An economy that is grinding to a halt can be seen as a good reason to stall planning a new
Bangor auditorium and civic center. But is it? Should the city continue to plan for the
new facilities because they are economic development tools? Will the recession translate
into lower consultant fees and lower construction bids? Or will continuing to move
forward on the project leave Bangor property taxpayers holding the bag? Will the
recession be over by the time ground is broken? Or will hard times remain, thereby
reducing the need for new facilities?
