DOVER, New Hampshire — Police have charged a local man with kidnapping his ex-girlfriend after an incident early Friday morning.
Earl L. Shaffer, 35, was arrested and charged with kidnapping, a Class B felony, as well as violation of a protective order, two counts of simple assault, theft, taking without owner’s consent, and operating after suspension.
Dover Police Department officers arrived at Cherrywood Drive in Dover early Friday morning to check on the welfare of an adult female after a friend of the woman reported she had been on the phone with her and had heard her scream. Police were unable to locate the woman or her vehicle. Family members reported they did not know where the woman was, and officers immediately began attempting to locate her.
At approximately 5 a.m. the woman was located. She reported that when she returned home from work at approximately 3:25 a.m. Shaffer had forced her into her own vehicle, taken her cellphone, and held her against her will while he drove her vehicle through Dover and Rochester. The victim reported Shaffer eventually allowed her to leave.
Dover police officers arrested Shaffer at his Dover residence without incident at 5:12 a.m. Shaffer is being held without bail at the Strafford County House of Correction and is scheduled to be arraigned Monday morning at Strafford County Superior Court.
