ELLSWORTH, Maine — A Bar Harbor man who drew the attention of police multiple times over a two-day period last May was one of 22 people indicted last week by a Hancock County grand jury.

Jordan H. Messer, 29, was indicted on more charges than anyone else on the list. All eight charges on which Messer was indicted stem from a May 30, 2015, incident at a relative’s home in Bar Harbor, according to Hancock County District Attorney Matthew Foster.

Foster said Messer is accused of discharging a shotgun at the relative’s house and then stealing the relative’s car.

According to a report in the Mount Desert Islander weekly newspaper, the incident was reported to police as soon as Messer drove off. Multiple police agencies responded, with a Mount Desert police officer spotting the vehicle and then pulling over and arresting Messer at a convenience store in the Mount Desert village of Somesville.

Messer was indicted on charges of aggravated reckless conduct, domestic violence criminal threatening with a dangerous weapon, theft, robbery, domestic violence assault, violating conditions of release, obstructing report of a crime or injury, and criminal mischief.

The robbery charge is a Class A felony while the aggravated reckless conduct and theft charges are Class B felonies. The domestic violence criminal threatening with a dangerous weapon is a Class C felony. The rest are misdemeanors.

Convictions on Class A crimes are punishable by up to 30 years in prison and a $50,000 fine. Class B crimes carry a maximum possible penalty of up to 10 years in prison and a fine of $20,000.

Foster said Messer had been arrested the day before by Ellsworth police on drug- and gun-related charges, and had been involved in an accident in Trenton earlier on May 30.

Messer was not indicted last week on charges stemming from the May 29 incident in Ellsworth and was not charged in connection with the May 30 accident in Trenton, Foster said.

A Hancock man was indicted on a Class A charge of aggravated trafficking in heroin.

Michael K. Robbins, 34, allegedly had made multiple trips to Bangor to purchase heroin that he then resold in Hancock County when police received a tip about him, according to Foster. The Maine Drug Enforcement Agency set up surveillance on Robbins and, after following him to Bangor on Sept. 2, 2015, trailed him back to Ellsworth and then pulled him over.

Robbins had 9.7 grams of heroin and/or fentanyl when he was detained and then arrested, Foster said.

According to Foster, the two narcotics often are mixed together. Robbins was indicted on an aggravated trafficking charge because of the quantity of the drugs he was found with.

Also indicted on Feb. 4 was Nathan J. Harkins, 32, of Tremont on multiple counts of theft and burglary stemming from three incidents.

The incidents occurred between May and the end of September of last year, with one occurring in Tremont and the other two in Mount Desert.

According to Foster, Harkins had been hired to do odd jobs at homes in the two communities and stole items from them, including coins, jewelry and one firearm.

“He allegedly took pretty much whatever he could get his hands on,” Foster said.

Harkins was indicted on two Class B burglary charges, one Class B theft, two Class C thefts, and one misdemeanor charge of violating conditions of release.

Ricky D. Skillings, 57, of Trenton was indicted on charges of assault on an officer, driving to endanger, refusing to submit to arrest, violating conditions of release, assault and disorderly conduct. The assault on an officer charge is a Class C felony, punishable by up to five years in prison and a $5,000 fine. The other charges are misdemeanors.

Neil T. Long, 22, Southwest Harbor, theft, unauthorized use of property, violating conditions of release.

Bruce W. Lounder, 37, Hancock, domestic violence assault, domestic violence terrorizing, aggravated criminal mischief, criminal mischief, disorderly conduct.

Cassie A. Minctons, 25, Tremont, unlawful possession of scheduled drugs.

Rebecca L. Nersessian, 29, Conner Township, theft, operating a motor vehicle after revocation.

Robert E. Power, 36, Holden, unlawful possession of scheduled drugs.

Kelly B. Ross, 30, Sullivan, operating a motor vehicle after revocation.

Wyatt N. Salisbury, 26, Lamoine, criminal threatening with a dangerous weapon, criminal threatening, assault, disorderly conduct.

Jeffrey A. Scott, 58, Hancock, operating an all-terrain vehicle under the influence of intoxicants, criminal OUI, operating a motor vehicle after revocation.

Mark W. Sincyr, 42, Eastbrook, theft, negotiating a worthless instrument.

Damian J. Spelas, 32, Orland, operating a motor vehicle after revocation, operating a motor vehicle without a license, failure to stop for an officer, operating an unregistered motor vehicle.

Ricky L. Worster, 57, Mariaville, possession of a firearm by a prohibited person, domestic violence assault, domestic violence terrorizing.
