WARREN, Maine — A 56-year-old Warren man has been charged with cruelty to animals.
Foster Sullivan was issued a summons, according to Knox County Sheriff Donna Dennison. He is scheduled to appear in Rockland District Court on May 21.
Two mixed breed dogs, 14 assorted breed chickens and six ducks were removed from the premises by the Knox County Humane Society, the sheriff said Monday. The animals have been placed in foster care.
One of the dogs may have to be put down, the sheriff said, because of the extent of the neglect.
The investigation began when Deputy John Hansen received a complaint of animal neglect. The sheriff praised the deputy’s work. The animals had inadequate food and water and were suffering from severe neglect, she said. The water in the pen for the dogs was green and unfit to consume, she said.
Sullivan also signed a transfer and release form to surrender the animals, the sheriff said.



Conditions like this are unforgivable. This man should never have any animals again, and should have
some sort of punishment. I’m not suggesting 1. shoot him, 2. hang him, 3. electrocute him, but something that will make him realize that abusing animals is wrong.
Put him in the pen with the green water and see how long he lasts.
Agreed. Let the punishment fit the crime. After a few weeks in a pen with green water and mounds of feces, maybe this person would see the error of his ways.
That would indeed be the perfect punishment, but the civil libertarians would not stand for it.

0^*^%#@ in that pen for a year, lets see him fend for himself with nothing but rubber foam for shelter and food and green water… i wish i were a judge at this time…

Very glad people are stepping up to the plate and reporting neglected pets.
Oddly enough, just this weekend a friend of mine’s neighbor lost his dog. We all figure someone took it to a better home. Everyone could hear the poor thing whining all day in the hot sun or freezing cold with no food, water, or shelter. It was only a matter of time before someone couldn’t stand minding their own business anymore.
And we should never “mind our own business” when it comes to abuse of any kind.
So why did you mind yours?
Chances are he will just get a slap on the wrist and a small fine. Unfortunately, the prosecutor’s office doesn’t put the emphasis it should on animal cruelty cases. Case in point was the serious neglect case of the horses in Waldoboro a couple of years ago where Don Genthner walked away with little or no repercussion for what he did to those beautiful animals.
so glad someone called it in. There are alot of cases that go unreported for years. The animals do not have a voice so cudos to the human that made the complaint. These animals will love no matter how they are treated thats what makes the neglect and abuse shameful.
Interesting that Knox County Sheriff’s office got involved. Wonder where the newly hired but strangely quiet State Animal Welfare director is hiding out these days…

I do not think the man ment to abuse the animals. Take them away and never let this man have animals again. As for jail time? I think he may be mentally ill. Its just so wring what he did. How dose he take care of himself? That may be a clue .
This guy ought to be forced to live as he made his animals do.

Nothing cranks me like animal abusers and wife beaters, they deserve their own special place in Hell!!
Need to keep the pressure on, on the DA, judges and the folks in Augusta.Write or call and let them know that the punishment needs to be increased so it will act as a determent, We need heavy fines and lots of jail time so these idiots can figure it all out. So many go unreported it makes you sick and some animal control people just won’t bother. Good for this Sheriff.
