SCARBOROUGH, Maine — The first of three festival-style concerts at Scarborough Downs on Tuesday resulted in a few arrests and cases of heat exhaustion, but no major problems, according to Police Chief Robert Moulton.

“It went relatively well. We had had some medical issues, a combination of dehydration, maybe a little too much high-energy dancing,” Moulton said.

The evening was cool and overcast, but Moulton said about 17 people were treated at a medical tent at the concert and seven were taken to area hospitals.

Moulton said there were some arrests and ejections for alcohol and drug violations.

“It was nothing of any significance,” he said.

The Under the Influence of Music Tour, headlined by rappers Wiz Khalifa and Mac Miller, drew an estimated 6,000 fans to a stage set up outside the racetrack. Staffers at the site said the music began around 5:30 p.m., and as rapper Chiddy Bang played a set about an hour later, vehicles flowed into parking lots from Route 1 and Payne Road entrances without causing any backups.

Traffic was congested on the track access road leading to Payne Road after the show, but Moulton said town roads were unaffected.

Moulton said the concert was staffed by nine local police officers working with security staff provided by the promoter, Waterfront Concerts.

Waterfront Concerts is staging two more shows at the track this summer. On Aug. 10, seven acts headline the metal Oxxfest show. On Sept. 7, classic rockers ZZ Top and Lynyrd Skynyrd will perform.

The company also stages shows at the Waterfront Pavilion in Bangor, and Moulton said their experience with concerts provided a level of comfort for him and his staff.

“A lot of planning has gone into it,” Moulton said. “We have been working with the promoter.”

Last summer, Scarborough Downs hosted a country-western show headlined by Brad Paisley and Moulton said the department learned about traffic flow problems and noise complaints from that show.

This year, the stage has been shifted to face the Payne Road entrance instead of Route 1, with woods providing a sound barrier. Moulton said officers will also be more vigilant about traffic using southbound Payne Road to enter Scarborough Downs because online directions guide drivers to Maine Turnpike Exit 45 at the Maine Mall, instead of Exit 42 at Haigis Parkway.

Before the summer concerts began, councilors also amended the town mass gathering ordinance to allow more than five mass gatherings and reduce permit fees for companies applying for more than one permit. The Downs can hold up to 11,000 fans for shows.

For any gathering of 1,000 or more, organizers must post a bond of 120 percent of the cost of municipal services needed for safety and crowd control. Organizers are also required to alert hospitals within 25 miles about their events.

Moulton said the town and promoters are also working with an independent sound engineer to get a more complete picture of how sound travels through the area around the venue.

“Simple decibel metering may not show a complete picture,” he said. “Sound can travel in varied ways.”

      1. You appear to be disappointed that it went better than you assumed when you  “came into the article”?  Please enlighten us because often we cannot discern one’s intent through typed words.

        1.  Yes, you got me. I was really wishing bad things happened. Let me guess, you are that guy that is always contrary no matter what. Sad really, those people are so lonely they go around taking about themselves as “us”.

  1. I attended this show and just like to say how disappointed I am with how things were run. I bought a ticket 10 rows from the stage but the seats ended up being trashed.

      1. I am working on that. Also don’t think that promoter is a friendly as everyone thinks he is, I have been emailing him and it doesn’t seem he’s fan friendly.

        1. I think he is, and i think you will see adjustments in future shows. He may not be able to respond to individual emails, at least not timely, but he seems to correct problems and issues as he gets experience in an area. Obviously he has to adjust with more security down there.

    2. Wow, this never happens at the Bangor concerts, thankfully. You are blaming the promoter, but it sounds like a crowd problem, though the police did not think any major issues. Rap concert crowds seem quite a bit rowdier though, hopefully those shows stay south.

    3. That’s the best use of chairs at a concert.  Who wants to sit like a school kid at a concert?  They should put seats around the outside for handicapped people and let the rockers stand up and groove.

  2. Congrats on your first show in Scarborough, WFC. The headline should have read a little better. I stay focused on the Bangor Waterfront Pavilion, but success to you! Scarborough is in very good hands with this company. Grade A++++ And it will only get better.

  3. Rap & Hip Hop. not for me but……..Freedom of choice and I guess its entertainment for some.
    Good luck with it as sucess can only mean, top acts for Bangor’s waterfront. Love to see, John Fogerty, Delbert McClinton, Bob Segar, Bonnie Raitt and so on. Waiting on Larry Chance & The Earls when they play the Folk Festival. Nothing like ole time rock annd roll and doo-wop.

  4. I took to teenagers who love Wiz and Mac downstate to this concert and they loved it.Of course this was their first concert but they’re going to remember it forever so I thank anyone who had anything to do with putting on this show.

  5. Another issue not addressed in this article is the fact that there is a case of false advertising and honestly fraud. Going into the concert people paid upwards of $70 to get the best possible seats. Basically right after the show started the seats were all moved and people had rushed the stage. this left me with no seat and a waste of 70 bucks for basically a general admission style concert. When I asked an event staff what they were going to do to compensate me for this mishap she said someone was going on stage between sets that people who want a refund could leave and get their money back. that announcement never happened. After a while I asked the same worker and another what was happening with a refund and they both said they didnt know. When calling the buiness offices of the waterfront concerts it was said that they announced they deal to get the refund, which is a lie. I would have had no problem if the concert was advertised as GA but after wasting $70 I am upset and all the company is concerned with is saving themselves.
    I expect this issue to be addressed and I am honestly dissapointed in the way waterfront concerts handle this concert.
