ROCKLAND, Maine — A 53-year-old man waived extradition Friday and will be returned to Kentucky to face a charge that he has failed to make child support payments.

Scott A. Simkins, with a latest address of Rockport, was arrested Thursday afternoon and taken to the Knox County Jail in Rockland on a fugitive from justice warrant out of Pulaski County in Kentucky.

The warrant was issued because Simkins is charged with flagrant non-support in Kentucky. Pulaski County Deputy Karl Clinard said Friday that Simkins was indicted in April 2010 for flagrant non-support after his delinquent child support payments reached $9,500. Clinard said Simkins had made a few payments but not enough and a circuit court judge in Kentucky issued the warrant for his arrest in July 2011.

Simkins has been sought since then. He has moved around and lived in Massachusetts for a while, according to court records filed in Knox County.

Clinard said that Pulaski County will send someone to Maine to return Simkins to Kentucky.
