with the same ex-Bush losers as his advisers.   17. Corporations get massive tax breaks, and their CEOs get special tax breaks for millionaires and billionaires. Yet these suppose job-creators keep postponing their efforts to create jobs (in the US, anyhow).
     
    Should we offer them our first-born children? A spare lung or kidney just in case they need one? Corporations have such a sense of entitlement that I doubt they’d turn down any such offer. But I bet they still wouldn’t bother to trickle down some jobs.
