BANGOR, Maine — A Brewer man with a lengthy criminal history was arrested early Thursday morning after police said they caught him with a bottle of alcohol despite bail conditions prohibiting him from using or possessing alcohol and committing another crime.

Charged with two counts of violating the conditions of his release from a prior arrest and with refusing to submit to arrest was Roland Devoe, 48, of Brewer, police Sgt. Paul Edwards said Monday.

The episode that led to Devoe’s arrest began about 2:40 a.m., when Bangor police Officers Joe Page and Kyle Pelkey were called to the Cedar Street area to look into a report that a woman was yelling and arguing in the street, Edwards said, citing an arrest report.

When the officers arrived, they did not find a woman but instead encountered a group of people pointing at a man who was walking away. That man turned out to be Devoe, Edwards said.

The officers ordered Devoe to stop but he kept walking — even after making eye contact with them, Edwards said. As they approached Devoe, they reportedly saw him throw a bottle containing an alcoholic beverage up under a nearby porch. The arrest report did not specify what kind of beverage.

Last week’s brush with the law was not Devoe’s first, according to court listings and news stories from the Bangor Daily News archives.

Since the beginning of this year, Devoe has had two convictions for disorderly conduct, two criminal trespass convictions and three convictions for bail violations, which sent him to jail for between two and eight days each.

His criminal history also includes similar convictions for each year from 2005 through 2011.

In July, Brewer police charged Devoe with indecent conduct after at least six other tenants of the apartment building in which he lives called police to report that he was naked inside his apartment within view of children.

In June, Devoe was arrested by Bangor police after someone reported that he had been sitting on the steps of Shaw’s supermarket with only a shirt on. Devoe, who had been issued a written trespass warning earlier that month, was taken to Penobscot County Jail on a criminal trespass charge. Bangor police said he wasn’t charged with any other crime because officers located him in a bathroom stall and couldn’t prove that he had been pantsless outside the store.

        1. Must be some unique fighting technique ala drunken boxing.  In this case he must have used an even more obscure fighting art by pummeling someone’s fist w/his nose.  I see an infomercial in his future… uh, probably not.

  1. Lets chip in to get that fixed. BDN should start a fund for it.. I don’t drink and dislike booze, But I understand why he might drink.. Come on BDN lets fix this.

  2. I mean seriously,  is this really newsworthy?  Can’t BDN find anything more interesting/important to write about…. such as hurricane Sandy? Perhaps he didn’t throw the bottle of booze under the porch… maybe the wind did? LOL

  3. If you’ve had your beak bent, been arrested a half-dozen times in a year, been to the county jail a couple times and never stole a penny…  You might be an alcoholic!  LOL
