AUGUSTA, Maine — Gov. Paul LePage’s decision to stop paying membership dues to the National Governors Association threatens to shut Maine out of national policy discussions and isolate the state from opportunities, according to two high-ranking members of former Gov. John Baldacci’s administration.

In explaining his decision, LePage cited the $60,000 annual NGA membership dues as a poor investment, given the state’s precarious fiscal condition and the fact that he “wasn’t getting anything out of it.”

Lee Umphrey, who served as communications director during Baldacci’s first term as governor, contested that assessment.

“The value that you get out, as long as you know how to get it, pays itself back tenfold,” he said. “There was overarching value to help Maine stay competitive with other states, not only in dealing with Congress but in finding opportunities.”

“It did a lot of things that improved the functions of state government,” said David Farmer, Baldacci’s former deputy chief of staff, who now works as a political consultant and writes a weekly column for the Bangor Daily News. “If you close yourself off, that means you’re not getting information or ideas. You can’t take an isolationist approach.”

The question centers more on best use of taxpayer dollars than isolationism, according to Adrienne Bennett, LePage’s director of communications.

“The governor is committed to bringing forward the best policies and practices to benefit the state of Maine,” she wrote in an email. “At this time, the Office of the Governor is not financially committing taxpayer dollars to national or regional organizations.”

Umphrey, who now works as a government relations consultant in New York, attended NGA meetings both as Baldacci’s aide and as a representative of Math for America, a nonprofit organization. In a phone interview Tuesday, he described the NGA as combining the best elements of a reference library, advocacy service for state governments and business networking center.

“The room is full of industry, business, education and political people. They bring a lot of heavy hitters,” Umphrey said. “Bill Gates speaks to the NGA. You saw some of these governors not only being interested in what we were doing, but you could sense they were being entrepreneurial for their states, saying ‘Can you bring your project here?’ to industry leaders.”

The National Governors Association was founded in 1908. The organization’s mission statement says it “promotes visionary state leadership, shares best practices and speaks with a collective voice on national policy.”

Expertise in dealing with Congress and the White House ranks high among NGA functions that Umphrey believes provide value to Maine. Unlike many other states, Maine does not have its own office in Washington, D.C., so the association acts as a de facto office for Maine state government there, he said.

“The NGA staff especially works with appropriations staff,” Umphrey said. “Not only do they work to ensure that funding levels remain what they should be, but they guard against unfunded mandates.”

“States, regardless of ideology, have common problems,” Farmer said. With guidance from the NGA, “you can develop strategies to lobby federal government to help states.”

LePage says he believes he has other forums to do that work, according to Bennett.

“The governor is afforded opportunities to meet with both Republican and Democratic governors through various conferences during the year, including the National Governors Association annual winter meeting,” she said. “He attended both winter meetings in 2011 and 2012.”

Bennett also noted that LePage attended a bipartisan Governors Education Symposium in North Carolina, which both Republican and Democratic governors attended.

Farmer cited the NGA’s commitment to bipartisanship — the chairmanship alternates annually between Republicans and Democrats — as another source of value. He said that NGA meetings provided a forum where Baldacci, a Democrat, shared ideas and built alliances with Republican governors of other Northeastern states. Those bonds proved helpful in 2007, when a rail strike in Canada imperiled propane deliveries to Maine and spurred New England governors from both parties to collaborate on a plan to deliver the fuel by trucks.

The NGA’s role as a place where Republican and Democratic governors came together to advocate for the American Recovery and Reinvestment Act of 2009 helped avert a financial disaster, according to Farmer.

“People forget how dire it was,” he said. “The NGA provided a forum for governors to work together to get across that message of how dire things were and to formulate a strategy to convince senators to support the recovery act.”

The bipartisan effort that emerged via the NGA helped persuade enough U.S. senators, including Maine Republicans Olympia Snowe and Susan Collins, to vote for the act, which “saved thousands of jobs,” Farmer said.

LePage described NGA meetings as “too politically correct and everybody is lovey-dovey, and no decisions are ever made.”

Maine is not the first state to cut off funding for the NGA. In February 2011, CNN reported that Texas, South Carolina and Idaho would not pay NGA dues. Like Maine, those three states have Republican governors.

Jodi Omear, communications director for the NGA, wrote in an email that she could not confirm information about specific state dues.

“Almost all states pay the full amount of dues every year, and those that do receive additional services,” she wrote. “Although NGA does not disclose specific state information, the benefits from these additional services, in addition to NGA’s advocacy efforts, far exceed the amount of the dues.”

Umphrey wondered where LePage would turn for policy input, speculating that conservative organizations such as the Republican Governors Association, American Legislative Exchange Council and Maine Heritage Policy Center could play a greater part in shaping the governor’s agenda.

Neither the governor’s office nor the Legislature spends tax dollars on dues to the RGA and ALEC, according to Bennett and Jim Cyr, spokesman for House Speaker Robert Nutting, R-Oakland.

Bennett indicated that policy would originate within the LePage administration, molded by public participation.

“The governor has surrounded himself with an experienced and knowledgeable Cabinet, of whom many have backgrounds working in government prior to joining the LePage administration,” she said. “However, the best policies and practices are often derived only after there is input from the people of Maine.”

Scott Moody, president of the Maine Heritage Policy Center, supported LePage’s decision.

“If Gov. LePage does not find value in the state being a member of the National Governors Association, then the Maine Heritage Policy Center applauds his efforts in finding budgetary savings in these tough economic times,” he said.“It’s too bad that opponents of this policy, which amounts to a rounding error in the budget, aren’t as concerned with seeking ‘bipartisan’ solutions to far more pressing state issues such as Medicaid reform, which is currently being held hostage by the Obama administration.”

Farmer, however, sees it as a squandered opportunity.

“What you get out is a reflection of what you put in,” Farmer said. “If you go with an attitude of wanting to explore, you can come away with powerful information and allies to push a state’s agenda at the federal level.”

            If I were still in business, under this Administration, I too would sit on any spare cash I could generate and wait for Better Times to invest and grow. With up to 50% of my Income going to taxes at one level or another, I avoided a “profit” at every turn and gave much of it to charity instead!

            And, yes, I DID grow my business completely without Government “help” unlike the NOBAMA’s Marxist approach so small businesses.

LePage is a reckless attention-hound, who uses divisive tactics to distract us from the damage his administration is inflicting on this State.  For instance, DHHS recently let a nursing home close in Calais, which lost the town 92 jobs, and left the nursing home residents wondering where they would end up, and how far away they would be from family.

    The slash and burn mentality is having real negative consequences.

    1.  The damage was done to the state LONG before Gov. LePage was elected. The damage started with the last term of McKernan and continued for the next sixteen  years. I for one feel Gov. LePage is working for all the people of Maine and not just following party line and working for a select few. As a retired state employee, some of Gov. LePage decisions has taken money directly out of my pocket. But he making decisions the other Gov. just kicked down the road. Right or wrong he is at least making decisions. That’s more then we can say about the last two. Gov.

            But it is okay that Pelosi used our taxes to jet her and her friends and buy booze for their flights back and forth from DC to CA.  That is a slap to every tax paying citizen and she should be made to pay it back.

Anyone who remembers the Carter years will surely raise an eyebrow at ‘nine million private sector jobs being added’ during his term.     1. I DO. Recall that the Univ. of Maine System hired seven of them as top System officials save for one who was hired by Orono (and later left to join former Pres. Kennedy in Conn.), some without any searches and others despite not being ranked highly in searches and one who has only a high school diploma. Obviously a different context here, but Baldacci’s former staff still exert enormous power, and little of it–esp. in higher ed–for positive purposes.

LePage took office, he Now has the unpleasant task of eliminating spending  in all parts of the Maine Govt.  in order to get the state back to a healthy financial way.  This is the time to stop the bipartisinship and try to work together for a common cause.  In other words, put egos aside.  Treat others the way you would like to be treated.

  14. I sure hope someone offers Adrienne Bennett a great job after LePage is out of business.  She has spent more time cleaning up after his gaffes than she probably bargained for. LePage just loves to spew out those zingers that endear him to voters. He’s given the opposition so many sound bites that it’s gonna be hard to select the best ones to use against him when he’s up for re-election. My advice to the GOP is to pressure LePage not to run again. Ah well. You have a couple of years to get him to see his agenda is neither good for Maine nor his own party.

  17. Dump the Federal Government.
     Anyone under 27 can live off their parents and not tax payers.
    Tax drug dealers.
    Change the tax system the more you earn the more you pay, the less tax shelters you get.
    Close the schools in the winter, make the kids grow their “hot lunch foods”, maybe just close the schools, since everyone has a computer, give ‘home schooling” a new meaning.
    Make it cheaper and easier to start a home business, maybe if parents spent more time with their kids they’d get in less trouble.
     Employers make it easier for people to work at home.
    Reduce all politicans wages to minimium wage and crappy to no benenfits, then only people who really care about Maine will want these positions.
    All these things would help cut Maines debt.

  19. LePage said that he would stop paying dues to the NGA because he said he got nothing out of his membership. Sorry, Paulie, but that is flawed (as usual) thinking. The reason you are there is so that Maine, the state, can derive some benefits from membership. It’s NOT all about you. Stop playing your Sun King role of ” l’etat,c’est moi” The state is not you – it is the people – all the people, not just the TPers that put you in office. Start acting for the benefit of ALL Mainers, not just the privileged.

Imagine being more isolated than Maine already is from everything.  One reason we pay more.  With the governor’s act not to pay membership fee’s it most likely is, he doesn’t want to attend and be an embarrassment to himself. To the devil with what Maine needs or could benefit. Better idea is to control more state waste within all the different departments including The University of Maine out of control salaries. Here is only one small idea that may prove good revenue. What happens to all the confiscated and forfeited goods taken by the police. I never see any type of auction other than for bikes? Look at DOT, 5 guys standing around talking while only one is working.  Happens all the time.  Maine’s membership might give idea’s how to save money as other governments have.

          Sheep need government in layers.  The idea that people desiring less government are “sheep” is erronious.  The “sheep” want the nanny state to care for them.

          1. For years, scores of Maine people  have done without, rather than hook their homes to an additional mortgage.  Scores of Maine people drive old and outdated cars, preferring periodic repairs than investing in a $60,000 Cadillac, or, even a $20,000 sedan.

            Scores of Maine people shop around for the best gas prices.  A drive to Brewer for five cents a gallon less, is a regular practice for scores of Mainers.  There are few Mainers who can brag about having everything – very few. 

            Going without is nothing new for many of us who make up the 47 percent who won’t be voting for Romney, who can bet you$10 grand just as easy as you can  flip a buck on a table for a tip. 

            As for being part of Little Bo Peep’s herd, if so, we can still find a couple of bucks to help someone in need – help save a whale, a Lion, a Tiger, or, kids too poor to know what a pair of shoes look like.

            As for being sheep – we’re all part of the flock.   

  23. Another hit  job on the Governor. Try as he may to cut spending it does not meet liberal demands. I believe the Governor can attend the meetings without the hefty dues attached.

    1. If there was ever a Maine governor who deserved a hit job it’s this one. His every action  invites them.

  24. Both gentlemen present valid arguments attesting to the value of  the state’s membership in the NGA.  Exchanging valuable information, tips and advice, normally serves attendees well.

    But, I have to agree with Le Page, it is a waste of state’s money.  By his own admittance, he gets nothing out of it.  How can he?  His timetable, as dictated by the Tea Party, does not permit him to engage in constructive meetings, as his tenure over the past two years illustrates.

    Le Page’s role is to destroy unions, cut state services, shove aside public schools for Charter Schools, continue tax relief for the upper bracket, strangle welfare and deny medical aid to the needy.  Anyone with such disruptive and self serving goals, has little time for congenial and informative meetings. 

    There must be dozens of governors wrestling with a multitude of similar problems to what we have in Maine. By avoiding dissemination of ideas in controlling abuses in welfare, strengthening the state’s financial condition, and assisting business growth, we are subjected to the rule of one man.  Maine people will just have to wait two more years until a more congenial governor takes office, and embraces the state and its people in a more progressive mode.

Unions, high cost of energy, and enviornmental policies did a nice job of driving away industry. What about those public schools? Th demonstrate time and time again they are ineffctive. They produce low test scores and do not prepare children for the workforce, and welfare is out of control! Excuse anyone from trying something better!

  26. NOW this is the Lepage for whom I voted.  Why spend taxpayer funds to house these guys and gals in first class hotels in Hawaii, Las Vegas, San Francisco, or Palm Beach?  Why buy them supper, drinks and first class plane tickets? In short who pays for our vacations?

    I can not think of one positive that taxpayers get for this largess.

  28.  I do not think that using the term” isolationism” is going to scare anyone in Maine.Most Mainers have come to terms with the fact that the only time the federal government is concernerd with Maine is when we can send them some tax dollors,young people to serve in the armed forces or maybe a few poltical votes.

    So,since 1908 what has the NGA provided to the State of Maine? Jobs,opportunities,or income ? Anyway to track this so called progress ?

    My why of thinking is if we as tax payers are going to spend $60,000 per year we need to know for sure what we are getting in return for our outlay.In the article it sounds like if the Governer shows up to these meetings and if he just happens to be in the right place at the right time then he just might have some opportunities thrown his way.

    Seems to me  the NGA is alot like the United Nations ,nothing more than a glorified discussion format with no abilities to act on anything other than when to break for lunch.

My head is just spinning after reading the comments, many of which are so friggin off topic half way through I forget what the article is about!   $60.000 is a huge chunk of $ for annual dues.  I would want to see how Governors have benefited in the past.  Sadly for LePage the functions are probably more about  socializing and networking; not his strong point, I suspect.   Don’t know him personally. 
    Whatever his reasons, actions like this just serve to bolster the impression that he is a arrogant isolationist.
