ORONO, Maine — Police reports released Monday by the University of Maine show Jovan Belcher had a history of conflict in dealing with women.
Belcher, 25, made national headlines Saturday when the Kansas City Chiefs linebacker fatally shot his girlfriend, Kasandra Perkins, then later committed suicide with a handgun in Kansas City.
During his four years as a student at UMaine, Belcher was confronted by police about two on-campus incidents involving a woman. No criminal charges were filed in either incident.
On April 1, 2006, Belcher suffered a serious cut on his hand when the then-freshman punched out a window in a ground-floor door at Androscoggin Hall on the UMaine campus, according to university police Sgt. Scott Curtis, who reported, “I was told that Belcher was upset over a girl.”
Ten months later, Belcher was the subject of a dormitory noise complaint. According to a police report, a student in Gannett Hall called police about the raised voices of Belcher and his girlfriend as they had “a discussion outside his room.”
UMaine officials on Monday released four police reports about Belcher, saying three of them were not found over the weekend because his name was spelled wrong and the wrong birthdate appeared in the incident reports.
One report — a request by Belcher to be let into a building — was found during an inquiry Saturday evening by the Bangor Daily News.
The 2006 window-punching incident resulted in what the police report termed “a possible severed thumb and lacerations to the wrist.”
“There was a lot of blood outside of the west entrance and in the lobby,” Sgt. Curtis wrote in the report.
“I noticed the window to the interior, ground floor door, to the center stairwell, broken out,” he continues.
Belcher was referred to Judicial Affairs and had to pay restitution, which was estimated at $200. Details about any university punishment levied against him are protected by the federal Family Education Rights and Privacy Act, according to Dr. Robert Dana, UMaine’s vice president for student affairs and dean of students.
“Generally, in a case like that, the person would have an intervention with a staff member about anger management or anything else relevant to the situation,” he said.
“The person’s status could range all the way from a warning all the way up to dismissal,” added Dana, who termed the window-punching incident as “down at the lower end of the spectrum.”
One of Belcher’s former teammates, Mike Brusko, also played for the Black Bears from 2005-2008.
“I have at least two or three other friends who have done exactly the same thing,” said a reluctant Brusko, who is still reeling from the news about Belcher. “I know all of them and I would only have ever attributed that to a bad decision that was influenced by alcohol.”
Brusko said the incident stemmed from what he termed “immaturity and some intoxication.” Looking back, he doesn’t view it as any kind of a warning sign.
“He wasn’t the only person drinking that night,” he said. “I’ve made a hundred decisions like that that I’d like to take back. Nobody ever would have taken that incident and turned it into some sort of foreshadowing of what he would [ultimately] do.”
The noise complaint in 2007 did not lead to any legal or university action.
The police report stated “there was no indication of the discussion being physical and there was no indication of intoxication on either party.”
At UMaine, Belcher took part in a for-credit class called Male Athletes Against Violence during the fall semester in 2007, according to a statement issued by the university in response to a request for an interview with Dr. Sandra L. Caron, professor of family relations and human sexuality.
“MAAV is an effort to involve men so that we can begin to understand that violence is very much a ‘man’s issue,’” the statement said.
Dana said Belcher’s participation in the class was unrelated to the aforementioned situations.
“The class is an academic class. It’s not for rehabilitation purposes or to educate students who might have gotten sideways,” Dana said.
The MAAV class, founded in the fall of 2004 by Caron, is modeled after her nationally recognized peer education program, Athletes for Sexual Responsibility.
The university statement said the students who enroll are typically varsity athletes.
“The students are involved in peer education efforts on campus that focus on issues of masculinity and violence,” the statement read. “The group often sponsors information tables to raise awareness and encourage college-age men to sign the Male Athletes Against Violence pledge card.”
When asked about Belcher’s participation in the class, UMaine issued the following statement on Caron’s behalf.
“This is a tragedy beyond comprehension and completely at odds with what the Male Athletes Against Violence peer education program stands for,” Caron said. “Our deepest sympathies are with Jovan and Kasandra’s loved ones.”
At UMaine, Belcher earned a degree in child development and family relations in 2008, completing his academic course work in 3½ years, according to head football coach Jack Cosgrove.
During his time in Orono, Belcher also participated in the Big Brothers Big Sisters organization in Greater Bangor. In that capacity, he spent quality time with some local children.
“I often saw Jovan with underprivileged kids,” Brusko said. “I can remember him bringing kids around the football facility and showing them around and being a mentor to them.”
Belcher, a three-time All-American wrestler from West Babylon, N.Y., went largely unrecruited for football but signed to play at UMaine.
As a senior in 2008, Belcher was named the Colonial Athletic Association Defensive Player of the Year and was selected as a consensus first-team All-American. He signed a free-agent contract with the Chiefs in 2009.
In March, he signed a one-year contract worth $1.9 million, according to published reports.
He had earned a starting spot in three of his four years with Kansas City.

Got to go publish about 6 different stories constant on the front page all weekend long and now you got to go publish something about an incident that occurred in 2006, and all he did was punch a window (instead of a woman that he was mad at) and suffered a cut on his hand and yet no charges were filed.
Fools I tell ya, grasping for straws to get anything over a story of someone who attended UMaine and went on to the NFL then kills a woman and then himself…wow, way to go BDN. What’s next, what he had to eat at UMaine followed by if it was the same thing he last eat before he died?

You don’t need “Several articles” over the course of the weekend to attempt to educate on something if anything. If the BDN is attempting to educate anything they can certainly get all the facts and write a story about it then. Winning has nothing to do with domestic violence so your comparison does not hold much weight in this matter. People including readers and those who personally know the murderer and victims don’t need to see constant front page stories over the matter. How many murderers get front page recognition over an entire weekend in several articles? Exactly, none. What makes this so special? If you want to educate on domestic violence, if you feel this is the case or educate on anything, write one story with some examples post it in the appropriate place in the site and call it a day

“Over advertising”? the City of New York was ecstatic and somewhat astounded, and baffled as to why there were no murders in the city on ONE DAY last week. Is that “over advertising”? Let me ask you, this…..If a firearm offense had intruded on your family would you be saying something about it.? or would it be “over advertising?”
My family owns plenty of firearms and if someone introduced one on us, they would be introduced to ours! The people that commit these crimes will always have a way to illegally obtain guns, people who want to kill a spouse can always find a different way to kill them. The guns don’t kill people! MAAV is a program that some athletes join to pick up girls. When you are an athlete of 6ft 2 in build, uhh let’s see, from LONG ISLAND NY and look as intimidating as a black panther in the jungle to be able to say to your date “I am a proud member of MAAV” the woman feels a little more at ease. Well as my Sunday school teacher used to say, “watch out for wolves in sheep’s clothing”.

The football player Jovan who killed his girlfriend and then himself may have had anger issues from the start. Perhaps he was fine till things (relationships, etc.)did not go his way. This is only speculation. Then on top of that, add the medications, drinking and possibly brain injuries….so, it could be a combination of things to partly explain how this man went so wrong. Speculation.

In order to make it in the pro’s – any pro sport – indicates the person has a level of physical prowess, strength, desire, & focus that most of us can’t comprehend. If you find yourself often hit you might consider a new dating pool or check your own behavior, one or both may lead you to the answer. Women are capable of violence and are increasingly committing domestic violence. And yet, traditionally it has been the male. It makes sense to influence the underlying attitudes so they are not further transmitted today.
Traditionally it is the male who is charged .If a woman slaps a man usually nothing happens . If a man slaps a woman it is a different story . Men do not tend to report such cases . Yes men do kill more women than women kill men ,

Well the indoctrination they tell people is college is about education . We all know it is more about money . Umaine football spent like $700k more than it brought in. In Psy 101 I was taught IQ tends to reflect Grades and tends to stay a constant . Funny my IQ was in the 70s . do not claim i am smart but in some areas I am well above average in other areas I am well below average. . I have no Idea what My IQ is but I did finish High school in the top 10 of my class . Granted I did not take AP courses but I also never brought a book home . Most college classes are more about reading comprehension skills and memorization than thinking .
‘Critical Thinking’ is lacking in today’s America. And don’t ever feel bad about yourself. What having that degree does is open more doors in the working environment. Sadly to say in today’s America we have turn every job up to and even in some cases a burger flipper needing a college degree.
Again, higher education is not about learning anymore, it’s how much you think you can earn after and those in the field of higher education pimp far fetched promises of jobs that don’t and never will exists.
Sadly it has hurt those who did not go to college even more then those who bought into the hype. The days of buying a home and raising a family proper in this country with less then a high school diploma are long gone.

I do Ok . I only took a few “college” classes . I would say its a good thing I did not get my degree when I look at the fact that between 60 an 70% of people with a 2 year degree fail thier state license exam in my field on thier first try. I passed mine first try. I guess I just have one of those MBTI types that question authority . Proper grammer spell etc . Is valued much more than free thinking . I may be wrong more than I am right but at least I know it. Seems like the more educated people are the better able they are to defend thier what they believe even when they are wrong.

I know of a UMaine grad, excellent athlete, very high GPA in pre-med who is now a top-notch orthopedic surgeon. The big question is why no charges were filed. Seems to me if you punch out a window that is domestic violence At the very least it was underage drinking..Funny how as much as they drink before the age of 21 very few Umaine students are charged . If they can toss a ball all the better.

I am not blaming or hate the BDN . I do have issues with the system we have in society . Lets say kid gets out of HS. works at Burger King gets caught drinking he is charged . Now 100s drink at Umaine . More people from Umane are rushed to the hospital for alcohol poisoning than are charge with under age drinking. Just seems like a double standard .

As for the article, lets have a big “SO WHAT?” Scrabbling hard for a sensational headline and failed badly from the looks of it — and by all means get some talking heads in on it to claim it might have signified or indicated or been a sign of… Couldn’t possibly be as simple as an over-stressed college kid punching a window — not dramatic enough. AAARRRGGGHHH! The guy is dead and buried and so, sadly, are his wife and child — time to let it rest. Don’t need one-on-one interviews with all his former classmate, teachers or the janitor, thanks.
How many young men have caused damage at a University of Maine campus over the years? I’m one of them, and I’ve never come close to harming a women.My “dorm mates” and I used to wait for our damage bills to arrive shortly after our grades came. I’m not sure that this episode his freshmen year can or cannot be linked to this tragedy. Perhaps this terrible event will put more focus on the relationship between sports/brain injury and violence against women.

In the two incidents he didn’t abuse anyone. He broke a window.but the report doesn’t say that the girl that he was upset about was even present. The report also didn’t mention that she had been threatened in any way. Jovan had a bad cut from punching a window. In the second incident they may have been arguing but it was because SHE WOULDN”T LEAVE HIS DORM. I think the headline is misleading. I’m not familiar with Jovan. He graduated with a degree in 3 1/2 years. No, he wasn’t in the engineering school but he graduated in (under) four years, which places him in a small proportion of students who begin at UMaine. He made it to the NFL, which demonstrates that he was an elite athlete with impressive determination. Sadly, he killed himself, and worse another person, and left his son without a parent. This, in the end, makes whatever accomplishments he had seem petty and insignificant.
But..but…Bob Costas says a gun jumped up off the table and killed them.

When I read what Jovan’s degree is in, I paused. Child Development and Family Relations? A man that killed the mother of his newborn baby, then himself? Child Development and Family Relations. This young man was trying to find answers for about his family, about his development. I think if reporters dig deep enough they will find that Jovan was raised in a violent environment.

Even now, news reports, players, fans…many are portraying him as some sort of hero and excusing his behavior as “immature” or “bad decisions”. Maybe one incident could be “excused” as such, but altogether these incidents show a violent abuser who was let off and excused repeatedly because he played football. Participating in some of the organizations that he did appear to be a cover for his real self. I think U Maine passed up an opportunity to intervene and gave him a pass to continue. Makes you wonder about the importance of sports to officials in the program when it clearly came out on top over the path this man was taking. They excused and closed their eyes to it all. Even U Maine’s statement mentions Jovan first with sympathies. They just don’t get it and probably never will as long as the almighty $$$ is involved. The victims here are Kasandra, their daughter and their families.

I am VERY ASHAMED of Orono!!! I have never understood the administration’s mentality to develop a major football program at Orono. I cannot believe the cash benefit that Orono receives is worth the negative publicity that comes with this sort of trash. THIS IS THE REASON THAT I WILL NEVER CONTRIBUTE CASH TO THE UNIVERSITY OF MAINE. I can NEVER thank Orono enough for my education, which is what the administration should re-focus on.
