ROCKLAND, Maine — City residents will have contested races for both the council and school board when they go to the polls this fall.

The deadline for candidates to turn in nomination papers was Monday afternoon.

Three people have filed their papers and qualified for the Nov. 3 municipal ballot for a single three-year seat on the Rockland City Council. Incumbent Frank Isganitis, who is serving as mayor this year, will be challenged by community activist Deborah Atwell and Lake View Drive resident William Jillson. A fourth possible candidate, Main Street resident Judith Lawson, turned in her papers shortly before the deadline Monday, and city officials were expected to finalize verifying the signatures Tuesday morning.

Three people also filed papers and qualified for the ballot for two seats to represent Rockland on the Regional School Unit 13 Board.

Incumbents Esther “Tess” Kilgour and Nancy Jeffers will be vying for the two seats along with challenger Jesse Butler.

Kilgour was one of the organizers of a petition drive that led to another item on the November ballot — a referendum question on whether to begin the process of Rockland withdrawing from the school district. Both she and Jeffers signed the petition to get the matter on the ballot.

James Kalloch is uncontested for a five-year seat on the Rockland Port District.
