Deep in the West Virginia woods, in a small cabin powered by the sun and the wind, a bespectacled, white-haired man is giving a video tour of his basement, describing techniques for the long-term preservation of food in case of “an emergency.”

“We don’t really think of those today, because it’s so convenient to go to the supermarket,” he cautions. “But you know, you’re planning because the supermarket may not always be there.”

The electrical grid could fail tomorrow, he frequently warns. Food would disappear from the shelves. Water would no longer flow from the pipes. Money might become worthless. People could turn on each other, and millions would die.

Such concerns are typical among “survivalists,” a loose national movement of individuals who advocate self-sufficiency in the face of natural or man-made disasters, gathering online or in person to discuss the best ways to prepare for the worst.

What is atypical is that the owner of this cabin is Roscoe Bartlett, the longtime Republican congressman from Maryland. Over the past two decades, he has developed a following as one of the country’s premier proponents of preparedness against impending doom, even urging the more than 80 percent of Americans who live in urban areas to relocate.

“There are a number of events that could create a situation in the cities where civil unrest would be a very high probability,” Bartlett predicts in “Urban Danger,” a documentary that features the cabin tour. “And I think that those who can and those who understand need to take advantage of the opportunity when these winds of strife are not blowing, to move their families.”

Bartlett, 86, is a patent-holding scientist, an engineer and a farmer. He has also become one of the country’s most endangered Republicans.

Maryland Democrats redrew his reliably red congressional district this year to include a swath of blue-leaning Montgomery County, leading analysts to call the second-oldest member of the House an underdog in his November reelection bid against financier John Delaney (D).

But the possibility of electoral defeat does not appear to have changed Bartlett’s focus — to alert Americans to a future fraught with danger. On Sept. 30, barely a month before Election Day, he will be in Spokane, Wash., more than 2,000 miles away from his district, serving as the keynote speaker at the second annual Sustainable Preparedness Expo.

Bartlett, who declined a one-on-one interview, recently sat around a Capitol Hill conference room table with a group of like-minded experts to unveil legislation that calls for “every citizen to develop an individual emergency plan to prepare for the absence of government assistance for extended periods” and for communities to become capable of providing 20 percent of their own power, food and water if necessary.

The electric grid, everyone agreed, is vulnerable to natural disasters and terrorist attacks. “This is possibly the most serious threat the United States faces right now, because we are so utterly unprepared for it,” said Richard Andres, a senior fellow at National Defense University.

The grid could be crippled at least four different ways, Bartlett says: terrorist assaults on power substations, a cyberattack, a massive solar storm and an electromagnetic pulse attack.

Bartlett has for decades warned of the harm of an EMP attack — a nuclear detonation in the atmosphere that could fry computers and anything with an electric circuit — in his writings, in legislation and in late-night speeches on the House floor, though experts differ on the seriousness of the threat. Some agree the dangers are real, while others say such an attack is unlikely and the potential effects remain uncertain.

At a Go Green Energy Expo organized by his office in Frederick last month, Bartlett mentioned “One Second After” and asked, “How many of you have read the book?” He asked the same question at the recent Capitol Hill event.

The 2009 novel imagines an EMP attack on the United States, focusing on efforts to survive by residents of a North Carolina mountain town. “One Second After” was written by William R. Forstchen, who is also known for co-writing counterfactual historical novels with former House speaker Newt Gingrich (R-Ga.).

Forstchen paid tribute to Bartlett as “a true public servant” in the book’s acknowledgments, and Bartlett returned the praise, inserting a statement into the Congressional Record in 2009 advising Americans to read it.

Bartlett became interested in preparedness during the Cold War, when people and businesses commonly built bunkers in case of a nuclear attack. Yet, it seemed that no one was thinking about the next step.

“When you came out of the fallout shelter, what then?” Bartlett wondered.

Bartlett’s warnings aren’t necessarily tinged with fear; the scientist seems to view self-reliance as a puzzle to be solved, just as he appears to take a special pride in showing off the efficiencies of his “off-grid” West Virginia cabin.

“It’s just plain fun, when you’re looking at the challenge: What do I have to do so I’m independent of the system?” Bartlett asks in “Urban Danger.”

Bartlett bought his property in the Monongahela National Forest in 1980. It cost about $1,000 to build the cabin, he says in the documentary, with much of the materials brought in by cart because the road was so rough.

The main attraction in the kitchen is a wood-burning cookstove, which also heats the house and its water. There is also a small propane stove, for use “as long as propane is available,” and a hand-operated pump that brings water up from an underground spring.

“Whatever level you’re concentrating on, being as self-sufficient as you can, as quickly as you can, is going to be the right thing to do,” he says.

In “America’s Cities,” a separate documentary with similar themes, Bartlett approvingly cites the financial adviser and author Howard Ruff — an influential figure among survivalists — who counseled that “the most important investment you can make” is to have a year’s supply of food for your family, and “the second-most important investment” is a thousand-dollar stash of silver coins and jewelry to bargain with in an emergency.

“This is great advice for anybody,” Bartlett says. “And maybe you can’t buy a year’s supply of food. All the Lord expects you to do is what you can do.”

Bartlett is a devout Seventh-day Adventist and an active member of his congregation in Frederick. When he enrolled at Columbia Union College, he planned to become a minister. He chose to become a scientist instead but earned an undergraduate degree in theology.

Like Bartlett, many of the people in the two documentaries are Adventists. Bartlett’s office confirmed that the films’ producers connected with the lawmaker because of their shared faith. (The producer of “Urban Danger” declined to comment on his relationship with Bartlett, and the director of “America’s Cities” did not respond to requests for comment.)

The idea that the end of the world is near, and that people will be judged, is a key tenet of Adventist beliefs. “It’s right at the core,” said Ronald Numbers, a University of Wisconsin professor who has written books on the faith’s history.

But Numbers estimated that only a small percentage of Adventists prepare for end times by moving to remote locations and storing food.

For Bartlett, the lifestyle his cabin affords him is ideal, regardless of whether disaster strikes.

“I have no television, and you can’t really get radio there very well. . . . We just don’t turn it on,” Bartlett says of his cabin in “America’s Cities.” “I enjoy being isolated. And I ask myself, you know, if the world fell apart I wouldn’t know it here, would I?”

Obama signed into law the N.D.A.A. which has a provision that enables the military to hold you without due process last New Years eve. When you do the math on the bullet purchases and divide the number by the number of agents needing training, the amount of bullets used for training etc it ends up being a few hundred bullets per agent. Most guys I hang with can do that in a weekend. The stories about stock piling ammo are so full of uninformed speculation. The funniest part of your statement is “man stopping hollow point ammunition”. Hollowpoints have been the standard for decades, with the exception of firearms needing roundnose and the like for feeding purposes.

        3. Actually, I was wondering the same thing when I first read the articles about the ammo purchase. They worked out to about 600 rd per agent, which is not a lot by practice standards. What makes me wonder though is that it is all hollow-point, which is not typically used for practice.

When I purchase ammunition for my handguns, I buy mostly target loads (round nose) because they’re so much cheaper.  What the government is apparently doing is purchasing all hollow points which are designed to inflict injury on men, not paper.  As always, money is no object when the federal government is the purchaser.

          But more to the point, why do all these federal agencies — SSA, DHS, IRS, etc. — need to have an armed security force at all?  I can understand police agencies such as the FBI having armed agents, but when did the Social Security Administration become so dangerous that they must pack heat to do their jobs?  I think that it all comes back to the simple fact that once a federal agency is created, it will always grow in size and influence every year because failure to do so might result in its elimination.  Since no government agency is EVER eliminated, they all continue to grow and now even the Social Security folks have their own paramilitary force.

You cannot eat silver or gold.  Your stocks should include 6 months of food and water and enough cigarettes, booze and coffee as you see fit for trade.  Those boolits will be required for defensive purposes. Also a good idea to get neighbors and/or family involved in your planning. And a well thought out escape plan in case you have to leave the fort for higher ground.

Sitting on his porch a small boat pulled up to rescue him and he said that the Lord would provide. Then when he was sitting on his porch roof, another boat came up, and he waved them off again saying that “The Lord would provide.” When he was sitting on the roof of the house, a helicopter came up and he waved them off again saying that “The Lord would provide”. After that the flood waters swept him from the roof and drowned him. When he stood before God on the throne , he looked at God and said “I had faith that you would save me.” and God responded with “What do you call 2 boats and a helicopter?”

I can give you hundreds of quotes from the founding fathers who admitted it was their Christian faith which guided their steps and views regarding the best kind of government to ensure the greatest freedom for all. Your twisting of history and founding opinion is an agregious affront to every honest person. Despite the historical lies of liberal whackademia, the vast majority of the American founders were mainstream, denominational Christians, very few of whom were so-called secular deists (a letter from John Adams to Thomas Jefferson in 1813 speaks directly to this issue by listing all the religious affiliations of the various founders and then of “atheists, Protestants who believe nothing and Deists “very few of these latter species. And the Treaty of Tripoli has always been misapprehended by raging modern secularists such as yourself. The point of that treaty (which was quickly superceded by another treaty which said no such thing) was unlike Islamic regimes there is no ecclesiastical component to the American federal government even though the entire American culture and civilization was founded upon the pure principles of Jesus Christ (Patrick Henry and Thomas Jefferson). Even Thomas Jefferson believed if the unbiblical corruptions of Christianity were eliminate, there was much to recommend Christianity as the foundation of the American enterprise. The Dept of Homeland Security has told people to be prepared to take care of themselves for at least a few days following 9/11 and proof of the need to do that was shown following Katrina. A documentary by the BBC showed that most grocery stores would be out of food within 72 hours should the supply chain be cut. The aftermath was not pretty. Not a peep out of the White House. No JFK moment here.  So who can blame Russia, they want their place at the table to be closer than the other scavengers.

  9. Being prepared and not having to use your preparations is, well, OK.

    NOT being prepared and finding out that you weren’t when it mattered….not OK.

    1.  When I lived aboard my 27′ sailboat (13 years aboard), every time I went to the grocery store, I got what I needed, plus one can of something I didn’t need.  This way, my pantry built up to the point I was storing food under the port side berth. Every time a hurricane was forecast to hit, I topped off my water tank, filled all my gallon and 5-gallon jugs, and my 36qt ice chest (for dishes and bathing), and topped off all my fuel tanks and cans (and put Sta-Bil fuel stabilizer in them), and I had 3 weeks worth of water, a month of food, and 2 weeks worth of electricity (from the fuel for the generator). I never needed that much, but after the hurricanes passed, I never left the dock till the “all clear” was sounded. The longest we went without power was one week. As to water outage, I never noticed because I had so much to start with that I never tried it til the power was back on, then I used the leftovers to wash the boat.

  10. There are millions of us in America that are prepared for any doomsday event. Is there something wrong with being prepared? Does it make you a nut job to be prepared for a disaster? I think not. It makes you smart. If you are prepared then perhaps if something does happen at least you can help a few others in times of need. No harm what so ever.  For those that are not prepared at all for any type of disaster: we saw you on the roofs of your homes after Katrina. So sad you did not prepare to leave and had no idea what to do. Put together a grab and go bin. Make a list of what you and your family would need to get out of town in an emergency. Snacks, canned foods, can opener, water, blankets, toothbrush and paste, change of clothes, flashlight, batteries, matches, pet supplies.  These are just examples. Make your own list to suit your family. Always be prepared! Can never hurt but can always help.

    1.  If you think you are prepared and you have no consideration, respect or knowledge of God all of your preparations shall avail you nothing.  Note:  A doomsday event IS the end and there is nothing after it.  Personally I hope to be dead when all of that unfolds and I am not worried about the end in the least other than to ensure that my relationship to God is correct.  Earthly preparation won’t do anything for that relationship and anything else is fruitless.

      1. I agree, the dead are the lucky ones…but that doesn’t absolve us from doing the right thing in relationship to ourselves, our families, and humanity. Though, I’m curious, if God put you here with a purpose, then why would you want to bail without a fight. 

        1.  You do have a fight.  The fight to resist the temptations of Satan and God has your back door in that, if you let him.  You also have the work to spread his message to the rest of the world, even if it causes you the end of your life.  For there is no greater love than a man give his life for another. Also, those who seek to save their lives shall loose them.  

          The trick here is to figure out which life God is talking about here.  Your corporeal life or your immortal life.  Which to you think is the more important?

Just the last 100 yrs there have been many across the planet that lasted days to years where food, water, electricity, medicine, etc have been scarce. Anyone that had been prepared then are enjoying life with their grandchildren today. God gave us a brain to think and he doesn’t want us to just sit on our a ss and call his name. 

        1.  We are not talking about that now are we?  We are talking doomsday, as best as I can comprehend from the article.  Yes, we do need to be prepared for disasters but when they occur how we react to others is also a key factor is it not?

          And at the end, God tells us that for the sake of the saints the time of tribulation will be cut short.  So how much do you need to hold in reserve to wait out that period of time?  Water, what, three days?  Food, what?  8 to 16 days?  Since he created the universe and everything in it in 6 days I don’t worry much about how he’s gonna end it.

Dave, all kinds of religious goups and individuals have interpreted various natural and man made crises, for decades to centuries, as a sign of the end when in reality it was just a crisis, if you were in it and unprepared then maybe you didn’t survive something survivalable. If such occurs again and I’m in it I will try to be prepared to get through…if it’s actually the “end of times’ then I did all I can do.
            I wouldn’t shoot someone for their food, I plan on having enough to get through…but if I have to defend my food from a rabid band of thugs and there is no “authority” and I have the means to defend then I will.
            If you want to interpret every rough patch as the end of times, and therefore make no provisions for yourself, then be my guest and good luck. You seem to make a lot of negative insinuations about people, might not work well for you if you find yourself on the needy end of the situation.

      3. God does not want us to just give up and sit back and hope for the best . There are so many  events other than the  proverbial DOOMSDAY . The world may just be crippled rather than destroyed. He wants us to always be prepared in life as well as death. Keep bread, wine and ammo in your cupboard and God in your heart.

        1.  What is the ammo for?  What is the wine for?  Why do you need it?  Read Matthew 25 and afterwards get back to me with your notion of what Christ is telling you.

        1.  It’s called faith.  The problem is people do not know how to get it, even though scripture tells you how.  Faith comes from hearing the word of God.  It’s rather confusing because what it really means is studying the scriptures, the word of God, and letting the spirit of God explain them to you, or rather understanding.  That requires a small amount of effort that people are just unwilling to do as they have been tricked by Satan with the thought that they are equal to God and will never die. The very same trick Satan pulled on Adam and Eve in the beginning.  People don’t want to hear that either so they simply say that God doesn’t exist, further compounding the problem.  God is not willing that any be lost but there is a limit to how long he will hold back before the end quickly comes.

      4.  A pro-God argument? Brilliant. Im going to forget all about the idiocy of thinking God will prevent anything and just ask you a simple question: When you die do you believe that you are going to go to a better place?

Instantly when I die?  No.  According to scripture you are dead and remain in the grave until the second coming.  If you are “dead in Christ” meaning that you believe and are saved, you will then rise from the grave and go to heaven with him.  The passage of time while you are not alive is not a factor as the dead know nothing, they are dead.  So the instant I close my eyes in death the perception of time for me ends and the next perception of time I have is rising from the grave to meet Christ and then go to heaven.  So on once sense, yes, going to a better place.  What the big misunderstanding is all about is when.  When you die you do not instantly go to heaven.  The life force that makes you alive goes but you, your essence, remains in the grave with you until the resurrection.  From the secular and logical perspective, does it make any sense to have a resurrection if the people who died are already in heaven?

    1. Reggie, you missed the point here, my friend. The Congressman is not hoarding to have more “stuff” than other people. When quoting the Bible, please use verses in context. The passages you quoted dealt with people who are too busy trying to accumulate wealth instead of considering their salvation, such as was illustrated in the Rich Man who would not sacrifice all to enter the kingdom, and was told it would be easier for a camel to walk through the eye of a needle than to enter the gates of Heaven. That is not what the Congressman is doing at all. He is preparing for an emergency. His faith is something else completely.
      And this also has nothing to do with a salvation built on works. He is not preparing these things to impress God to earn salvation. But remember, “Faith without works is dead.” He is showing his faith that there will come a day when governments fail and he will have to rely on taking care of himself, with God’s grace and mercy, as the Bible instructs us.  He is doing exactly what is commanded of him in Matthew 25, preparing himself so he is not short on “oil” in the last days.
      Please do not question the strength another man’s faith. The Gospels are full of warnings about this. God bless.

God give us the power of discernment, we know the lies coming from government, all is not well, nor will they be able to take care of the helpless populace. Read “rising Prices, empty shelves”

    3. The idea of our lives not being judged by what we own is to teach us life isn’t about material goods. Making sure you have a means of survival is completely different. He isn’t hoarding cars or jewelry. Survivalists don’t hoard food for bragging rights. The bible also talks about providing for yourself and your family. Why no quotes on that?

He bought his cabin 32 years ago, and it sounds like it has given him a great deal of pleasure over the years.  Nothing wrong with being prepared, so I’m not sure what the point is of your snarky, snide comment. Advance planning is what smart people do – things like insurance, retirement planning, back-up generators for power outages, etc – those are all forms of planning.  It is part of his core beliefs, not something he just thought up in order to sell something.

Once done an EMP attack would not return the entire USA to horse & buggy days (without the horse & buggy). Too many U.S. citizens are oblivious to how fragile our modern way of life actually is.   38. Just from a natural disaster POV, making reasonable preparations which include food, water, medical supplies and firearms makes imminent sense. I don’t know why some Americans think its virtues for them to become a burden on first responders, their neighbors and ultimately the taxpayers in post-disaster scenarios. As a family we’ve made a huge investment in all the above and those neighbors who mock us or think we’re stupid for preparing “for a rainy day” can hike their worthless carcass down the road, particularly in the case of a long-term powergrid meltdown, EMP both solar and nuclear, social breakdown as the result of economic or drought/harvest disasters. You prepare for one disaster and you’ve pretty much prepared for them all. It’s better to have it and not need it than to need it an not have it. Why not be a good Boy/Girl scout and have about a three month supply of food, a month supply of water (you store hundreds of gallons of water in NEW water bed bladders or those 100 gallon bathtub bladders you could fill up while there’s still water pressure.

    I can’t go into details, be also have a bugout plan that works in concert with about twenty other families that would assure our quick exit to a more secure, rural location. Call us crazy, but I think you’re crazy for not making a least minimal preparations to live at least a few months “off the grid” though some of us have prepared to be off of it for years if necessary with heirloom seeds, a community warehouse of food, weapons, medical supplies and clothing. Our American pioneers would have thought these kind of preps would have been imminently sensible particularly given the present fragility of our “civilization”.

My neighbor and his wife and 2 kids stood on a corner waiting for a bus to pick them up.. the bus did come but broke down about 20 miles from their home.. they went through the hurricane setting in a bus.. crapping in a bucket for 9 days, then they were moved to a school gym for 2 months. I drove about 400 miles and got a motel for 2 weeks, cost me a lot but was worth it. I’m better prepared now, they will be on the corner again.
