AUGUSTA, Maine — Maine workers will pay $1.4 billion more in taxes in 2013 if the White House and Congress can’t come to a solid deal that avoids the pending fiscal cliff, the combination of tax cuts set to end and federal spending cuts due to begin in 2013.
That prospect was eased early Tuesday morning when the Senate voted to avoid the imminent tax hikes as well as spending cuts in a deal that still must pass in a reluctant House of Representatives.
That’s a $3,000 impact for the typical Maine family of four, one in which both spouses are working, earning about $70,000 combined and filing income taxes jointly, according to Mike Allen, Maine’s associate commissioner for tax policy.
The increased tax load is one of a number of reasons Maine residents are due to feel an impact if the nation’s fiscal cliff goes unresolved. The White House and Congress were wrangling Monday over a deal to prevent the fiscal cliff in the waning hours of 2012, sustaining doubts about whether a pact could be reached.
The $3,000 per-family tax increase — and the $1.4 billion tax hike statewide — is the result of the expiration of the decade-old George W. Bush-era income tax cuts, the end of the payroll tax holiday that has reduced Social Security payroll tax payments by 2 percentage points, and a range of other tax credits set to expire or shrink.
The Congressional Budget Office has projected that the combination of automatic tax increases and federal spending cuts could send the United States into another recession. And it’s unlikely Maine could escape that fate, Allen said.
Statewide, Maine taxpayers would have to pay $1.4 billion more in income, payroll and estate taxes, according to Allen’s calculations. Some $355 million of that sum is the result of the end of the payroll tax holiday, Allen said. Since 2011, the payroll tax holiday has lowered the Social Security payroll tax deducted from paychecks to 4.2 percent of income from 6.2 percent.
“Certainly, if the U.S. economy goes into recession, I’m sure Maine would be pushed back into recession as well,” he said. “$1.4 billion for the Maine economy: That’s a significant impact on Maine households.”
On the spending side of the equation, federal unemployment benefits that have allowed the jobless to receive checks for up to 99 weeks are due to end. In Maine, that means the end of benefits for about 7,100 people, according to Julie Rabinowitz, spokeswoman for the Maine Department of Labor.
Starting in January, people eligible for unemployment benefits will be able to receive the standard 26 weeks of state unemployment benefits with no federal extensions afterward.
“Even if they do extend it, there’s no way of knowing how long and for what populations of that 7,000,” Rabinowitz said. “It’s always in everybody’s best interest to actively be looking for work or seeking training, rather than wait to see what Congress’ decision is going to be.”
Most federal programs likely will take a hit if Congress doesn’t work out a deal to prevent across-the-board spending cuts. The defense portion of the federal budget would be hit especially hard, raising the possibility of cuts that would affect Maine companies heavily dependent on military contracts, like Bath Iron Works, Pratt & Whitney and General Dynamics.
The Wall Street Journal reported Monday that federal agencies and contractors haven’t been told precisely how the spending cuts would happen, leaving most to speculate about their impact.
At Bath Iron Works, whose sole business is building warships for the Department of Defense, little is known about the impact the fiscal cliff could have, though company spokesman James Demartini said Monday that business is progressing as usual.
“The Department of Defense still hasn’t provided any specific guidance in terms of how they would implement sequestration if it [were] to come about,” said Demartini. “In terms of BIW, we’re coming back to work [Wednesday] just like we always do and continue to work on the contracts that are under our wing right now.”
BIW is in the midst of building three next-generation Zumwalt-class destroyers. Demartini said those ships were all funded in prior fiscal years and likely wouldn’t be affected by the fiscal cliff.
The Maine Department of Education this fall alerted school districts to prepare for cuts to their career and technical and special education funding streams. They also were told to anticipate reduced Title I and Title II funds, which, respectively, help schools educate low-income students and offer teachers professional development opportunities.
The education funding cuts, however, likely won’t affect school districts during the current school year; districts would see their funding drop at the start of the 2013-14 school year unless Congress reaches a deal to prevent the education cuts.
While the spending cuts that are part of the fiscal cliff arrangement are designed to be wide-ranging, the arrangement mostly spares entitlement programs like Medicare and Social Security and exempts other benefit programs for low-income people, like the Supplemental Nutrition Assistance Program.
Medicare recipients, for example, are not expected to see any direct changes to their benefits. However, according to AARP, federal spending cuts will mean a 29 percent cut to the reimbursement rates doctors and other health-care providers receive for seeing Medicare patients.
“That’s the kind of cut that is catastrophic and would cause a lot of doctors to say, ‘I’m not going to do this anymore,’” and reduce their Medicare patient load or decide not to see Medicare patients altogether, said Gordon Smith, executive vice president of the Maine Medical Association.
While the slate of federal spending cuts was designed to be politically unpalatable, the fiscal cliff could help Washington politicians achieve one of their goals: a reduction in the federal deficit. If Congress and the White House reach no deal to avert the fiscal cliff, the Congressional Budget Office projects the federal budget deficit will drop by $560 billion — or about 3.7 percent of gross domestic product — for budget years 2012 and 2013.

WRONG! There has been no congressional budget passed since 1995. In order for a congressional budget to be passed, both houses must agree on a budget, they have not. An Executive (President) cannot sign a budget unless there is one in front of him. Bill Clinton was the last President to sign a budget, approved by both the House and Senate. As for spending: let’s start with corporate welfare and a bloated defense budget that includes a lot of things that the DOD does not want. These are put into the DOD budget as pork by Washington, particularly the GOP. Lastly, the biggest spenders in DC were Reagan and W. That’s a fact! It really is.

A fairer way to generate revenue would be to tax consumption — eliminate the income tax and institute a national sales tax.
As the income increases the use of government services increases. I pay something toward Maine’s airports and shipping ports every time I pay my income and gas tax. I never used a shipping port, nor an airport.
We have actually started wars, assassinated duly elected foreign leaders, and stolen land from other sovereign Nations so the wealthy can continue to make money.
A consumption tax? Gee that’s a good idea. The people on the bottom would pay 100% of that while the wealthy would travel to off shore islands to make their large purchases.

Much of the gasoline and heating oil burned in this State comes in by port. Never used an airport? Never had a single friend or family member come to visit via plane? Sad.

That $900 extra per year is far, far more than the vast majority of workers in the private sector have gotten. If Congress was subject to a merit system to determine raises, they’d owe US each $900 per year. I’m retired but if I had done such a pitiful quality of work I (and daresay, you) would have been fired. The big joke here is that any tax increases caused by the fiscal cliff are a mere pittance compared to what’s coming down the line to pay for Obamacare. Congress deserving a raise- I think not. The fact that the same people who blame George W. Bush for the economic woes of this country either can’t or won’t see that Barack Obama has racked up more debt in four years than all the previous presidents combined. There was a deal on the table; if you remember, your not so “Speaker of the House” couldn’t get the votes……not from all of the house, rather, from his own party! He’s not a Speaker, he’s simply a tool. If you are going to blame the administration for this, then you damn well blame the House leadership. That’s where it all started, and where it needed to end. But Boehner couldn’t withstand the pressure within. Hopefully, this is a sign that competitive politics and partisan differences will be stymied for the better of the country, for once in a long time. When I was in Business I paid more taxes then most earned also.. yet p[eople forget the jobs that were produced, the Taxes and Fees, and insurances on every single thing used in the business sometimes twice or 3 times. The fed/state/local taxed and feed everything..

BDN: The fiscal cliff was AVOIDED… Income taxes raised to 39.6%, ONLY for those making over $450 k. per year… No changes to present rate for those making under $450 K… It was Signed in the Senate 89 to 8…!!! Bipartisan for sure…!!! BUT, So what, the tax rate will be 39.6% on the wealthiest Americans…??? They will never pay that rate… They have accountants and lawyers, offshore accounts, and investment income… For example: R$Money only gave the public his Highest year of tax returns, 13%… That year, he paid two to ten times what he normally did, and took a loss, just to give us a year of returns, so he could run for president…

You cannot spend or tax your way to wealth. The last 5 years have been nothing but payoffs for votes – the reality is that America is close to financial default from reckless spending. You cannot have it both ways. Most Americans don’t vote and they certainly don’t actively engage their “representatives”. Obama was elected by those foolish enough to think that he wouldn’t touch them and those already hooked on welfare and so called “entitlements”. He doesn’t care about the poor – he cares about the poor that do no work – there is a difference. The end goal is to raise taxes and rapidly expand federal welfare programs. What better vehicle to do that then keeping people out of work and making them more dependent on government for everything. Extreme tax hikes would probably make more working people pull their heads out of the sand but too many live in an altered reality where government money is magically created. Obama and the Senate just pushed to give themselves a pay raise for crying out loud. As long as most Americans are content to stay fat and happy, nothing will ever change. Matt, I notice you use the photo from the president’s Dec. 31 speech, but make no comment on the content of the speech. It was the most arrogant “I am better than everyone else” speeches I have ever heard given at such a sensitive time in history. When a dog soils a carpet, rubbing his nose in it doesn’t correct the behavior. you lead him to the reward of making better choices, and that takes a leader. Congress is truly negligent at performing their duty to the Nation, but he has been nothing but a catalyst to their ineptness. You will see negative commentary from analysts on both sides to the content of his speech. I don’t agree with the Harvard professor who would eliminate the constitution, but I would support some of the amendments put forward by http://www.campaignconstitution.com.

Federal workers can stand to not get a raise for a while they are paid very well for what they do. Most federal workers are unionized but are non bargaining so they take what they get. Someone will jump on this but just remember it is only generalization and not specific. This country needs to stop spending money they don’t have. Once that is realized things will get better. And one last thing is that All of our elected officials need to wake up and smell the coffee not just a handful. As far as the fiscal cliff is concerned remember “it ain’t over till the fat lady sings”
Where’s the outrage for these people voting to give themselves a raise? Talk about a slap in the face to working Americans…just more proof these members of Congress are completely out of touch with who they represent. I, for one, will be calling my reps offices to express my disappointment…not that it’ll make much difference…our government needs an overhaul.
Congress didn’t vote on their raise, the POTUS lifted the ban by executive order. But it’s moot anyway, since the version that passed the Senate this morning specifically removes the raise.
So, contrary to the version of things that you just made up, they (the Senate, at least) voted AGAINST giving themselves a raise.

If you make 12K a year you pay $25 dollars a week,
if you make 120K a year you pay $250 dollars per week.

One’s income should not be taxed at all. Maybe a general sales tax for consumption of goods, but not a tax on labor. People do not “profit” by working. It is an exchange. Your toil for continually more worthless fiat currency. I would not be surprised if many sit down this year … no longer worth it to even try.
If the United Way was as wasteful as the U.S. government, I bet everybody would not have a problem holding back on their “donations”.
