ROCKLAND, Maine — The city manager announced two top-level appointments on Wednesday.

Audra Caler Bell, who has been the city’s economic and community development director since January, has been appointed to a newly created position of assistant city manager, Manager James Chaousis said. Caler Bell also will retain her position as development director.

Before being hired in January, Caler Bell served as planning and community development director for the Midcoast Council of Governments. The council is a nonprofit organization specializing in regional economic development and planning that serves communities including Bath, Brunswick, Topsham and Richmond.

Chaousis said he is looking to improve communication within city government and with municipal boards and the public.

The manager also announced that Virginia Lindsey of South Thomaston has been hired as finance director for Rockland. She will succeed Tom Luttrell, who took a job with Rockland Savings Bank in September.

Lindsey has been the finance director in Rockport for the past nine years. She previously worked as county clerk in Knox County for more than 20 years. She is a graduate of Rockland District High School and the University of Maine.

She will begin work Nov. 9.
