KENSINGTON, Md. – Paul Stephen Carter, 84, died Oct. 2, 2008. He was born July 24, 1924, in Etna, to John E. Carter and Lena Sylvester Carter. He was a loving husband to Elcena Small Carter of Carmel, and father of Stephan P. Carter, Peter M. Carter, Cheryl Lynn Carter and Cynthia Ann Carter. He was a World War II veteran, serving from 1943 to 1945. He graduated from the University of Maine in 1949. He moved to Stonington, Conn., in 1956 to work for General Dynamics/Electric Boat until 1964 and moved to Kensington, Md., in 1964 to work for the Department of Navy from 1964 until he retired in 1984. After a brief retirement he returned to work at Vitro Corp. in 1987. In his remaining years, he was actively involved in his grandchildren’s lives. He is survived by wife, Elcena; brother, John M. Carter of Scarborough; daughter, Cynthia Ann Carter Koebke of Silver Spring, Md.; son-in-law, Roberto Koebke; grandchildren, Nicole Koebke, Robert Koebke and Erik Koebke; many nieces and nephews.
