LINCOLN, Maine — A local man was arrested on a charge of violating bail conditions on Tuesday after he came to Lincoln District Court to meet with court workers and they noticed he appeared to be intoxicated, police said Wednesday.

Robert Catlin, 46, of Stacyville was charged with violating the conditions of his release on Tuesday after police detained him outside the courthouse and he was found to have a blood-alcohol content level of .15, Lincoln Detective Mark Fucile, the department’s spokesman, said.

Under state law, a blood-alcohol level at .08 or higher qualifies as intoxicated. Catlin’s conditions of release included avoiding all use of alcohol and illegal drugs, Fucile said.

Catlin had come to court that morning to discuss several charges pending against him when Fucile and others noticed that he seemed to smell of alcohol. Catlin left the building after Fucile began to question him. Fucile and a courtroom security officer apprehended Catlin near attorney Patricia Locke’s office on Main Street, Fucile said.

Fucile said he was not aware of the charge that led to Catlin’s conditions of release and a clerk at the Lincoln courthouse said that information wasn’t immediately available. According to the Bangor Daily News archives, Catlin paid a $250 fine at Lincoln District Court for criminal trespassing in 2011 and in July 2009 a $400 fine in Aroostook County Superior Court for operating an ATV while under influence of intoxicants.

Catlin was being held at Penobscot County Jail in Bangor and is due in court on Feb. 3, a jail spokesman said.
