PORTLAND, Maine — Portland police have arrested Moses Okot in connection with a Nov. 16 shooting in the Old Port.

Two people were shot from a moving vehicle that police believe Okot was driving.

Police say after the shooting neither victim was able to give a description of the car, but an officer noticed a vehicle driving at an excessive rate of speed and blowing through a stop sign.

They followed that car until the driver got out and ran.

A short time later, officers say they caught up with Okot, who had a laceration on his head.

Okot was taken to Mercy Hospital, where police say an evidence technician performed a gunshot residue test on his hands, which was positive.

Police say they also located a handgun in Okot’s vehicle.

Okot has been charged with being a felon in possession of a firearm and is expected to make his first appearance in federal court Friday.
