CARIBOU, Maine — A Presque Isle man who allegedly stole a Presque Isle Police Department cruiser and then crashed it on a dirt road in the nearby town of Chapman was among dozens of people indicted last week by the Aroostook County grand jury.

In connection with the cruiser theft, Richard Lyman III, 20, was charged with criminal threatening, eluding, theft, aggravated criminal mischief, driving to endanger and criminal speed, according to the indictment released Monday by District Attorney Todd Collins.

Lyman is accused of stealing the cruiser in August and speeding away in excess of 100 mph after Presque Isle Police Officer Ryan Eagles responded to a disorderly conduct complaint on Mapleton Road. According to Chief Matthew Irwin, Lyman has “special needs.” Eagles had a successful prior peaceful interaction with him and was aware of his situation.

During the August incident, however, Lyman allegedly threw rocks at close range at the officer as he was outside his vehicle attempting to talk to him.

Irwin said Eagles took the right approach by not responding to the attack with force, instead retreating to a safe distance, even if it resulted in the theft of Eagles’ cruiser.

State Police Trooper Matthew Casavant responded to assist and pursued Lyman for 10 miles until the cruiser Lyman was driving careened off the road and crashed.
