BANGOR, Maine — A registered sex offender facing sex abuse charges in state court was indicted Thursday by a federal grand jury on three counts of sexual exploitation of a minor in the production of pornography and one count of possession of child pornography.

Carey E. Gonyer, 43, of Charleston was indicted in December by the Penobscot County grand jury on 10 counts of sexual abuse of a minor in related incidents.

The state and federal charges involve one male victim who was 15 years old when the crimes allegedly took place, according to a previously published report.

The indictment in federal court states the incidents that led to the sexual exploitation counts occurred in June, July and September 2011. The possession count stems from a search of items, including a cellphone, at Gonyer’s home in October, when he was arrested on the state charges.

He has been held since then at Penobscot County Jail unable to post $20,000 cash bail. The U.S. Attorney’s Office has asked that he be held without bail pending the resolution of the federal charges.

His arraignment date before a federal judge has not been set but most likely will be held before the end of the month.

Gonyer was sentenced in U.S. District Court in December 2006 to 2½ years in federal prison for possession of child pornography. He was released in July 2008 and began serving three years of supervised release. Two of the counts in Thursday’s indictment appear to have taken place while Gonyer was on supervised release.

If convicted, Gonyer faces a mandatory minimum of 15 years and a maximum of 30 years in federal prison on the sexual exploitation charges and up to 10 years in prison on the possession of pornography charge. He also faces fines of up to $250,000 on each count.

The maximum penalty he could face in state court on the sexual abuse charge is 10 years in prison.

        1.  Thirteen Techniques for Truth Suppression
          by David Martin

Strong, credible allegations of high-level criminal activity can bring
down a government. When the government lacks an effective, fact-based
defense, other techniques must be employed. The success of these
techniques depends heavily upon a cooperative, compliant press and a
          mere token opposition party.

Dummy up. If it’s not reported, if it’s not news, it didn’t happen.
Wax indignant. This is also known as the “how dare you?” gambit.
Characterize the charges as “rumors” or, better yet, “wild
rumors.” If, in spite of the news blackout, the public is still able to
learn about the suspicious facts, it can only be through “rumors.”
Knock down straw men. Deal only with the weakest aspect of the
weakest charges. Even better, create your own straw men. Make up wild
rumors and give them lead play when you appear to debunk all the
          charges, real and fanciful alike.
Call the skeptics names like “conspiracy theorist,” “nut,”
“ranter,” “kook,” “crackpot,” and of course, “rumor monger.” You must
then carefully avoid fair and open debate with any of the people you
          have thus maligned.
Impugn motives. Attempt to marginalize the critics by
suggesting strongly that they are not really interested in the truth but
are simply pursuing a partisan political agenda or are out to make
          money.
Invoke authority. Here the controlled press and the sham opposition can be very useful.
Dismiss the charges as “old news.”
Come half-clean. This is also known as “confession and
avoidance” or “taking the limited hang-out route.” This way, you create
the impression of candor and honesty while you admit only to relatively
harmless, less-than-criminal “mistakes.” This stratagem often requires
the embrace of a fall-back position quite different from the one
          originally taken.
Characterize the crimes as impossibly complex and the truth as ultimately unknowable.
Reason backward, using the deductive method with a vengeance.
With thoroughly rigorous deduction, troublesome evidence is irrelevant.
For example: We have a completely free press. If they know of
evidence that the Bureau of Alcohol, Tobacco, and Firearms (BATF) had
prior knowledge of the Oklahoma City bombing they would have reported
it. They haven’t reported it, so there was no prior knowledge by the
BATF. Another variation on this theme involves the likelihood of a
conspiracy leaker and a press that would report it.
Require the skeptics to solve the crime completely.
Change the subject. This technique includes creating and/or reporting a distraction.

  4. The gender of the victim is unimportant to this story. It makes no difference if the victim was a 15-year-old girl, or a 15-year-old boy. I wish media would stop identifying victims as “male” or “female.”

By identifying the gender of victims you feed other pedophiles the images they need to get off. I’m sure that is not your intention.

  5. The term “sexual offender” is a created euphemism for sexual predator, pervert, pedophile–it should be “offensive” to all of us.

In 1999 the Martin Luther King family sued one of the assassins of Martin Luther King in civil court. They did this because the department of justice would not reopen the investigation after the Martin Luther King family uncovered evidence that the FBI, CIA, and Memphis police had assassinated Dr King. The King family also wanted to enter their evidence into a public record so it could be accessed. The jury returned a verdict in favor of the King family and juror members held a press conference saying it was a clear cut case of the FBI assassinating Dr King. There was a media blackout of the trial. Details of the trial can be viewed here or by reading the book called ACT OF STATE THE EXECUTION OF Martin Luther King

CNN exclusive: FBI misconduct reveals sex, lies and videotape

By Scott Zamost and Kyra Phillips, CNN Special Investigations Unit
        January 27, 2011

Washington (CNN) — An FBI employee shared confidential information with his girlfriend, who was a news reporter, then later threatened to release a sex tape the two had made.

A supervisor watched pornographic videos in his office during work hours while “satisfying himself.”

And an employee in a “leadership position” misused a government database to check on two friends who were exotic dancers and allowed them into an FBI office after hours.

These are among confidential summaries of FBI disciplinary reports obtained by CNN, which describe misconduct by agency supervisors, agents and other employees over the last three years.

Read the FBI documents obtained by CNN

        — An employee had “a sexual relationship with a source” over seven months. The punishment was a 40-day suspension.
        — The supervisor who viewed “pornographic movies in the office while sexually satisfying himself” during work hours received a 35-day suspension.
        — The employee in a “leadership position” who misused a “government database to conduct name checks on two friends who were foreign nationals employed as exotic dancers” and “brought the two friends into FBI space after-hours without proper authorization” received a 23-day suspension. The same employee had been previously suspended for misusing a government database.
        — An employee who was drunk “exploited his FBI employment at a strip club,” falsely claiming he was “conducting an official investigation.” His punishment was a 30-day suspension.
        — And an employee conducted “unauthorized searches on FBI databases” for “information on public celebrities the employee thought were ‘hot'” received a 30-day suspension.

Two daughters of former state and federal law enforcement official Edward Rodgers were awarded $2.319,400 yesterday, after a Denver judge and jury found that the women suffered years of abuse at the hands of their father.

The award to Sharon Simone, 45, and Susan Hammond, 44, followed testimony of Rodgers’ four daughters in person or through depositions, describing repeated physical abuse and sexual assaults by their father from 1944 through 1965.

Rodgers, 72, who became a child abuse expert after retiring from the FBI and joining the colorado Springs DA’s office, failed to appear for the trial. But in a deposition taken in March, Rodgers denied ever hitting or sexually abusing his children.

WASHINGTON (AP) – The former chief internal watchdog at the FBI has pleaded guilty to sexually assaulting a 6-year-old girl and has admitted he had a history of molesting other children before he joined the bureau for what became a two-decade career.

John H. Conditt Jr., 53, who retired in 2001, was sentenced last week to 12 years in prison in Tarrant County court in Fort Worth, Texas, after he admitted he molested the daughter of two FBI agents after he retired. He acknowledged molesting at least two other girls before he began his law enforcement career, his lawyer said.

WAKEFIELD – A former FBI agent from Westerly has returned to prison
after a series of recent arrests for violating a court order to stay
        away from his ex-wife.

John served 15 months at the ACI for a criminal conviction of violating a

from the conviction end in 2012.

According to court records, state police arrested John in February 2002
on a disorderly conduct charge for exposing himself in public.

  7. i’d like to know how he is going to pay 250,ooo in fines on each count? while  jail or even in hiis life span,

    1. That is just to insure that “God” doesn’t mistakenly grant him undeserved luck, like he should inherit his family home, win the lottery, or get a $40,000 job in government. Should any of these things occur, the government can swoop in, and get their debt paid…. With appropriate penalty and interest.

Many pedophiles lure children with money, toys, or in the case of older children a place to live…. If he has none of this, it will be harder for him to attract children.

  8. Once you have the ability to touch a child in any way that is sexual you can never be  in society again. You are a waste of the worlds resources and should be disposed of like the waste you are! Almost all of those who get caught serve the time handed to them, (which is never enough) get out only to do this again. And those who get out and are never caught again or “live as a productive member of society”, are only masters at fooling their neighbors and court reps that they are rehabilitated. People like this only get better at hiding the monster that is within them. They will continue to do harm to the worlds most innocent people children.

    1.  I hear you Pat. Sounds like you really care about kids and want to protect them from abuse. You probably recognize that kids who are abused are more likely to wind up in the MSP at $56,000.00 a year to warehouse them.

Andy wants to make this organization as strong as the NRA,eh?
Wait a minute judging from your name euro-pat do you remember
that time not to long ago where europeans enjoyed having sex with children?

      see
      http://en.wikipedia.org/wiki/Child_Marriage_%28film%29
Child marriages may depend upon socio-economic status. The aristocracy of some cultures, as in the European feudal
era tended to use child marriage as a method to secure political ties.
Families are able to cement political and/or financial ties by having
their children marry. The betrothal is considered a binding contract
upon the families and the children. The breaking of a betrothal can have
serious consequences both for the families and for the betrothed
      individuals themselves.

In Arab and Altiac societies arranged marriages were and are common.
Children are often married to create a period for the spouses to know
each other before consummating marriage. Feelings of closeness and
loyalty were encouraged during these early years or months.

Elsewhere, where daughters are considered a liability, it may be poorer people who tend to marry early.
Child marriage and child betrothal customs occur in various times and places, whereby children are given in matrimony – before marriageable age as defined by the commentator and often before puberty. Today such customs are fairly widespread in parts of Africa, Asia, Oceania and South America: in former times it occurred also in Europe.

      1. Before you copy and paste some articles you found on the internet and try to insult me  by stating “Wait a minute judging from your name euro-pat do you remember that time not to long ago where europeans enjoyed having sex with children?” You really should look up the definition of Expat. It is short for expatriate meaning “is a person temporarily or permanently residing  in a country and culture other than that of the person’s upbringing”. My birth certificate has the zip code of 04915. And my passport is an american one.  But judging how you want me to support a lobbyist which is something I will never do for any cause, you more than likely come from Massachusetts or worse Portland, aka little Somolia. It is ok while I am stuck in foreign country far from home because that is where my country needs me. You can sit back on your computer and enjoy the freedoms many of us have given their life for. The freedom to be “useless”. Your copy written rant had nothing to do with this Pervert.

        1.  Thanks for responding to my post euro pat, I suspect we are on the same page in that we don’t want to see kids abused physically -psychologically- sexually etc  because in the long run its Maine taxpayers who wind up picking up the tab to fix the problems caused in early childhood.
Glad to hear you are stuck in a foreign country where Exxon Mobil needs you funded by my tax dime because you could not find a job when you dropped out of high school.

          1. Wait a minute! You said “we don’t want to see kids abused physically -psychologically- sexually etc because in the long run its Maine taxpayers who wind up picking up the tab to fix the problems caused in early childhood.

Thats freaking cold! I guess Gonyers who preys on kids will “pick up the tab”!
What did an abused kid ever do to you?I’ll bet you can even predict which kids are going to be traumatized by a Child predator.
In which case you would abort the fetus so it wouldn’t have to endure the misery, therefore saving you $56,000 a year to warehouse it.

Are you sure you are OK?

      2. “You probably recognize that kids who are abused are more likely to wind up in the MSP at $56,000.00 a year to warehouse them.”

What the hell? You better let Oprah hear about this!!!
Are you sure you are OK?

        1.  There is a technique in music composition called reiteration
where if you restate the theme enough times it becomes imbedded in the listener’s subconscious

“Are you sure you are OK? ”

I figure you reiterate this another 8 times and we have a slam dunk, eh?
          LOL

For Maine  voters and taxpayers who want to be smart consumers and learn more about how dysfunctional their criminal justice system operates connect the dots between people who are abused as kids who grow up to be criminals.

          1. But you keep avoiding a sensible reply to a simple question. Please explain why the victims of Gonyers are the bad ones here?  You sound like you would support making abortion retro-active.

  9. Why didn’t this guy get a warning & chance to destroy evidence from Sheriff Glen Ross?  It’s only fair…
