A U.S. Immigration and Customs Enforcement agent fatally shot a 26-year-old man in Biddeford on Monday morning.
Officials have not yet identified the shooting victim, but a neighbor identified him to the Portland Press Herald as Joan Sebastian Guerrero, originally from Colombia. According to two immigrant rights groups, he had authorization to work in the U.S. and had been issued a Social Security number.
