PORTLAND, Maine — A Portland man with cerebral palsy and a history of indecent conduct who was released from jail just over a week ago is back behind bars after police arrested him for masturbating on his porch, according to officials.

Steven Ricci, 48, was arrested and charged with indecent conduct and disorderly conduct early Monday at his Brighton Avenue residence, city spokeswoman Nicole Clegg said in a statement.

Just after 10 p.m. Sunday, an off-duty officer witnessed Ricci sitting on his porch wearing nothing but his underwear, according to Clegg.

When officers responded they couldn’t immediately locate Ricci, but he was later found on his porch masturbating approximately 20 feet from the view of traffic.

Clegg said Ricci retreated inside the house when police went to arrest him, and he surrendered after several minutes of communicating through his locked door.

Ricci has a history of indecent conduct and other altercations with police. In 2011, Ricci was arrested and convicted of masturbating in front of a woman on the Fore River trail. In early March, Ricci was arrested for violating curfew by going on a late-night pizza run while out on probation for that conviction. And just two weeks later he was arrested for exposing himself to two adults with young children, again on the Fore River Trail, according to Bangor Daily News archives.

He was released from jail on Aug. 4, after serving a seven-month sentence for disorderly conduct.

Portland police Lt. Gary Rogers told the BDN in March that Ricci has cerebral palsy.

Ricci was booked into the Cumberland County Jail where bail was set at $160.

  3. Does his having CP have any bearing on the story? Does it make him any less responsible for his actions? That said, I have just one more thing to say: EWWWW!!

  4. If he didnt have cp he would be on the sex offenders registry as he should be. If cp is going to be used as an excuse for his actions maybe he needs to bein a more supervised environment
