BAGHDAD — Islamic State said it was responsible for the attacks on a shopping complex in eastern Baghdad Monday that killed at least 18 people, a statement circulated online by supporters said.

The hardline Sunni militant group that controls large swathes of territory in northern and eastern Iraq said four of its fighters had targeted a gathering of “rejectionist heathens,” its derogatory term for Shiite Muslims.
