READFIELD and OLD ORCHARD BEACH – Francis T. Finnegan Jr., 58, the beloved husband of Mary Flynn Finnegan, died Tuesday, Sept. 28, 2004, after a brief illness, at The Lahey Clinic in Burlington, Mass. Fran was the son of Francis T. Finnegan Sr. and Catherine Brady Finnegan of Augusta. Mr. Finnegan was born in 1946, in Buffalo, N.Y. and attended local schools there. He graduated from Cony High School in 1963. Mr. Finnegan attended Harvard College and received his Master’s degree in Public Health Administration from the Kennedy School at Harvard in 1987. Fran was a commissioned officer in the Army Corps of Engineers and served with Special Forces in the Republic of Vietnam from 1966 through 1968. Most recently, Fran Finnegan was the vice-president for Product Development of HWT, Inc. in Portland. Previously, he oversaw Maine’s Medicaid Program as the Director of the Bureau of Medical Services of the Maine Department of Human Services. Fran was also a member of the National Medicaid Directors Association and served on the Executive Committee. He was a nationally recognized authority on public healthcare financing and was a sought after lecturer in his field. In addition to his mother, Catherine Finnegan of Damariscotta; he is survived by his wife, Mary; stepson, Christopher Dufort; six siblings, Andrew and his wife, Susan, of Freeport, Kate and her husband, Will Beck, of Brookline, N.H., Michael and his wife, June, of Edgecomb, John and his wife, Nancy, of Augusta, Mary Ann Finnegan of Wakefield, R.I., Margaret and her husband, Mario Briccetti, of Grover, Mo.; Fran’s kindness and dedication to family will be greatly missed by his stepson, Christopher and his 12 nieces and nephews, Amy Kate Little, Bridget Finnegan, Shannon Finnegan, Elizabeth Finnegan, Sarah Rice, Rose Briccetti, Michael Finnegan, Catherine Beck, Alison Rice, Angelo Briccetti, Anna Briccetti and Alexandra Finnegan. Fran was predeceased by his father, Francis T. Finnegan Sr. Visiting hours will be held 4-8 p.m. Friday, Oct. 1, 2004 at the Plummer Funeral Home, 16 Pleasant St., Augusta. A service in celebration of Fran’s life will be held 11 a.m. Saturday Oct. 2, 2004, at St. Mary’s Church in Augusta. In lieu of flowers, donations may be made to the Francis T. and Catherine B.
