MILLINOCKET, Maine — Town leaders opted to allocate $87,059 on Thursday to replace or repair the town office telephones system, finance computers and software, and several structural problems with the building.

Once returning member Bryant Davis was sworn in, the Town Council voted 7-0 on several motions to allocate the funds. However, Town Manager Peggy Daigle was told to go out to bid as often as possible to ensure getting the lowest price on the work.

Daigle said after the meeting that some of the work would require single vendors and was not biddable, but she would try to bid as much of it as possible. She added that the approximately $100,000 the town made from its initial sale of tax-foreclosed properties will cover the repairs.

“This is to cover [everything]. If we don’t spend it all, it can sit in reserve [accounts],” Daigle said of the appropriations, some of which covered emergency work already done to the computers and phones. “It helps establish a reserve account for [the next upgrades or repairs].”

Establishing reserve accounts for eventually-needed upgrades is smart, Daigle said.

Of the $87,059 appropriation, $1,836 will buy new finance computers and software. Another $38,163 will come from the town’s reserve account to place in reserve for repairs and upgrades to municipal department computers, software, redundant backup systems and data security and protection, Daigle outlined in an order the council approved.

Another $675 was already spent to repair a mold problem in an office on the second floor, which the state uses as a district court, and a clogged drain that had caused a sag and leak in the roof. About $43,000 was allocated to pay for a roof overlay and repair to be done by the summer. The total cost of the mold removal and room reconstruction has not been determined, Daigle said.

The building’s phone system will be upgraded with $3,428 from the town’s reserve fund that will also upgrade the telephones in the police and fire departments.

Resident and former interim Town Manager Charles Pray recommended that town workers also upgrade the town’s website to relay important information. Council Chairman Richard Angotti said the site would be updated more frequently.
